Analysis of Korea's ODA to Kenya with a Focus on Aid Effectiveness

Abstract

한국과 케냐는 1993년 이후 개발의 파트너가 되어왔다. 한국은 지난 20년간 원조 수혜자로부터 원조 공여국로 바뀐 몇 안 되는 국가의 하나이므로 케냐가 개발되도록 돕기에 적절한 위치에 있는 것으로 보인다. 그러나 케냐에 대한 원조 공여국으로서 한국은 OECD 개발 원조 위원회에 25번째로 참여한 이후 국제 개발 보조 분야에 저조한 실적을 보여왔고 ODA의 적은 액수와 공여국으로서 부족한 경험으로 인하여 아직도 DAC 가입국으로서 인식되고 있다. OECD-DAC에 의해 규정된 원칙과 가이드라인을 적용하여 이 논문은 케냐에 대한 한국의 ODA 배달이 케냐의 개발 필요를 성공적으로 다루기 위해서 2005년 원조 효율을 위한 파리 선언의 주요 원칙에 부합하는지 검증한다. 케냐내의 한국의 공식 개발 원조(ODA) 활동에 대한 데이터와 케냐의 PRSP에 대한 한국의 전략을 비교하여 조사함으로써, 이 논문은 한국은 협정된 OECD-DAC의 파리선언의 가이드라인을 따르지 않고 있다고 주장한다. 원조의 효율성을 증가시키기 위하여, 이 논문은 한국이 ODA의 목표를 명백히 보이고 ODA의 순수한 액수를 증가시키고, 새로운 원조 방식을 수용하고, 개발 협조 시스템의 효율성을 강화하며, 원조 부초의 제도적 능력을 개선하기를 제안한다.;Korea and Kenya have been development partners since 1993. As Korea is one of the few countries which have successfully transitioned from an aid recipient to a donor in the last two decades, it seems to be well positioned to help Kenya achieve development. However Korea as a donor to Kenya has underperformed in the area of international development assistance as since it joined OECD Development Assistance Committee (DAC) on 25th November, 2009, it is still regarded as DAC member who has a small amount of volume of ODA and insufficient experience as a donor. Applying principles and guidelines set forth by the OECD-DAC, this paper examines if Korea’s ODA delivery to Kenya has been in line with the key principles of 2005 Paris Declaration on Aid Effectiveness in order to successfully address Kenya’s developmental needs. By looking at the data on Korea’s official development assistance (ODA) activities in Kenya and a comparison of Korea’s strategy with Kenya’s PRSP, this paper argues that Korea has not complied with agreed-upon OECD-DAC guidelines of Paris Declaration. To increase aid effectiveness, this paper suggests that Korea clearly manifest goals of ODA, increase its net volume of ODA, embrace new aid modalities, strengthen the efficacy of the development cooperation system, and enhance the institutional capacity of its aid agencies.
