A Comparative Study of Japan and China’s ODA to Sub-Saharan Africa

Abstract

This thesis argues that the Japanese and Chinese Official Development Aid (ODA) to African continent each have their own distinct characteristics and principles. The first part of this thesis provides a critical literature review regarding donor’s behavior and motivation in their policy decision making process. The literature review is divided into two sections. The first section presents the conflict perspective, which includes egoistic and altruistic motivations of donor countries; and the second section presents factors that determine foreign aid policy. The second part of the thesis presents the background of Japanese, Chinese, and Korean ODA in Africa to understand overall ODA pattern. In the third part, the focus will be on the motivation of the ODA policy of China and Japan -i.e., economic and political strategic partnership. The fourth part will focus on the similarities and differences between the two East Asian donors. The first point of the comparison is the principle of ‘cooperation without intervention,’ meaning East Asian donors have a greater concern for African state sovereignty compared to the rhetoric of ‘non-Westernness.’ The second comparison point is about their international conferences on ODA to Africa: the Tokyo International Conference on African Development (TICAD) held by Japan, and the Forum on China-Africa Cooperation (FOCAC) by China. The last part of the thesis concludes with policy implication for Korean ODA to Africa.;본 논문은 일본과 중국의 대 아프리카 원조의 특성과 전략을 분석하고 한국의 원조에 주는 교훈을 얻으려 한다. 일본과 중국은 최근 아프리카의 경제적·정치적 중요성에 관심을 보이며 경제적 원조에 많은 힘을 기울이고 있다. 이는 오랜 시간을 두고 관계를 지속한 대 아프리카 외교 역사의 또 다른 전개이다. 본 논문은 먼저 그 역사적 연결고리를 찾고 대 아프리카 원조의 현주소를 조망하려 한다. 또한, 일본과 중국이 아프리카 원조를 증대시킨 데에는, 아프리카 대륙이 가지고 있는 자원을 선점하고, 외교 무대에서의 발언권과 지지를 얻으려는 의도가 있었다는 바를 분석한다. 이어 두 나라의 아프리카 원조를 비교하여, 첫째, 두 나라는 구미 공여국이 아프리카의 주권을 침해하며 원조를 증여하고 있다는 것을 비판하고, 그들의 의도는 아프리카와의 친선과 협력에 있다는 것을 강조하고 있고, 둘째, 그러한 공통점에도 불구하고 아프리카 원조에 관한 국제 회의 (Tokyo International Conference on African Development와 Forum on China-Africa Cooperation) 의 양상이 판이하게 다르다는 것에 주목한다. 이 논문은 이러한 일련의 조망을 통하여 일본과 중국의 대 아프리카 원조를 원조 효과성의 원칙에 입각하여 비평하고, 한국의 대 아프리카 원조에 대한 교훈을 찾는다.
