A case study on decentralization of Aid management in Vietnam

Abstract

Initially, I would like to thank my thesis advisor, Professor Thomas Kalinowski of the Graduate School of International Studies at Ewha Womans University for his inspiration and guidance regarding the content of my thesis. He always had time and patience for my questions throughout the process of thesis writing. I would like to take this opportunity to send my great thanks to KOICA and EWHA - KOICA programme and the Graduate School of International Studies for providing me such a great opportunity for studying and living experience in Korea. I am also grateful to faculty members of the Graduate School and administration staffs for all courses we followed during this Master programme. Without their love, I would never accomplish this programme.;1986년에 도이머의 정책에 따라 분산(decentralization)하기 시작했다. ODA 관리에서 분산은 원조한 관리를 실행하기 위한 베트남 정부의 계약이었다. 하지만, 분산 과정의 나온 결과가 기대할 것처럼 아니었다. 이 논문에서 파리 선전의 5 원칙이 베트남에서 ODA 관리 분산(decentralization)의 효과 평가를 사용하였다. 이 논문은 원조한 관리 분산에서 불안정성과 일관성 없는 정책의 역할에 대한 서술하겠다. 베트남 상황과 베트남에서 ODA 관리 분산(decentralization)이 베트남 발전에 대한 원조하지만 불안정과 일관성 없는 정책 때문에 베트남 발전에 대한 신회성, 화헙성, 주관성을 떨어지게 했다. 이 논문은 발전 과정의 불안정을 없애고 분산(decentralization) 과정에 지방의 주관성을 완전히 실행하기 위해 제출하겠다.
