서울, 경기 지역 음악영재교육의 실태 조사

Abstract

영재교육은 21세기 지식·정보 기반의 사회에서 전문화된 인력을 양성함으로써 국가의 경쟁력을 확보할 수 있도록 해주는 중요한 요소 중의 하나이다. 2003년, 국가 차원의 영재교육이 실시 된 이후로 수학, 과학과 같은 학문분야에 집중되어 있다가 음악, 미술과 같은 예술분야 또한 점차 발달하여 현재는 음악영재교육을 받을 수 있는 기관이 늘어나고 있으며, 전문성을 확보하고 있는 추세이다. 영재의 타고난 잠재력 또한 중요하지만 이러한 잠재력을 계발해줄 수 있는 후천적인 환경의 중요성이 더욱 부각되고 있으므로, 음악영재교육 프로그램과 담당교원의 전문성이 영재학생의 잠재력과 창의력을 계발해줄 수 있는 가장 중요한 요소일 것이다. 본 연구의 목적은 서울과 경기 지역에서 음악영재교육을 담당하고 있는 교원의 설문조사를 통해 음악영재교육의 문제점을 파악하고 개선 방향을 모색하는 것이다. 이를 위해 서울시 교육청과 경기도 교육청 산하의 영재교육원과 예술학교 부설 영재교육원, 그리고 영재학급의 음악영재교육을 담당하고 있는 교사와 강사 42명을 대상으로 질문지를 통하여 조사하였다. 본 연구에서 도구로 사용 된 질문지는 음악영재교육에 대한 담당교원의 인식을 알아보기 위해 영재에 대한 인식, 영재의 판별과 선발, 담당교원의 전문성 등에 대한 질문으로 구성되어 있으며 질문지의 내용은 본 연구와 관련된 문헌과 선행연구 및 한국교육개발원의 영재교육 관련 조사 연구의 설문 내용을 참고하여, 이것을 토대로 연구자가 수정하여 구성하였다. 본 연구의 조사 및 분석 결과를 요약하면 다음과 같다. 첫째, 음악영재교육 담당교원은 음악영재의 특성에 대하여 이해하고 있었으나, 이러한 음악영재성이 현재 가르치고 있는 영재학생에게 해당한다고 확신하지는 못하는 것으로 나타났다. 둘째, 음악영재교육 프로그램은 영재 판별의 원칙을 이해하고 반영하여 운영되고 있으나, 선발 과정에서 음악적 잠재력을 보이는 진정한 영재가 선발될 수 있도록 선발 과정의 수정 및 보완이 필요할 것이다. 셋째, 음악영재교육 담당교원은 예술영재 교육과정의 특성과 목표를 잘 반영하여 음악영재교육 프로그램을 진행하고 있는 것으로 나타났다. 음악영재의 창의성 계발을 위한 프로그램이 시행되고 있는 경우가 많았으며, 대부분의 응답자가 일반 음악 수업과 심화수준에서 차이를 보인다고 한 것으로 보아, 현재 교육을 받고 있는 음악영재는 일반학생보다 음악적 잠재력이 뛰어난 것으로 볼 수 있다. 넷째, 음악영재교육 담당교원 연수는 강사보다 교사가 더 많이 참여하고 있는 것으로 나타났다. 연수의 경비에 대한 지원은 잘 이루어지고 있었고, 연수 이수자들의 대부분이 연수의 내용에 대하여 가장 중요하게 생각하고 있으므로 더욱 활용도 높은 내용을 제공할 수 있도록 연수 내용의 질을 개선해야 하며, 연수의 종류와 시기, 장소 등을 고려하여 연수 기회를 확대해야 할 것이다. 다섯째, 음악영재교육 담당교원의 전문성은 보장되고 있지 않은 것으로 나타났다. 따라서 음악영재교육 담당교원을 임용하기 전에, 영재교육에 대한 지식과 전문성을 재고한 후 결정하는 과정이 필요하다. 여섯째, 음악영재교육의 효과 증진을 위해서는 국가의 재정 및 행정적 지원을 강화하여, 음악영재교육 프로그램이 초·중등학교 간에 연계성을 가지고 진행될 수 있도록 해야 한다. 이러한 연구의 결과가 후속 연구에서 음악영재교육에 대한 문제점 및 개선점에 대한 자료를 마련하는 데 도움이 되기를 기대한다.;Special education for the gifted students is important not only for their own meaningful lives but also for the competitiveness of a nation in this era of knowledge-based society. Since nationally-supported program for the special education of the gifted students began in Korea in 2003, it was initially focused on science and mathematics. But now, it is being extended to the area of the arts as fine art and music. The number of institutions for the education of musically gifted students is increasing, and they are recognized for their specialty. The innate talent and the potential of the gifted are important, but it is more important to provide the gifted with the environment for the development of their potential. This is why the contents of the program for the musically gifted students and the specialty of the teachers in charge of the program are essential to the success of the program. The purpose of this investigation is identifying the problems of and searching for the ways to improve the education for the musically gifted students by surveying the teachers in charge of the education in Seoul and Kyonggi area. The survey was carried out by collecting, analyzing and interpreting the responses to the questionnaire to 42 teachers and instructors of the special education for the musically gifted in the public and private institutions in Seoul and Kyonggi area. The questionnaire comprises the questions for the interpretation of the understanding and awareness of the teachers for the musically gifted students; specifically, questions had been given on the recognition, judgment and selection of the gifted students, and on the level of expertise of the teachers. The survey is composed of the questionnaires from the previous studies and those of the Korea Institute of Educational Development, with some modifications by the author. The result of the current survey and analysis can be summarized as follows. Firstly, The teachers are well aware of the characteristics of the musically gifted, but they are not sure that their students have those characteristics. Secondly, Current programs for the musically gifted students are executed reasonably well based on the criteria for the selection of the gifted students. However, the criteria for the recognition of the potential of the musically gifted and their selection process require some modification and improvement. Thirdly, The teachers are carrying out the program effectively according to the characteristics and the goals of the special education. Most of the special programs are focused on the development of the creativity of the students. The teachers replied that the students showed deeper understanding and proficiency in music in comparison to ordinary music classes. Based on these replies, it can be concluded that the students in the special program have superior potential compared to general students. Fourthly, More full-time teachers participate in the program than part-time instructors. Adequate financial support is provided for the program. Students are fully aware of the importance of the contents of the program. The contents of the program should be improved to provide better practical applicability, and the opportunity for the special education should be expanded in terms of the diversity, time and place. Fifthly, The specialty of teachers participating in the program is not being guaranteed for their career. In order to provide for this guarantee, it is necessary to fortify the procedure for the selection and appointment of these teachers so that their knowledge and specialty in the education of the musically gifted students are thoroughly checked. Lastly, Financial and administrative support of the government is essential for increasing the effect of the program. The program should be run in close connection with elementary and secondary education. The results of this investigation are expected to provide data for identifying the problems and improving the implementation of the special education for the musically gifted students.
