청각장애인을 위한 통신기기 디자인 개발방향의 기초적 연구

Abstract

오늘날 우리는 흔히 정보의 홍수 속에 살고 있다고 한다. 정보는 사람들의 물질적·사회적 환경에 대한 지식을 높여주었고, 이를 토대로 이루어진 정보화 사회는 정보혁명과 같은 역사적 변혁을 통해 우리의 생활을 보다 신속하게 변화시키는 결과를 초래했다. 정보혁명의 촉매로 작용한 것은 컴퓨터 네트워크와 전자 고속도로의 발전, 그리고 마이크로 프로세서의 용량, 디지털화와 데이터 압축 기술, 복합통신, 컴퓨터와 통신의 동시적 사용 등이었다. 컴퓨터와 통신기술의 비약적인 발전에 따라 급속하게 진행되고 있는 정보화 사회로의 이행이 지향하는 근원적이고 궁극적인 목적은 인간의 복지증진에 있다고 생각할 수 있다. 따라서 선진사회와 복지의 상관관계와 더불어 사는 사회라는 보편적인 가치척도 면에서, 정보화 시대가 첨단 정보통신기기의 보급 및 확대에 의해 가속화되고 있는 현실인식과 선전국에로의 진입을 목전에 둔 우리의 실정을 고려하면, 이러한 첨단 기기의 이용에서 소외되고 있는 고령인 및 장애인을 위한 복지통신 연구의 필요성은 절실하다고 할 수 있다. 기술과 경제의 급속한 발전에 따른 고령인 비율의 급격한 증가와 산업사회의 필연적 산물인 산업재해, 그리고 교통사고 등에 의한 장애인 비중의 증가에 대한 현실적인 대처방안을 모색해야 할 필요성이 제기되고 있다. 이러한 사회의 추세에 따라 communication의 편의를 도모하고 일상생활을 돕는 것이 필요하다. 커뮤니케이션은 인간이 서로 연락하고자 하는 욕구를 충족시키기 위해 시작된 인간본연의 욕구이며, 인간을 인간답게 만드는 근원이 된다. 물론 동물들도 나름대로의 방식을 통해 끊임없이 스스로를 표현하고 있지만 인간들은 커뮤니케이션의 형식이 사회화되어 있고 제도화되어 있다는 점에서 다른 생명체와는 다르다. 즉, 사람들 사이의 커뮤니케이션은 그들이 속한 문화권에 따라 일정한 형식과 독특한 특징을 지니며 사회구성원의 합의와 학습에 기초한다는 공동요소를 갖고 있다. 이러한 커뮤니케이션의 수단은 언어와 문자의 발명, 그리고 인쇄술과 통신 기술의 발전에 힘입어 일상생활에서 없어서는 안될 필수 불가결한 위치를 차지하기에 이르렀다. 21세기는 정보가 가치의 척도가 되는 정보사회이며, 이 정보 사회에서 정보통신에의 접근은 곧 커뮤니케이션과 정보획득의 수단을 의미하며 일상생활을 매개하는 핵심도구이다. 따라서 정보사회에서는 모든 계층의 사람들이 자유롭게 정보에 접근 공유 할 수 있어야 한다. 청각장애인에게 있어서의 가장 심각한 문제는 정보 수용의 한계로 인해 자연히 표현하는데 있어서도 어려움을 가지게 되며, 이러한 문제는 급속하게 변화하는 사회 내에서 건청인 세계와의 단절을 야기할 수 있게 된다. 본 연구에서는 첫째, 청각장애인들이 자신들의 의사소통에 있어서의 장애를 극복하기 위한 통신욕구에 대해 검토해 보고, 일반인과 비교하여 청각장애인의 communication 불평등을 개선하기 위한 국내의 통선서비스와 통신기기를 미국, 유럽 일본 등의 선진국 사례에 비추어 개선점을 제안해 보고자 한다. 그리고 현실적인 관점에서 청각장애인에게 있어서의 통신기기의 의미와 지금까지 국내 시장에서 전문 통신기기의 실패사례를 통해 원인 분석과 해결방안을 제시하고자 한다. 위의 결과에서 도출된 청각장애인의 통신기기의 사용의 변화에서 보이는 universal design의 흐름을 분석하고 universal design의 원리가 적용된 사례를 통해 향후의 communication틀을 제시하며, 이에 대한 현실적 접근으로 청각장애 학교 학생들을 중심으로 실생활과 학습에 있어서의 통신기기 사용에 대한 설문을 통해 이들이 쉽게 접근할 수 있는 통신기기의 방안을 마련해 보고자 한다.;It is often said that we Jive in a society of surfeit of information An information-oriented society based on a good knowledge on the material and social environment has brought about a rapid change of OUT life through such an historical upheaval as the information revolution. We may consider the ultimate purpose of this rapid m h to the information-oriented society followed to a rapid development of the computer technology and the technology of communication as the extended social welfare. Accordingly, in the respect of the interrelation between an advanced society and the welfare and an universal value standard like a society in which everyone live together, a research on the welfare communication for the elder and the handicapped who have been alienated from the use of these updated equipment of information and communication is urgently needed. It is so also when we concern our actual Circumstances in which the information oriented era is accelerating itself, and at the same time we are about to join in the rank of advanced country. The need of realistic alternatives far the swift increase of the percentage of the senior in the population due to the rapid development of the technology and the economy, increasing ratio of the handicapped in proportion to the rising frequency of traffic accidents and industrial disaster, and unavoidable side-effect in the industrialized society. In short this tendency of our society calls upon a general help for a certain class of people estranged from the contemporary methods of communication to acclimate themselves to a current pattern of life. Once again, communication is a human basic desire to fulfill his natural longing for being in a connection with others. Animals, of course, express their need and themselves in their own ways, but not being socialized nor systematized, their form of communication differs from that of ours. Therefore the communication among people varies the form and peculiarity after the cultural region to which they belong while it is commonly based on mutual agreement and study of members. Thanks to the invention of the language and the letter, and the development of the typography and the technology of communication, methods of communication like this has been getting play an inevitable role in the human society. 21st century an age of information, as said, in which an access to information & communication is the method of information-obtaining and communication, and the essential instruments mediating our everyday lives each other. Hence, in an information oriented society everyone from every class must be able to access to and possess jointly the information. The most serious problem for the acoustically handicapped is obviously their limitations of receiving the information and expressing their minds, which would possibly causes an alienation of them from the other world. The language has always been an indispensable condition to carry on a basic human life with a healthy involvement in social affairs and means for that has been changed incessantly. The acoustically handicapped, however, must not have been free from many limitations they had to face. They have been forced to take the inconveniences as social handicaps, resulted from a process of social integration, to be endured by the minority. That without some complementary countermeasures by the government or local governments the handicapped can not but choose an estranged life, is our exact reality. To remove this kind of barrier between 'us' and 'them' and to give the handicapped chances to lead an equal life to that of not-handicapped, a society in which everyone and anyone can be benefited by updated information & communication must come true. And for all these, impasses the handicapped encounter should be accurately grasped. Most of the equipment of communication the handicapped only are mere products of inventive idea of 'normal' people, which have nothing to do With realistic demands of users so that they could not be put to practical use. This is why we have to establish a concept of Universal popularization, say, service functions selective and convertable the ways of expression of information, which anyone can easily use irrelevantly of the capacity or peculiarity of his/her mind. Offering selective services between voice and letter informations is necessary not only for the handicapped but also the seniors, children or someone unable to use a certain form of expression of information under some circumstances. For doing that multi-type-services ought to be generalizes, leave the various choices to the user. From the results of both qualitative and quantitative research, we could not find any peculiar facts confined to the acoustically handicapped. That seems to make clear the inevitability of the universal design. Moreover the results shows that the acoustically handicapped does not prefer any peculiar model, which means we don't have to develop a exclusive model for the acoustically handicapped- Only, we need to make the size and function of LCD monitor diverse since they mostly use the letter message function visual interspace and input mode, information structure for constructing contents, etc. These are the matter of raising the use of the equipment for both the non- and the handicapped, the confronting question for the concept of idea universal design and the technology.
