사회주의 경제국들의 체제전환과 과잉통화

Abstract

탈이데올로기 시대를 걸어가는 현재, 사회주의인 북한과 자본주의인 남한이라는 우리의 현실속에서, 변화해가는 사회주의 국들에 대한 구체적인 이해와 분석이 이루어져야 한다는 것은 분명한 과제이다. 체제적인 비교연구들은 많은 반면 분야별로 구체적인 연구가 부족하다고 판단된다. 현재 진행중인 사회주의 경제의 개혁의 궁극적인 목적은 무엇인가? 그러한 개혁의 목적이 바로 [안정적인 물가라는 조건하에서의 자립적인 경제성장]이라고 했을 때, 안정적인 물가라는 차원에서 화폐부문의 과잉통화 (Monetary Overhang)의 분석이 매우 중요하며 특히 이에 대한 근본적인 원인을 이해하는 것이 중요하다. 재화시장이 배급제라는 사회주의 경제체제의 특징때문에 가격통제가 이루어져 초과수요가 가격을 상승시키지 못한다면, 인플레이션은 억제되는 데 이 때 소비할 수 없기에 발생하는 비자발적인 화폐의 축적을 과잉통화라 한다. 과잉통화의 근본적인 원인을 사회주의 체제의 구조적인 차원에서 살펴본 후 이에 대응하는 일정한 제약조건하의 사람들의 합리적인 행동의 결과로서 파악하여 (특히 개혁에 대한 기대) 과잉통화에 의한 개혁후의 물가상승에 어떻게 대처해야 하는가를 살펴보았다. 또한 실제 사회주의 경제에서 이러한 현상이 존재하였는지를 그리고 각 나라별로 이에 어떤 조치들이 이루어져 왔는 지를 보고자했다. 북한경제에서도 이런 현상이 존재하는가? 만일 존재한다면 이는 어떤 영향력을 가지게 될 것인가를 추론해 보았다. ; In the times of De-ideology, as our country is divided in North Korea of socialist state and South Korea of capitalistic country, we have a necessity to understand and analysis the changing socialist state. Even if we did much systematic comparative studies, we didn't do much physical studies. As we recognize the goal of transformation progress is self-sustaining economic growth under conditions of stable prices, it is important to analyze monetary overhang in the conditions of stable prices. This paper focused on rational behavior pattern of accumulating money in condition that disequliblium of good market resulted from rationing system in socialist economies. People conceive constraints of good market and can't buy what they wan to possess, in spite of being able to buy them under present relative price system. This involuntary accumulating money is Monetary Overhang. In reforming socialist economies, Monetary Overhang has done reforming socialist economies harm in the aspect of threatening the prices. The solution can only be born by the basic causes. This paper analyzes the causes of Monetary Overhang and suggests way to lessen the harm. This paper will explain if monetary overhang exists in socialist economy and what measures each of countries do.
