공공도서관 영유아 프로그램 활성화 방안에 관한 연구

Abstract

영유아기는 개인적 성장과 더불어 사회적·국가적 진보에 모두 관련되어 미래를 위한 평생의 학습에 기초가 되는 시기이다. 이러한 영유아에게 공공도서관은 가장 적합한 교육 지원 시설로서 영유아의 연령별 발달 특성에 맞는 영유아 프로그램을 개발하여 운영할 필요성이 가장 큰 기관이다. 하지만 국내 공공도서관은 영유아 서비스에 대한 인식조차 자리 잡지 못했으며, 영유아 프로그램은 양적·질적으로 매우 부족하고, 영유아의 일부 연령대에만 제공하거나, 영유아의 발달 단계를 고려하지 않은 프로그램을 제공하고 있다. 따라서 본 연구는 영유아가 중요한 이용자로 인식되는 것을 제고하고, 영유아 프로그램의 발전과 연구를 위한 기초 자료로서 활용되고자 하는 목적으로 공공도서관의 영유아 프로그램 활성화 방안을 제안하는데 목적을 두고 문헌연구, 사례조사 및 현황조사를 실시하였다. 우선 문헌연구를 통해 영유아의 개념과 특성, 공공도서관 영유아 서비스의 개념과 기본 원칙을 살펴본 후 영유아 프로그램의 개념 및 필요성 그리고 유형을 살펴보았다. 국외사례 분석은 미국 공공도서관협회(Public Library Association)의 『공공도서관 자료 서비스 통계 보고서 2010 : 어린이 서비스 설문 특별판(Public Library Data Service Statistical Report 2010 : Special Section - Children Library Service)』을 기초로 하였다. 이 통계 보고서에 제시된 987개의 북미지역 공공도서관 중 전수조사가 이루어지지 않은 11개관의 캐나다 공공도서관을 제외한 976개관의 미국 공공도서관을 대상으로 하였다. 이 중 통계 조사에 참여하지 않은 55개관을 제외한 총 921개관 중 어린이 프로그램 참여자 수를 기준으로 상위 20개관을 선정하여 홈페이지 상에서 영유아 프로그램에 대한 정보를 제공하고 있고, 홈페이지 상으로 확인 할 수 없는 내용에 대한 이메일 조사에 응답한 총 7개의 공공도서관 영유아 프로그램을 분석하였다. 최종 선정된 7개관은 브룩클린 공공도서관, 로스엔젤레스 카운티 공공도서관, 콜럼버스 메트로폴리탄 도서관, 멀티노마 카운티 도서관, 신시네티 & 해밀튼 카운티 공공도서관, 라스베가스-클락 카운티 도서관 디스트릭트, 웨이크 카운티 공공도서관이다. 각 도서관의 영유아 프로그램을 독서 관련 프로그램, 문화·예술 프로그램, 교육 프로그램, 방문 프로그램, 부모교육 프로그램의 5가지 유형으로 구분하였고, 개별 프로그램 내용, 대상연령, 횟수 및 진행시간을 살펴 본 후 종합적으로 비교·분석 하였다. 국내 현황조사를 위해 문화체육관광부 국가도서관 통계 시스템에서 제공하는 『2009 전국 도서관통계조사』의 통계정보를 이용하였다. 이에 제시된 공공도서관 703개관 중에서 공공도서관 일반 641개관 중 어린이실이 있으며, 어린이 자료가 차지하는 비율이 30% 이상인 317개관과 어린이도서관 62개관인 총 379개관을 대상으로 전화조사를 통해 영유아 프로그램을 운영하고 있다고 응답한 총 220개관을 선정하였다. 이는 『한국도서관기준』에서 공공도서관의 자료구성 및 기준을 성인용 자료 대 아동용 자료의 구성 비율이 70~75% 대 25~30%가 적당하다고 제시한 것을 근거로 하였다. 설문조사는 선정된 220개 도서관 중에서 전화조사를 통해 설문 응답을 수락하고 이메일 주소를 제공해 준 총 163개관의 영유아 프로그램 담당 사서들을 대상으로 실시하였다. 설문은 2011년 11월 1일부터 11월 14일까지 온라인 설문을 실시하였으며, 그 중 84건(51.5%)을 응답받았다. 그리고 영유아의 부모 및 보호자를 대상으로 하는 설문조사를 위해 앞서 선정된 220개 도서관 중 33개관의 서울 지역 도서관 중에서 영유아 프로그램에 대한 운영 내용을 홈페이지에 제공하고 있는 26개관 중 방문 설문을 허가한 최종 3개 도서관(강동구립 강일도서관, 강서 꿈꾸는어린이도서관, 중랑구립 정보도서관)을 선정하였다. 설문은 2011년 11월 4일부터 11월 19일까지 설문조사를 실시하였으며, 회수된 91부를 분석에 사용 하였다. 이에 따라 설문조사를 통해 도출된 결과는 다음과 같다. 사서응답자 모두가 영유아 프로그램의 필요성을 인지하고 있었으며, 이 중 77.4%가 영유아 프로그램 개선의 필요성이 있다고 응답하였다. 영유아 프로그램 제반 요소 개선 중요도에 대해 물리적 자원 요소로는 전기시설 마감 처리 등의 안전시설, 영유아를 위한 열람실 청결 유지와 도서의 소독처리, 영유아 프로그램을 위한 전용 공간 확보, 영유아의 신체 치수를 고려한 서가, 책상, 의자, 영유아를 위한 온돌마루 형태의 공간의 요소에 대해 매우 긍정적인 의견을 보였다. 그리고 인적 자원의 개선 중요도로 영유아의 발달 특성과 영유아 장서에 대해 잘 이해하고 있는 영유아 전담 사서, 장서의 개선 중요도로는 영유아의 부모와 보호자를 위한 육아·교육 관련 자료, 영유아 프로그램에서 활용된 도서를 대출하기 위한 충분한 수의 도서 확보의 의견으로 나타났다. 그리고 홍보 요소의 개선 중요도로는 도서관 이용자 중 모든 영유아의 부모 및 보호자가 영유아 프로그램의 운영 사항을 알 수 있도록 보다 적극적이고 효과적인 홍보에 매우 긍정적인 의견을 보였다. 영유아 프로그램의 운영 및 내용 요소의 개선 중요도에 대하여 영유아의 발달 단계와 흥미를 고려한 프로그램 계획, 프로그램 진행자의 전문성 및 진행능력, 부모교육 프로그램 운영, 영유아의 연령별 세분화에 따른 프로그램 운영, 영유아 프로그램 제공 연령 대상 확대에 매우 긍정적인 의견을 보였다. 이상의 국외 사례와 국내 현황 조사를 바탕으로 공공도서관 영유아 프로그램의 활성화 방안을 제반요소와 운영 및 내용요소로 나누어 제안하였다. 우선 제반요소는 첫째, 도서관의 물리적 환경 개선을 위해 영유아 프로그램의 전용 공간을 확보하고, 초등학생 공간으로부터 독립된 영유아 열람실을 확충하여 영유아에게 적합한 실내 공간 계획 및 분위기를 조성해야 한다. 둘째, 인적자원 개발을 위해 영유아 전담 사서를 확충하고 자격을 강화하며, 영유아 전담사서의 전문적인 지위를 존중하고 업무에 대한 권한을 부여해야한다. 그리고 영유아 프로그램을 담당하는 사서는 계속교육을 통해 영유아 프로그램을 발전시키고, 영유아 서비스를 위한 배경지식과 자질을 갖추도록 끊임없이 노력해야 한다. 셋째, 영유아의 부모 및 보호자를 위한 장서뿐만 아니라 영유아의 모든 연령에 적합한 장서를 개발해야한다. 그리고 영유아의 특성을 고려하여 다른 이용자 대상의 장서 보다 더욱 엄격한 기준의 장서 관리 방안을 마련하여 운영해야 한다. 넷째, 영유아 프로그램에 대한 운영 지침을 마련하여 기본적인 토대 위에서 장기적인 안목을 가지고 체계적으로 운영될 수 있도록 해야 한다. 다섯째, 도서관은 수동적인 홍보방법에서 벗어나 지역 내의 모든 영유아와 부모 및 보호자가 도서관이 제공하는 프로그램과 서비스에 대해 알 수 있도록 적극적인 홍보 방법을 모색해야 한다. 다음으로 운영 및 내용요소는 첫째, 영유아의 연령별 세분화에 따른 프로그램을 운영해야 한다. 둘째, 공공도서관의 역할과 목적을 다할 수 있는 독서 관련 프로그램을 강화해야 한다. 셋째, 사서들은 방문 프로그램에 대한 인식을 제고하고, 계획·운영해야 한다. 넷째, 부모교육 프로그램을 운영하여 영유아의 발달 단계에 맞는 책 놀이 활동 방법, 영유아의 발달 특성에 대한 이해, 영유아 연령별 권장도서 소개와 활용 방법 등에 관한 교육을 제공해야 한다. 이상과 같이 본 연구에서는 공공도서관 영유아 프로그램의 국외 및 국내 현황을 살펴보고, 이를 통해 도출된 개선 및 요구 사항을 반영하여 공공도서관의 영유아 프로그램 활성화 방안을 제안하였다. 이를 바탕으로 국내 공공도서관의 영유아 이용자에 대한 인식을 제고하고, 영유아의 특성과 부모 및 보호자 요구를 반영한 만족도 높은 영유아 프로그램을 제공함으로써 영유아 교육을 위한 공공도서관의 사회적 역할을 수행할 수 있을 것이다.;The purpose of this study is to suggest vitalization plan of public library program for infants, toddlers and preschoolers. For this purpose, this study consists of the literature research, case studies and questionnaire survey. In the literature research, the concept and characteristic of infants, toddlers and preschoolers, the concept and basic principle of public library service for them, the concept, necessity and the types of programs for infants, toddlers and preschoolers were carried. For the case studies, Public Library Data Service Statistical Report 2010 : Special Section - Children Library Service was used. Out of top 20 public libraries providing programs for infants, toddlers and preschoolers and having been counted according to the numbers of children participating in the program, 7 libraries replied the E-mail survey. And their programs for infants, toddlers and preschoolers were divided into 5 types with reading related program, culture·art program, education program, outreach program, parent program to review. For the analysis of the present status, the statistical data of 2009 in National Library Statistics System by Ministry of Culture, Sports and Tourism was used. Questionnaire survey targeting librarians was made through on-line questionnaire from Nov. 1st to Nov. 14th 2011. And the questionnaire survey targeting the parents and caregiver of infants, toddlers and preschoolers was proceeded through personal visit at 3 libraries from Nov. 4th to Nov. 19th. The results made by this questionnaire survey are as follows. Librarians answered were recognizing the necessity of infants, toddlers and preschoolers programs, and programs for infants, toddlers and preschoolers need improvement. In respect of improving general components of the program for infants, toddlers and preschoolers with degree of importance, many positive responses were made for such physical material, human resources, collection, public relation components In respect of improving operation and contents components of program for infants, toddlers and preschoolers with degree of importance, positive responses were made regarding the program plan having considered the development stage and the interest of infants, toddlers and preschoolers, the program coordinator's professionalism and conducting skill, the operation of parents education program, the operation of the program was classified according to the age of infants, toddlers and preschoolers and the expansion of age targets to provide the program for infants, toddlers and preschoolers. On the base of case studies and questionnaire survey, this study suggested the vitalization plans of infants, toddlers and preschoolers program for public library by dividing with the general components and the operation and contents components. First, in general components, dividing with the improvement of physical circumstance of library, human resources development, expansion and development of collection for infants, toddlers and preschoolers and the preparation of its management plan, preparation of program operation guideline and active seeking for PR plan were suggested. Second, in operation and contents components, it suggested by dividing with program operation according to the age classification of infants, toddlers and preschoolers, program intensification related with reading, the operation of outreach program and the operation of parents program were suggested. In conclusion, the public library for the education of infants, toddlers and preschoolers can fulfill the social role by enhancing the recognition of the infants, toddlers and preschoolers users of public library and by providing infants, toddlers and preschoolers programs with high level of satisfactions reflecting the characteristics and demand of the infants, toddlers and preschoolers and their parents and caregiver.
