제3세계의 軍部政權에 관한 硏究

Abstract

본 논문의 목적은 제3세계에서 군부가 직접 통치를 담당한 국가의 정치 및 경제적인 성과를 제3세계의 다른 민간정부의 정치 및 경제적 성과와의 比較的인 觀点에서 硏究해 보는 것이다. 軍部가 直接 統治를 擔當하는 軍部政權(military Government, military Regime)은 제3세계에만 특유한 현상으로 쿠테타의 결과 성립된 정부형태이다. 지금까지 쿠테타에 관한 연구는 많이 행해졌지만 쿠테타 결과 이룩된 軍部政權에 대한 硏究는 빈약한 실정이다. 쿠테타 결과 軍部政權이 수립되고 상당한 시간이 흐른 이 시점에서 통치의 主擔當者가 軍人出身인 第3世界 軍部政權은 여전히 민간우위의 원칙(civil supremacy)을 고수하고 있는 다른 제3세계의 民間政權과 比較해 볼 때 一般的으로 어떤 차이점을 나타내는가 하는 것은 연구할 가치가 있다고 본다. 第3世界의 軍部政權과 民間政權間의 一般的인 政治, 經濟的 成果의 比較를 하기 위해서는 우선 現在 軍部政權을 이루고 있는 나라의 前段階, 즉 民間우위의 原則을 고수하고 있던 시기의 狀況과 여전히 民間政權인 國家의 당시 상황의 比較가 先行되어져야 한다. 그리고 軍部政權이 일단 樹立된 후 軍人出身 政治家들의 行態를 決定짓는 중요한 要素는 쿠테타 決意의 動機이다. 따라서 軍部政權의 役割에 影響을 미치는 것으로서의 정치개입의 동기에 관한 硏究도 必要하다. 序論에 이어 第Ⅱ章에서는 軍部의 政治개입의 條件을 살펴 보는데 第3世界의 國內·外的 狀況이 거의 비슷한 처지에 있는 나라들 중에 왜 어떤 나라에서만 軍部의 政治개입이 이루어 졌는가에 焦點을 두어 硏究한다. 제Ⅲ장에서는 軍部의 정치개입의 동기가 무엇이었는지 알아본다. 大部分의 쿠테타의 指導者들은 쿠테타 成功 後 그들의 정치개입의 동기가 國家的 危機로부터의 탈피, 近大化를 追求하고자 하는 의지에서 비롯되었다고 주장한다. 그러나 이외에 實質的으로 重要한 比重을 차지하며 內包되어 있는 軍部自身의 集團的 利益의 追求를 간과할 수 없다 제Ⅳ장에서는 軍部政權의 經濟的인 效率性에 대해 알아본다. 軍部政權의 經濟的인 效率性에 대해서는 견해를 달리하는 세 그룹의 학자들이 있다. 첫 번째 그룹은 軍部政治가 續出하던 초기의 학자들로 제3세계 軍部政權의 經濟的 성과는 民間政權의 經濟的 成果보다 效率的일 것이라는, 단지 예측을 하는 理論이었으며, 두 번째 그룹은 최근의 軍部統治에 관한 經驗的 硏究를 통하여 軍部政權의 經濟的 遂行(performance)은 否定的이라는 견해를 표명하는 학자들이다. 세째그룹은 제3세계 軍部政權의 經濟的인 成果는 제3세계 民間政權의 經濟的 成果와 一般的으로 비슷한 水準이라고 主張하는 學者들이다. 이 세 그룹의 견해를 소개하고 綜合的 檢討를 통하여 軍部政權의 經濟的 效率性에 관한 나의 견해를 제시한다. 제Ⅴ장에서는 軍部政權의 政治的인 遂行(performance)을 살펴본다. 제3세계 軍部政權의 政治發展을 제3세계 民間政權의 政治發展과 比較했을 때 一般的으로 어떤 水準에 있으며 또 앞으로의 展望은 어떠할지를 알아보기 위해 우선 軍人出身 政治家들의 一般的인 政治的 정향(political orientation)과 軍部政權의 勸力 構造的 特徵을 살펴본다. 그런 후에 軍部政權의 政治的인 遂行을 具體的으로 살펴보고 앞으로의 政治發展의 展望을 내려본다. 제Ⅵ장 결론부분에서는 각장을 요약, 정리해보고 제3세계 軍部政權의 政治 經濟的 成果에 대한 평가를 내려본다.;This thesis aims at the understanding of the economic and political effectiveness of military regimes in comparison with that of non-military regimes in the third world. Military regime, which is characterized with sololiers in mufti, is a unique phenomenon in the third world and it is a result of coup d'eta. There exist fairly many studies about coup d'eta itself by now, however, studies about military regimes which result from coup d'eta are poor. Now, sufficient years have passed after coups and it is worth while appraising the political and economic effectiveness of military regimes in comparison with that of non-military regimes of the third world. In chapter Ⅱ, the author studies the conditi.ns of the political intervention of the military of the third world. Chapter Ⅲ, deals with what were the basic motives of political intervention of the military. Most of the leaders of coup d'etats insist that their determination of coup originates in their recognization of national crisis and aspirations to modernization. But we must not overlook the corporate self interest of the military itself. Chapter Ⅳ, deals with the economic effectiveness of military regimes. There are three different interpretations about the economic offectiveness of military regims. In the first place the author examines three interpretation respectively, after that presents his opinion. Chapter Ⅴ. deals with the political performance of military regimes. To understand the political development of military regimes in comparison with that of non-military regimes of the third world and what will happen in the political institution alization the author studies the general political orientation of the soldiers in mufti and the character of power-structure of military regimes, in the first place. After that he studies the detailed political performance of military regimes and prospects the political development of the future. In Chapter Ⅵ, each chapers are Summarized briefly and there exists an appraisal of the political and economic effectiveness of military regimes.
