교원근무성적 평가 프로그램 개발을 위한 기초연구

Abstract

The purpose of this study was to consider specific strategies for program development and to present a useful model for program operation under the situation that a systematic program for teacher performance evaluation is not developed. The diverse documents in relation to teacher evaluation were investigated and analysed for the purpose. The standards of analysis were 1. function and purpose 2. contents and standard 3. method and tool 4. process and procedure of performance evaluation. The specific problems of this study were defined as the following: 1. What are the basic and important contents of teacher performance evaluation? 2. How does it operate in this country; And what are the problems? 3. For the solution of problems, what plans should be considered at first? 4. How should program development be carried out for teacher performance evaluation? And what model should be designed for its effective operation? Chapter Ⅱ dealed with the basic and important contents of performance evaluation and discusses its ethical values as well as impinging forces. Chapter Ⅲ discussed the present situation and problems of the evaluation in this country. Chapter Ⅳ presented a prior and basic planning for solving such problems. Chapter Ⅴ presented a framework of program development and William B. Castetter's model as a useful model for successful implementation. This study was concluded by presenting the followings: 1. Performance evaluation of teachers should be carried out according to a set of systematic plans and operation procedure, using many kinds of methods, tools, and formats. 2. Performance evaluation of teachers should be programmed for professional progress and performance improvement of each position. And finally, it has to be linked to attainment of school and educational system goals. 3. Attention has not been devoted to studying performance evaluation of teachers because of several impediments in the whole educational administration system. Therefore these impediments should be overcome for its effective implementation at first. 4. William B. Castetter's model is reviewed as a systematic one with a set of interrelated steps. and it has high objectivity, reliance, and validity. Therefore, this model will be useful for program development of teacher performance evaluation in the future. 5. Many specific studies about scientific method and analytic process should be carried out in order to obtain high objectivity, reliance, and validity.;본 연구의 목적은 교원의 근무성적평가를 위한 체계적인 프로그램이 개발되어 있지 못한 상황에서 첫째, 평가 프로그램 개발을 위한 구체적인 전략을 강구하고 둘째, 프로그램 운영에서 이용할 수 있는 모형을 제시하는데 있다. 본 연구는 교원 평가에 관련한 각종 문헌을 조사 분석한 문헌연구이며, 분석기준은 근무성적평가상의 ① 기능 및 목적 ② 내용 및 기준 ③ 방법 및 도구 ④ 과정 및 절차이다. 연구목적을 달성하기 위한 구체적인 문제들은 ① 교원 근무성적평가에서 주지하여야 할 기본적이고 중요한 내용은 무엇인가? ② 우리나라 교원 근무성적평가제도는 어떻게 실시되고 있으며 문제점은 무엇인가? ③ 현 근무성적평가제도의 문제를 해결하기 위하여는 우선적으로 어떤 대책이 강구되어야 하겠는가? ④ 교원 근무성적평가 프로그램은 구체적으로 어떻게 개발되어야 하며 효율적인 운영을 위하여서는 어떠한 모형이 구상되어야 하겠는가? 였다. 제2장에서는 근무성적평가의 기본적이고 중요한 내용들을 세분하여 다루고 또한 근무성적평가에 영향을 주는 요인과 근무성적평가에서 판단기준이 될 윤리사항에 대하여 다루었다. 제3장에서는, 현 우리나라 교원 근무성적평가상의 문제점을 분석하고 그 문제점을 해결하기 위한 기초방안들을 제4장에서 제시하였다. 제5장에서는, 프로그램 개발에 관한 개괄적이고 구체적인 사항들을 제시하고 프로그램 개발에서 이용될 모형으로서는 William B. Castetter의 모형을 제시하였다. 본 연구에서 얻어진 결론 및 제언은 다음과 같다. 1. 교원의 근무성적평가는 평가의 목적에 따라 다양한 방법과 절차 및 도구를 활용하여야 하고, 체계적인 계획과 합리적인 운영절차에 따라 실시되어야 한다. 2. 교원의 근무성적평가는 교원 개인의 근무성적향상과 직위에서의 전문적인 성장을 위한 목적으로 실시되어져야 하며 궁극적으로는 학교조직·교육조직의 효율적인 목표달성에 연결되어져야 한다. 3. 현 교육행정체제내의 여러 요인으로 인해 근무성적평가에 관한 지원과 연구노력이 지연될 수 밖에 없었다. 그러므로, 근무성적평가의 성공적인 수행을 위하여서는 우선적으로 여러 저해요인들을 극복하도록 하여야 한다. 4. William B.Castetter에 의한 평가과정 모형은 일련의 상호 연관적인 단계들로 계획되어 있어 매우 체계적이라 할 수 있으며 신뢰도·객관도 또한 높다고 할 수 있다. 따라서 앞으로의 평가 프로그램 개발에서 이 모형의 유용도는 높을 것으로 예상된다. 5. 앞으로는, 신뢰도·타당도·객관도가 높은 평가결과를 얻을 수 있도록 과학적이고 분석적인 평가방법과 평가과정에 대한 연구가 지속되어야 하겠다.
