Regionalism as a Development Policy

Abstract

For quite some time now, regional integration has been one of the policies adopted by countries willing to attain sustainable development; in this perspective, the East African Community (EAC) is a regional organization that was created in the 1960’s in the wake of independence by three countries Kenya, Tanzania and Uganda. It was dissolved in 1977 and revived again in the year 2000 and since then has witnessed a tremendous rebirth and fast track integration; including the inclusion of two new members in 2007: Rwanda and Burundi. The present research aims to look closely at the process of regional integration in the specific case of the EAC in order to understand how this process has contributed to the economic development of the member countries. During the last few years, the EAC region as a whole has been growing economically. Regional integration has contributed to that growth by promoting the growth of trade, foreign direct investment and better competitiveness in the region. Despite its recent success, the future of regional integration in the region will depend on how the organization takes advantage of its many opportunities and how it faces its major challenges.;오랜 기간 동안 지역 통합은 지속가능한 개발을 이루고자 하는 국가들로부터 정책 중 하나로 채택되어왔다. 이러한 관점에서 볼 때, 동아프리카 공동체(EAC)는 케냐, 탄자니아, 우간다, 세 국가의 독립의 결과로 1960년 설립된 지역기구이다. EAC는 1977년 국가간의 이해관계의 대립으로 인하여 해체되었으나 2000년 재 결성 이후 굉장한 부활과 빠른 통합을 보여주고 있다. 2007년에는 르완다와 브룬디를 새로운 회원국으로 받아들이면서 지역 통합과 발전에 박차를 가하고 있다. 본 연구의 목적은 지역 통합 절차가 회원국의 경제발전에 어떻게 기여해 왔는지를 이해하는 것이며, 따라서 EAC의 구체적인 사례를 통해 지역 통합 절차를 자세히 들여다 보고자 한다. 지난 몇 년 동안, EAC 지역 전체가 경제적으로 크게 성장하였다. 지역 통합은 무역 확대, 외국인직접투자, 그리고 지역 내 경쟁력을 촉진시킴으로써 경제 성장에 기여해왔다. 이러한 성공에도 불구하고 EAC 지역 내의 지역 통합의 미래는 EAC가 많은 기회를 어떻게 이용하고 주요 문제점들에 어떻게 대처하는가에 달려있다.
