군사국가체제에 관한 분석

Abstract

This treatise has the purpose to analyse the state characteristics established by 5.16 military coup d'etat. 5.16 coup d'etat caused by the depression of national and democratic demands on the basis of 4.19revolution was generated by the crisis of financial accumulation with the reduction of economic and political support from powerful countries, and political crisis, Such military state had to establish the government system based on financial accumulation depending on overseas loan, and could not help taking the political way of violence and depression to solve a lot of problems. We can understand that this political characterics shows the same phenomena as that of facistic states like Germany and Italy. Therefore, this thesis is analysing the political system established by 5.16 military coup d'etat with the recognition of the facistic states based on military power according to their categories, and also reviewed the possibilty whether we can think 5.16 coup d'etat to be the beginning point of facistic state formation with the study of the background and estalblshment procedure of the military state system. Summarizing the analysis, we can state the following phenomena. First, facism comes out as a violent state characteristics to overcome the systematic crisis of, not noly from the advanced capital countries but also from the undeveloped states of monopoly capitalism with can't make the colonial excess profit. Second, when 5.16 coup d'etat occurred, Korea capitalism was being formulated as one of the immature monopoly capitalism based on the reversion possessions and overseas material support. Third, the political system after 5.16 military coup d'etat overcame the crisis of capital accumulation by means of the depressing organizations like police and military authorities, and got to formulate the characteristics of state monopoly capitalism. In the result, the state established by 5.16 military coup d'etat can be considered to be the facistic state through the analysis of this treatise.;이 논문은 5.16 군사쿠테타를 통해 수립된 국가의 성격을 분석하는 것을 목적으로 한다. 4.19 혁명에 의해 표출된 제 요구를 억압하면서 등장한 5.16 군사쿠테타는 원조의 감소에 의한 자본축적의 위기와 그에 따른 사회·정치적 위기에 의해 발생되었다. 따라서 5.16 군사쿠테타로 수립된 군사국가제제는 해외차관에 의존한 자본축적의 조건마련과 이를 통한 지배의 안정적 기반을 마련해야만 했다. 군사국가체제는 이 과제를 해결하기 위해 억압적 폭력적인 국가기구를 사용하였는데 이러한 점이 독일, 이탈리아에서 나타난 파시즘의 본질과 동일하다고 볼 수 있다. 따라서 이 논문은 5. 16 군사쿠테타를 동해 수립된 군사국가체제를 군부가 중심이 되어 형성된 파시즘국가의 종별적 형태로 파악하고 이를 실증적으로 분석하고자 하였다. 이 논문에서는 먼저 군사국가체제의 발생과 배경과 수립과정을 검토하고 그 결과를 파시즘국가에 적용하여 5.16 군사쿠테타를 기점으로 파시즘국가가 형성되였음을 살펴보았다. 이 결과는 다음과 같다. 첫째, 파시즘은 성숙한 독점자본주의 국가에서만 형성되는 것이 아니고 식민지 초과이윤을 획득하지 못한 후발·후진형의 나라, 식민지형의 나라에서 사회의 구조적 위기를 극복하기 위해 나타나는 폭력적 국가형태이다. 둘째, 5. 16 군사쿠테타가 발생할 당시 한국의 자본주의는 귀속재산불하와 원조를 중심으로 저차척 독점자본을 형성시켰다. 그러나 1950년말부터 미국의 원조가 감소되면서 이 자본은 자본축적의 위기를 맞이하게 되었다. 따라서 자본축적의 위기를 극복하기 위한 새로운 국가형태가 요구되었다. 세째, 이러한 배경속에서 등장한 군사국가체제는 자본축적의 위기를 극복하고 점차적으로 증가되는 국민들의 요구를 억압하기 위해 폭력적·억압적인 국가를 수립하였다. 따라서 5. 16 군사쿠테타를 통해 수립된 국가는 자본축적의 위기를 극복하고 급속한 경제발전을 이룩하기 위해 파시즘 국가의 형태를 띠게 된다.
