Abstract
Since the 16th century, the development of knowledge had been believed to serve as a major factor in freeing humans from a number of constraints, a postulate that began to take root in the Western culture. In particular, a belief that growing technological capabilities enabling mankind to control things would go hand in hand with political freedoms had been widely disseminated in the 18th century, the times of Enlightenment, when capitalism, the bourgeoisie, a nation, and modern science were established. In the turn of 20th century, however, enlightenment issues made a comeback in terms of questioning power abuses committed through 'despotic reason' in the Western world. In his later years, meanwhile, Foucault stated that his consistent interest throughout his 'criticism enterprise' was dealing with the paradox between capacity and power in terms of enlightenment. Simply put, it is about forms of rationality that organize people's ways of doing things(a technological aspect), and freedom with which they act within practical systems, reacting to what others do, modifying the rules of the game, up to a certain point(a strategic aspect). These practices are classified into three domains: relations of control thing, relations of action upon others, and relations with oneself. They are called the axis of knowledge, the axis of power, and the axis of ethics respectively. First of all, at the axis of knowledge, Foucault describes a nexus of knowledge-power so that we can grasp what constitutes the acceptability of a system, be it the mental health system, the penal system, delinquency, sexuality, etc. What Foucault is trying to find out here is as follows: what are connections that can be identified between mechanisms of coercion and elements of knowledge, what is the interplay of relay and support developed between them, such that a procedure of coercion acquires the very form and justifications of a rational, calculated, technically efficient element. While treating the collection of knowledge-power that articulates what we think, say, and do as historical events, Foucault tries to reveal a system of positivity that is represented as universal, necessary and obligatory and has, in fact, been created through constraints which are singular, contingent and arbitrary. In other words, Foucault seeks 'practical critique' which enables us to create a possibility to transgress the limits of our ready-made life styles. At the axis of power, while criticizing both Marxism and sovereignty theory of juridical-political discourses in that the former deals economics and politics in a dominant-subordinate relation and the latter treats them as having the same properties, Foucault makes a power analysis based on 'tactics', 'strategy', and 'relations between forces.' He disapproves of the idea that a subject is primarily set in the other side of power or exists before power relations. Neither does he agree that power is derived from a homogeneous foundation and organized by it. On the contrary, he investigates techniques and deployment(dispositif) that are irreducible to politics and economics. Foucault considers the functions, effects and power of politics and economics emanate from strategies of government on all aspects of human life. According to him, we are living in the times of governmentality in which juridical-disciplinary-secure techniques are individualizing and, at the same time, totalizing 'multiplicity.' Firstly, juridical mechanisms punish transgressors under a binary distinction between what is permitted and what is banned. Secondly, outside the juridical area, disciplinary mechanisms put individuals under surveillance with the aim of correction and domestication. Lastly, apparatus of security let events happen and put the flow of them first. Using diverse knowledge and techniques, it calculates security risk by entering problematic situations into a probability function. Then it 'dispose' the stream of reality within the limits of the optimal average, not under the binary system. As opposed to a Marxist view in that a nation is placed on the privileged position in terms of the exercise of power, Foucault sees it as a composite reality and a mythicized abstraction. According to his strategies of government, it is possible to question and redefine invariably the extent to which the nation can govern and the line between private and public. In this context, he points out that socialism failed to contrive its own governmentality only to use a variety of that of liberalism. In addition, he puts emphasis on the need to fight against forms of subjectivity and submission now that neo-liberalist government has reorganized individuals, groups and social forms into living up to an entrepreneurial spirit. In his quest for new ways of subjectivization ethics governing oneself and others, Foucault refers to the Ancient Greek and Roman culture where ethics is regarded as metamorphosis into aesthetic existence, instead of being used as a 'legislative' basis making a distinction between truth and falsehood. With the insightful allusion to his predecessors' philosophy, Foucault defines philosophy as a form of thought that guides us to question what constitutes truth and falsehood, rather than what they are. In line with that, he claims that spirituality is the whole process of pursuit, practice, and experience in which we seek to undergo transformations in approaching truths and urges us to take the critical and spiritual attitudes in pursuing vitality in our own lives. In this thesis, I argue that Foucault's criticism enterprise that brings 'actuality' into question and one's relations with the regime of truth into modification successfully traverses a new form of philosophy, guiding us to examine the axes of knowledge, power, and ethics. I claim that Foucault is well aware of the fact that Western Marxism changed its focus from revolutionary practice to ideology debates, from ideology debates to scientific epistemology and inverts the direction. With the work, Foucault intends to convert a distinguishing-truth-from-falsehood game between science and ideology into "desubjectification" practice against bio-power government. In this sense, I suggest Foucault's politics as an ethics is, in fact, no more than political practice based on spirituality. That means an invariable quest for transformation involving oneself and the world, an ethos in which enthusiasm for revolution is not solidified or reversed into a number of social forms such as classes, parties, and organizations.;16세기 이래 지식의 형식 및 내용의 발달이 인간본성의 해방을 보장하는 가장 커다란 요소라는 믿음이 서양 문명의 거대한 공준(公準)으로 자리잡아왔다. 특히 자본주의의 형성, 부르주아 세계의 구성, 국가 체계의 정립, 근대 과학과 그에 관련된 기술들의 정초가 이루어진 18세기를 전후로 사물을 지배하는 기술적 능력과 개인들 상호간의 정치적 자유가 동시에 균형을 이루며 성장할 것이라는 계몽의 약속이 유포된다. 그러나 20세기에 이르러 계몽의 문제는 전제적 이성에 의해 서양이 남용해 온 권력에 대해 의문을 제기하는 방식으로서 돌아온다. 푸코는 생애 말년에 자신의 비판기획을 관통하는 일관된 관심사가 계몽의 문제에 있어 나타나는 능력과 권력 사이의 패러독스라고 언명한다. 즉, 그는 자신이 행한 작업이 사람들이 어떤 것을 행하는 방식을 조직하는 합리성의 형태들(실천의 기술적 측면)과 이러한 실천 체계 안에서 어느 지점에 이를 때까지 사람들이 다른 사람이 행하는 것에 반응하고 게임의 규칙들을 변경해 가면서 행위하는 자유(실천의 전략적인 측면)에 관한 것이었다고 말한다. 이러한 실천 체계들은 다시 사물에 대한 통제 관계, 타자들에 대한 행위 관계, 자기 자신에 대한 관계의 영역으로 나누어질 수 있으며 각각은 지식의 축, 권력의 축, 윤리의 축을 형성한다. 우선 그는 지식의 축에서 정신의학 시스템, 형벌 시스템, 비행, 섹슈얼리티 등과 같은 어떤 체계의 수용가능성을 구성하는 요인들을 포착하기 위해 지식/권력 복합체를 기술한다. 여기서 푸코가 고찰하고자 한 것은 강압 기제와 지식의 요소 사이에 식별 가능한 연계성, 이들 간에 전개되는 상호작용의 릴레이와 지원, 강압 절차가 합리적이고 계산적이며 효율적인 형식과 정당화를 획득하는 과정이다. 그는 이처럼 우리가 사유하고 말하고 행하는 것을 분절하는 지식/권력 복합체를 역사적 사건들처럼 다루는 가운데, 현재의 우리에게 보편적이고 필연적이며 의무적인 것으로 제시되고 있는 실증성의 체계가 사실상 독특하고 우연적이고 자의적인 제약들에 의해 형성된 것임을 드러내고자 한다. 다시 말해 푸코는 주어진 삶의 경계를 위반할 수 있는 가능성을 발굴해내는 ‘실천적 비판’을 추구한다. 권력의 축에서 푸코는 경제와 정치를 기능적인 종속관계로 파악하는 마르크스주의와 양자를 소유물처럼 파악하는 사법-정치적 담론의 주권이론 모두를 비판하며 ‘전술’, ‘전략’, ‘힘의 관계’에 입각한 권력 분석을 제시한다. 즉, 그는 권력의 원초적 대립항으로서 권력관계 이전에 존재하는 주체나 단일한 근원에서 파생되고 조직되는 권력에 대한 관념으로부터 떨어져 나와 정치 혹은 경제로 환원되지 않는 권력 테크닉과 장치를 분석한다. 푸코는 정치와 경제의 기능, 효과, 힘이 인간 삶의 모든 측면에 행사되는 통치 전략들로부터 나온다고 간주한다. 그에 따르면 우리는 사법-규율-안전보호 기술이 복합적으로 상호작용하며 ‘우리’의 다수성을 개별화하는 동시에 전체화하는 통치성의 시대에 살고 있다. 사법적 메커니즘이 허용된 것과 금지된 것의 이항적 구분을 바탕으로 금지된 행위 유형에 형벌 유형을 대응시키는 시스템이라면, 규율 메커니즘은 교정과 교화를 목적으로 사법적 코드의 외부에서 일련의 감시 기법을 실행하는 시스템이다. 그리고 안전기구는 일단 사건이 발생하도록 내버려두고 그 순환성 속에서 문제적 상황의 개연적 전개 가능성을 파악한 다음, 다양한 지식과 기술들을 동원해 위험률을 계산한다. 이를 바탕으로 안전기구는 허용된 것과 금지된 것의 이항적 구분이 아닌 최적의 평균이라는 허용 범위 내에 실재의 흐름을 배치한다. 마르크스주의가 국가를 권력행사에서의 특권적 지점으로 상정한 것과 달리 푸코는 국가를 합성된 실재이자 신비화된 추상이라고 본다. 다시 말해, 국가의 능력 안에 있는 것과 그렇지 않은 것, 공적인 것과 사적인 것 등등을 끊임없이 정의하는 것을 가능케 하는 것이 통치의 전술들인 것이다. 이러한 견지에서 푸코는 사회주의가 자신의 통치성을 고안하지 못하고 자유주의 통치성의 다양한 유형들을 도구로써 사용했다고 말한다. 나아가 그는 신자유주의 통치성이 삶의 세계를 기업가적 정신에 따라 살아가는 개인, 조직, 사회체로 재편함에 따라 주체성과 순종의 형식들에 대한 투쟁이 중요해졌다고 역설한다. 푸코는 자기 자신과 타인을 통치하는 새로운 주체화 방식을 모색하며 윤리학을 법제화 모델이 아닌 심미적 실존 양식의 변형 문제로 간주한 고대 그리스·로마 문화를 참조한다. 이를 바탕으로 그는 철학을 참된 것과 거짓된 것에 대해 질의하는 것이 아니라 참된 것과 거짓된 것을 존재하게 만드는 바에 대해 질의하는 사유의 형식이라 명명하고, ‘영성’을 진실에 접근하기 위해 주체가 자기 자신에게 필요한 변형을 가하는 탐구·실천·경험 전반으로 명명하는 가운데, 비판적 태도와 영성을 생의 능동적 활력 속에 결합할 것을 촉구한다. 본 논문에서 논자는 현실태에 관해 문제제기하며 스스로 맺고 있던 “진리 체제”와의 관계를 변환하고자 한 푸코의 비판기획이 이와 같이 지식의 축, 권력의 축, 윤리의 축을 휘감아 돌며 하나의 흐름을 답파하고자 했다고 본다. 다시 말해, 논자는 푸코가 혁명적 실천에서 이데올로기 논쟁으로, 이데올로기 논쟁으로부터 과학적 인식론 정립으로 나아간 서구 마르크스주의의 흐름을 염두에 두고 이 방향을 역전시키는 흐름을 만들고자했다고 생각한다. 요컨대 그의 비판기획에는 과학과 이데올로기 간의 진위(眞僞) 게임을 생권력의 통치 형식에 대항하는 주체의 탈예속화 실천으로 변환하고자 한 일련의 시도가 내포되어 있다. 푸코가 ‘윤리학로서의 정치’로 표방한 것은 사실상 ‘영성’에 바탕을 둔 정치적 실천이라고 할 수 있을 것이다. 즉, 그것은 혁명에의 열망이 소속을 나타내는 다수의 사회 형식들 내로 고체화되거나 전도되지 않고, 세계와 자기를 변형하는 에토스와 에토스 사이를 순환하는 것이라고 할 수 있을 것이다.
