dc.description.abstractIdentifying whether FDI inflows make contributions to host countries’ economic growth via technology spillover still remains a key issue for practitioners and academics particularly in developing countries. Among developing countries, Korea has been known as a country that chose not to rely heavily on FDI inflows as a major source of technological learning during its phenomenal economic growth. After the Asian financial crisis in 1997-1998, however, the government recognized the importance of FDI inflows as a means of attracting new technology and introduced incentives that focused particularly on attracting technology-intensive FDI. In this context, the current paper aims to investigate whether FDI inflows have influenced economic growth via technology diffusion in Korea, focusing particularly on the post-crisis years. In this process, among several possible channels of technology diffusion, the paper focuses on R&D activities undertaken by foreign-invested enterprises (FIEs) as a major source of technology diffusion. The cumulative stock of R&D by foreign affiliates has been regarded as a strong factor affecting technology diffusion between foreign entities and domestic companies in the host country over the recent years. Indeed, while the bulk of studies have examined FIEs’ contribution to Korea’s capital accumulation as the main endogenous source of productivity growth, there are few studies that focus on the extent of technology spillover from FIEs’ R&D activities as such a source. In this regard, by analyzing data on FIEs’ R&D activities and providing a better understanding of their salient features, the paper aims to investigate FIEs’ overall contribution on technology spillover in Korea. In addition, reflecting the growing potential bidding contest among countries to attract more technology-intensive or R&D-intensive FDI, the paper aims to explore the Korea’s current incentive system for FDI to examine whether the system is properly equipped to attract R&D-intensive FDI or encourage existing FIEs to expand their investment in R&D and then aims to deduce future FDI policy implications.;과거 한국 경제 발전을 돌이켜보면 경제발전의 재원이 차관에 의해 주로 조달되었기 때문에 외국인직접투자(Foreign Direct Investment)에 대한 의존도가 낮았다. 또한 외국자본에 의한 국내산업 독점에 대한 우려가 깊은 나머지, 선진기술 습득의 방법으로 FDI보다는 합작투자 또는 라이센싱 계약이 보다 선호되었다. 그러나 1997년 외환위기를 계기로 외환의 필요성이 대두되면서 한국 정부의 외자유치에 대한 태도는 이전과 확연히 달라지게 되었다. 우선적으로 정부는 외국인직접투자에 대한 규제를 대폭 완화시키고, 투자유치 활성화를 위한 정부차원의 인센티브를 새로이 마련되거나, 기존 제도의 혜택 범위를 확대시키기 시작하였다. 그 결과 신고금액 누적기준으로 1997년까지 247억 달러에 불과하던 외국인직접투자액은 1998년부터 급증하여 2010년까지 총 1,735억 달러가 유입되어 외환위기 극복과 경제구조 선진화에 큰 역할을 하였다. 더불어 외국인투자기업의 R&D 투자액이 외환위기 이후 이전대비 세배이상 증가하며, 과거와 달리 FDI는 선진기술의 습득 방법의 하나로 부상하기 시작하였다. 최근 들어, 외국인투자기업의 R&D 집약도 (매출대비 R&D 투자비율)는 국내기업의 R&D집약도와 비슷한 수준에 다다랐으며, 이는 외국인투자기업의 한국 기술선진화에 대한 기여도를 간접적으로 제시하고 있다고 할 수 있다. 이에 본 논문은 FDI 또는 외국인투자기업이 한국 기술선진화에 어떠한 방식으로 기여했는지를 분석하고자 한국에서의 외국인투자기업의 R&D 활동 특성에 대해 조사하고자 한다. 또한, 외환위기 이후부터 현재까지 이어져 내려오고 있는 정부 인센티브 체계에 대해 분석하고, 향후 선진기술 도입의 창구로써 외국인투자기업의 R&D 활동을 활성화시키기 위한 정책적 방향을 찾고자 한다.-
