Abstract
The purpose of this thesis is to provide an insight for the President’s persuasion art or skill between the American President and the Congress through the President William Jefferson Clinton’s 104th Congress case. Specially, this thesis focused on case of American troops’ deployment to Bosnia-Herzegovina. That was the first event after the U.S.’ intervention mistakes in Somalia and Vietnam. This made Congress and the President tensed and careful extraordinarily. On December 14, 1995, Dayton peace accords made officially ending the wars in Bosnia and Croatia. US and NATO troops numbering 60,000 entered Bosnia to enforce the accords. This decision was a very tough one for both Congress and the President. At first, Congress did not have positive opinion for deployment. Clinton had to persuade Congress which consisted of many Republicans. Hence President Clinton had to do double work in various aspects for getting support. President Clinton’s addresses were a powerful persuasion tool. Historically American leadership was spoken by many presidents. Some talked about domestic leadership, and others insisted international leadership. Specifically, President Clinton emphasized American leadership as a world police. President Clinton had a bargaining ability. Political negotiation acted in his persuasion. Clinton poked the members of with public opinion. At first, the U.S.’ people were the opposite of Clinton. After Clinton knew that the public can give their approval to peace keeping operation in Bosnia-Herzegovina, Clinton made his will about PKO not war on the press and could get visible effects. In addition, the Congress supported deployment case. After got Republican Congress’ concession, Clinton strategically signed on ‘National Defense Authorization act on Fiscal Year 1996’. That action of President Clinton means political bargaining. In conclusion, this thesis finds that President Clinton endeavored to acquire Congressional agreement in various aspects. It can be explained in two ways: sharing the American leadership and bargaining with public opinion, budget Act. Finally he led the consent to his policy.;이 연구는 1995년 미국 제104대 의회 회기 중 클린턴이 의회를 설득하고, 그것에 성공하는 과정이 미국 대통령과 의회 관계에 갖는 함의를 모색하는 것을 목적으로 한다. 이를 위해 1995년 보스니아-헤르체고비나 전쟁 종식 이후 평화유지군(PKO) 파병의 사례를 분석한다. 보스니아-헤르체고비나는 긴 내전 후 1995년 데이튼 평화협정(Dayton Peace Agreement)를 통해 전쟁이 종식된 후 미국을 비롯한 연합군이 주둔하게 된다. 이 때, 클린턴 미국 대통령은 미국 병사들을 전장에 보내는 것에 쉽게 동의하지 못하는 의회와 맞서야 했다. 심지어 대통령이 소속된 민주당 내부에서도 대통령의 의견에 전적으로 동의하지 않는 상황이 발생했다. 클린턴은 언론과의 인터뷰, 의회 회의 중 연설, 의회 지도자들에게 보내는 공식 서한 등을 통해 ‘미국의 리더십’을 강조하였다. 이것은 미국이 강대국으로서의 역할을 해야 한다는 부인할 수 없는 ‘공동 의식’이 의회 내에 생기게 하는 역할을 하였다. 또한 클린턴은 많은 언론 노출을 통해, 미국이 앞에 나서 역할을 수행하는 것이 필수적 조치임을 명확히 밝혔다. 처음에는 파병을 반대하던 여론은, 클린턴이 TV를 통해 파병이 보스니아의 전쟁을 위함이 아니라 평화유지를 위함임을 밝힌 후 미국 국민 여론은 클린턴의 의견에 동의하게 되었다. 이러한 여론의 변화는 의원들의 의견을 바꾸는 이유가 되기에 충분했다. 마지막으로 클린턴은 미군의 역할이 주도적이 아니라 ‘UN/NATO의 일부’ 수준으로 이루어 질 것이라고 주장을 양보하였다. 의회는 이 양보를 받아들여 보스니아-헤르체고비나에 파병을 승인하였다. 이후 클린턴은 그 간 두 차례에 걸쳐 거부해왔던, 의회가 제출한 ‘1996년 국방 예산안’을 승인 했다. 이것은 의회와 대통령이 서로 한 발씩 양보하고 흥정해 합의를 이룬 모습을 보여준다. 본 논문은 클린턴의 보스니아-헤르체고비나 PKO 파병 사례를 통해 클린턴이 자신이 원하는 정책을 의회에서 승인 받기 위해 연설에서 미국의 리더십을 강조하여 설득을 일궈냈음을 보여준다. 또한 보스니아 평화유지 작업을 하는 미군의 역할을 강조하여 여론을 설득했고, 그 여론을 이용하여 의회를 설득했음을 규명한다. 마지막으로 그는 ‘국방 예산안 승인’과 ‘UN/NATO 일부수준의 미군’을 협상의 도구로 이용하여 원하는 파병 지지를 얻었음을 밝힌다.
