Public Participation in Community Service Center Development Project

Abstract

본고에서는 핏타야롱껀 운하 커뮤니티 서비스 센터 건설 프로젝트의 시민참여에 관한 연구이다. 핏타야롱껀 운하 커뮤니티 서비스 센터는 방콕 방쿤티안 지역에 있다. 본 연구는 의사결정 과정에서의 시민 참여에 주목하여, 시민참여의 요인, 수준, 만족 간의 관계가 어떠한지 살펴보고자 하였다. 본 연구에서는 양적 연구방법과 질적 연구방법을 함께 사용하였다. 먼저 조사대상자의 의식과 참여 욕구를 평가하기 위해 설문조사를 실시하였으며, 이 프로젝트에 관한 보고서와 문헌 정보를 통해 데이터를 수집하였다. 수집한 데이터는 SPSS 17.0 프로그램을 통하여 분석하였고, 피어슨-상관계수, T-테스트, 아노바, 다중회귀분석 기법을 사용하였다. 또한 공무원, 지역 공동체 위원 등 관련자와의 심층 면접을 통하여 보다 심도 깊은 이해를 도모하였다. 이 연구에서 시민참여의 요인은 개인적 특징, 주민에의 정보 제공 빈도, 의사소통 접근법, 시민의 의견 표현 기회, 최종 의사결정 참여 기회 등이다. 이러한 요인을 통해 시민 참여의 요인을 측정하였다. 이러한 시민 참여의 요인은 시민 참여의 수준과 함께 참여의 만족에 영향을 미치게 되는데, 본 연구에서는 참여의 만족을 첫째, 주민에 제공한 참여 기회에 대한 만족, 둘째 전반적 참여에 대한 만족으로 나누어 살펴보았다. 분석 결과는 다음과 같다. 연구 결과에 의하면, 주민에게 제공된 정보의 빈도는 의사소통의 수단과 접근법에 대한 인지, 프로젝트 자체의 존재에 대한 인식과 관계가 있었다. 그리고 연구 분석 결과 대다수의 지역 주민들이 참여하고 싶은 욕구에도 불구하고 참여 기회에 대한 무지 때문에 참여하지 못한 현상을 보여주고 있었다. 이러한 참여로부터의 배제는 참여 불만을 발생시키는 원인이 되고 있었다. 반면 참여 수준이 높은 사람들은 그렇지 않은 지역 주민에 비해 만족 정도가 높은 경향이 있었다. 결국 프로젝트에 대한 정보 제공 빈도는 참가자의 수에 영향을 미치며, 이 프로젝트에 관한 의식뿐 아니라 참여 만족 수준에도 영향을 미치는 것으로 나타났다. 지금까지의 분석을 기반으로 한 본 연구자의 정책적 제언은 다음과 같다. 커뮤니티 센터 건설 프로젝트의 참여 효과를 개선하기 위해서는 방쿤티안 구청이 주민에게 정보를 전달하는 더 큰 역할을 하게 하며, 학교 및 그 공동체의 위원회가 그 지역에 정보를 전달하는 역할을 맡게 해야 한다. 마지막으로 주민의 참여 역할에 대한 각기 지역의 대표자가 갖고 있는 태도, 편견의 전환이 바람직하다는 것이 본고의 입장이다.;การวิจัยนี้ได้ทำการศึกษาเกี่ยวกับการมีส่วนร่วมของประชาชนใน “โครงการพัฒนาศูนย์บริการชุมชน คลองพิทยาลงกรณ์ เขตบางขุนเทียน กรุงเทพมหานคร” โดยได้ตระหนักถึงความสำคัญของการมีส่วนร่วมของ ประชาชนในการกระบวนการการตัดสินใจ วัตถุประสงค์ของการวิจัยครั้งนี้คือ การศึกษาปัจจัยที่มีผลกระทบต่อ การมีส่วนร่วม และศึกษาว่าปัจจัยเหล่านี้เกี่ยวข้องกับระดับของการมีส่วนร่วม ที่ส่งผลต่อความพึงพอใจต่อการ มีส่วนร่วม ระเบียบวิธีวิจัยในครั้งนี้ได้ใช้ทั้งเชิงคุณภาพและเชิงปริมาณ และได้มีการใช้แบบสอบถามเป็น เครื่องมือในการวัดการรับรู้ และความต้องการที่ต้องการจะเข้ามามีส่วนร่วมในโครงการนี้ของกลุ่มตัวอย่าง นอกจากนี้ รายงาน และเอกสารต่างๆที่เกี่ยวข้องกับโครงการนี้ได้นำเข้ามาประกอบการศึกษาวิจัยในครั้งนี้ด้วย ข้อมูลที่ได้จากแบบสอบถามได้วิเคราะห์ผ่านโปรแกรม Statistical Products and Service Solutions (SPSS) Version 17.0 การวิเคราะห์ข้อมูลได้ใช้เครื่องมือทางสถิติ ประกอบด้วยการวิเคราะห์สหสัมพันธ์ Pearson 112 Product-Moment Correlation Coefficient การทดสอบค่าเฉลี่ย Independent-Samples T-Test การ วิเคราะห์ความแปรปรวน One-way ANOVA และการวิเคราะห์การถดถอยเชิงพหุ ปัจจัยที่เกี่ยวข้องในการศึกษาครั้งนี้คือ ลักษณะของบุคคล ความถี่ของข้อมูลที่ได้ให้กับประชาชน ช่อง ทางการสื่อสาร วิธีการสื่อสาร โอกาสที่ได้แสดงความคิดเห็น และโอกาสในการตัดสินใจในการออกแบบ ศูนย์บริการชุมชนคลองพิทยาลงกรณ์ เขตบางขุนเทียน กรุงเทพมหานคร ในการศึกษาปัจจัยต่างๆเหล่านี้จะ สามารถบ่งบอกถึงระดับของการมีส่วนร่วมของสมาชิกชุมชนได้ว่ามีส่วนร่วมมากน้อยเพียงใด ในการวิจัยครั้งนี้ ได้ศึกษาระดับของการมีส่วนร่วมของสมาชิกชุมชน เพื่อที่จะแสดงให้เห็นถึง ความสัมพันธ์ระหว่างระดับของการมีส่วนร่วมและความพึงพอใจในการมีส่วนร่วมใน “โครงการพัฒนา ศูนย์บริการชุมชนคลองพิทยาลงกรณ์ เขตบางขุนเทียน กรุงเทพมหานคร” โดยที่ความพึงพอใจในการมีส่วนร่วม ได้แบ่งออกเป็น 2 ประเภท คือ ความพึงพอใจในโอกาสที่ได้รับในการมีส่วนร่วม และความพึงพอใจเกี่ยวกับการ มีส่วนร่วมโดยรวมในโครงการนี้ ผลการวิจัยครั้งนี้ได้พบว่า ช่องทางการสื่อสารและวิธีการสื่อสารมีความสัมพันธ์เกี่ยวกับความถี่ของ ข้อมูลที่ประชาชนได้รับ ความถี่ของข้อมูลที่ประชาชนได้รับมีความสัมพันธ์กับการรับรู้เกี่ยวกับโครงการ ซึ่งส่งผล ต่อจำนวนผู้เข้าไปมีส่วนร่วม การรับรู้เกี่ยวกับโครงการและโอกาสต่างๆในการเข้าไปมีส่วนร่วมมีความสัมพันธ์ กับความพึงพอใจในการมีส่วนร่วม ท้ายที่สุด ผลการวิจัยแสดงให้เห็นว่าสมาชิกชุมชนส่วนใหญ่ต้องการเข้าไปมีส่วนร่วม แต่ไม่ได้เข้าร่วม เนื่องจากสมาชิกชุมชนไม่รู้เกี่ยวกับโอกาสที่สามารถเข้าไปมีส่วนร่วมได้ ด้วยเหตุผลนี้จึงเกิดความไม่พึงพอใจ เกี่ยวกับการมีส่วนร่วมในการโครงการพัฒนาศูนย์บริการชุมชนนี้ นอกจากนี้ ผู้ที่ได้เข้าไปมีส่วนร่วมมีความพึง พอใจมากกว่าผู้ที่ไม่ได้เข้าไปมีส่วนร่วม ดังนั้น ข้อเสนอแนะในการพัฒนาการมีส่วนร่วมในโครงการนี้ คือ ให้สำนักเขตบางขุนเทียนได้มี บทบาทมากขึ้นในการเป็นผู้ส่งข่าวสารไปยังชุมชน เพิ่มบทบาทของคณะกรรมการชุมชนและโรงเรียนในการ กระจายข้อมูลข่าวสารภายในชุมชน และปรับเปลี่ยนทัศนคติของตัวแทนชุมชนเกี่ยวกับการมีส่วนร่วมของ ประชาชน;This research is about public participation in the Pittayalongkorn Community Service Center Development Project in Bang Khun Tien District, Bangkok, Thailand. As participation is of importance in any decision-making process, this research objective is to identify the factors of participation and examine how they are related to the level of participation and eventually to the degree of public satisfaction. This research is applied with a mixed methodology. Questionnaires were used to assess awareness and the desire to participate in the project. The project reports and other related documents were also used to analyze. The data were analyzed by means of the Statistical Products and Service Solutions Version 17.0 (SPSS) Program. Pearson Product-Moment Correlation Coefficient, Independent-Samples T-Test, One-way ANOVA, and the Multiple Regression were applied. The factors that were examined are personal characteristics, frequency of the information sent to the public, channels of communication, approaches in communication, the opportunity to express opinions, and the opportunity to make a decision of the final design of the community service center. These factors were examined to identify the level of participation whether the community members participated in low or high level of participation. The level of participation was also examined to show the correlation between the level of participation and satisfaction of participation in this development project. The satisfaction of participation was divided into two types, which are the satisfaction of the given opportunity to participate and the satisfaction of the overall participation in this project. The results of this research were found that the channels and approaches of communication have the correlations with the frequency of receiving information. The frequency of receiving information has the correlation with the project awareness which affects the number of participants. Both project awareness and opportunities relating to participation have the correlation with the participation satisfaction. In addition, the result of the study shows that most of community members want to participate, but because they did not know about the opportunity, they did not participate. This causes the dissatisfaction of participation. Including, those who had a higher level in participation tend to be more satisfied than those who did not. The suggestions to improve the effectiveness of participation for this project are to bring Bang Khun Tien District to be as one of the chief message senders, to increase the roles of the community committee leader, the community committee, and the school, and to change the attitude of the community representatives.
