Human Security and Civil Conflict

Abstract

This research examines the relationship between the human insecurity and civil conflict occurring in Indonesia. The researcher uses a case study design mainly focused on the civil conflict that occurred in Aceh province, Indonesia as well as a historical research in thirty-year conflict. The research presents various views and school of thoughts in the relation to the concept of security. It argues that with respect to the conflict in Aceh province, the threats against the human insecurity in Aceh does not come from external threats but mainly those imposed by the state itself. The root cause of the conflict drove by an exploitation of the natural resources, which has failed to benefit the local people. It became worse when such situation combined with the pressures from the authoritarian government. This condition has resulted in formation of separatist movement called Gerakan Aceh Merdeka (GAM), which started taking action against central government. Apart from that, the study shows that using traditional approach in solving the conflict is really contradictory to the state’s obligations to provide safe havens and guarantee for the people to exercise their basic rights based on fundamental human rights that lies in the concept of ‘freedom from fear and freedom from want’.;이 논문은 인도네시아에서 인간안보 부재가 내전(civil conflict) 발생과 어떤 관계가 있는지 분석한다. 저자는 지난 30년간의 인도네시아에서의 분쟁의 역사를 이야기하면서 아체지역에서 발생한 내전을 사례로 분석하고 있다. 이 논문은 안보의 개념과 관련한 다양한 관점과 학계 의견을 제시한다. 저자는 아체지역에서의 갈등과 관련 하여 인간안보에 대한 위협은 외부의 위협이 아니라 주로 정부에 의해 발생한 것이라고 주장한다 갈등의 근본원인은 천연자원 착취에 따른 것인데 이는 지역주민에게 도움을 주지 못했으며, 지역주민들의 요구에 대한 권위주의적 정부의 억압과 결합되어 상황을 더욱 악화시켰다. 이러한 상황하에서 중앙정부에 대항하는Gerakan Aceh Merdeka (GAM)라고 불리는 분리주의 운동이 형성되었다. 이와는 별도로, 저자는 전통적 접근방법을 통해 갈등을 해결하려는 것은 국민에게 안전한 피난처를 제공해야 하고 국민들이 공포로부터의 자유, 빈곤으로부터의 자유를 누리고 인권에 기초한 기본권을 주장할 수 있도록 하는 정부의 임무와 상반되는 것이라고 주장한다.
