대학도서관에서의 학술잡지 전자출판시스템 구축 방안에 관한 연구

Abstract

The purpose of this study is to develop a theoritical and technical plan which is basically needed to establish the electronic publishing system for scholarly journals in university libraries For this study, literature research and case studies were performed. The literature research included investigation of definition, development, and features of electronic publishing. File format for production of electronic publishing material were also examined. And through case studies, features related to system establishment were studied by looking into local and remote system among electronic publishing project which are undergoing currently. Only for the limit of application, university libraries were chosen on the premise that materials were published by university where its copyright permission is relatively easy. Therefore the proposed theoritical plan is as follows. 1) The plan applied to a university-based electronic publishing system by joint cooperated idea among university library, university press, and computer center. Each university library established a system to serve and function the electronic publishing of scholarly journals which are published by the university through a joint cooperated structure. 2) Consortium to exchange electronic publishing materials which are stored in each university library were presented in a way of mixture of centralization and decentralization. In this way library only has to restore some of electronic publishing materials to maintain a local collection, and the other electronic publishing materials should be acccessible and received whenever a user request for it. 3) Official organization related to electronic publishing for central control and efficent information communication among university libraries was also presented. This organization should make the standard applicable to every university and encourage it. Also it should manage a preprint database to help the distribution of scholarly information. To settle these theoritical plans, this study looks for technical plan of data production, data retrieval and display. 1) In data production dual publishing which are both in print and electronic form for current publishing and digitization for materials which are already published ware suggested. SGML for the former and Bitmap image for the latter could be stored in full-text database and be converted to HTML for display. 2) In data retrieval and display hierarchical access, search, browsing, and hypertext link were suggested. It also considered problems of designing a WWW-based interface. The theoritical plan develped in this study were an extended concept, considering publishing structure within the university nowadays. Also ideas of technical plan were paid attention whether they are available currently. Therefore referring the paln in this study, each university library may be able to establish the electronic publishing system and work out with other university library by exchanging their electronic publishing materials.;본 연구는 대학도서관에서 학술잡지 전자출판의 기능을 담당하도록 하기 위하여 시스템 구축에 필요한 개념적 방안과 기술적 방안을 마련하는 데 그 목적을 두었다. 이를 위해 문헌연구를 통해 전자출판의 개념과 발달과정, 특징, 형식을 고찰하였다. 그리고 학술잡지 전자출판의 현황을 파악하고자 현재 진행 중인 프로젝트 가운데 로컬에서 구축된 사례와 원격지에서 구축된 사례를 조사하여 시스템 구축과 관련된 특징을 살펴보았다. 단 학술정보의 중심센터로서 비교적 저작권 허가가 용이하게 이루어지는 해당 대학의 학술잡지를 대상으로 한다는 전제하에 대학도서관을 적용 대상 범위로 정하였다. 이러한 사례별 분석을 통하여 학술잡지 전자출판시스템을 구축할 수 있는 개념적 방안으로서 먼저 대학도서관과 출판부, 전산소와의 공동협조체제의 형태로 이루어지는 대학 기반 전자출판시스템(University-Based Electronic Publishing System)을 적용하였다. 각 대학도서관은 대학출판부와 전산소와의 공동협조체제를 통하여 대학 내에서 출판되는 학술잡지에 대하여 전자출판 기능을 담당하고 이를 서비스하기 위한 시스템을 구축하도록 하였다. 둘째, 각 대학도서관의 전자출판시스템에서 소장하고 있는 전자본에 대하여 상호협력을 통한 입수의 방법을 제안하였다. 세부적으로 각 대학도서관들간에 콘소시엄을 구성하고 입수원칙으로서 집중화와 분산화의 혼합형 형태를 취하였다. 이에 따라 몇몇 소수의 전자본만을 전송받아 로컬 장서로 유지하고, 그 외의 전자본은 원거리 장서로의 접근에 의존하여 이용자가 요청하는 경우에만 입수하도록 하였다. 셋째, 각 대학도서관의 전자출판시스템에 대한 중앙집중적 통제와 효과적인 정보전달을 돕기 위해 관련 국가기관으로 첨단학술정보센터 내에 대학 전자출판 협의회를 설치하도록 제안하였다. 이 기관에서는 모든 대학도서관들에게 공통적으로 적용되는 관련 표준안을 설정하고 이를 권장하도록 한다. 뿐만 아니라 프리프린트 데이터베이스와 全文 공용 데이터베이스를 운영함으로써 활발한 학술 정보의 유통을 돕는다. 이러한 개념적 모형의 설정과 더불어 기술적인 문제들에 있어서 요구되는 표준화로 전자본 데이터의 생성과 검색 및 디스플레이에 관한 기술적 사항들을 제안하였다. 첫째, 데이터의 생성은 현재 인쇄출판으로 이루어지고 있는 인쇄본에 대해서는 병행출판 형식을 통해 전자본을 생성하고, 이미 출판된 인쇄본에 대해서는 디지털 처리를 통해 전자본을 생성한다. 파일 형식에 있어서 전자는 원칙적으로 SGML을, 후자는 비트맵이미지를 적용하여 全文 데이터베이스에 축적하고, 디스플레이를 위해서는 HTML 형식으로 변환하도록 한다. 둘째, 검색 및 디스플레이에 있어서는 기본적으로 계층적 접근과 검색기능, 브라우징 기능, 하이퍼텍스트 링크 기능을 지원하는 것을 원칙으로 한다. 그리고 WWW에 기반을 둔 인터페이스 설계를 위해 메뉴표에 있어서 옵션의 지시와 순서는 이용편의에 따라, 텍스트는 로컬시스템에 따라 일관성있게 지정한다. 그리고 하이퍼텍스트 링크에 있어서 링크는 구분이 되도록 선명하게 설정하며, 검색 방식에 있어서는 필드값을 입력받을 수 있는 빈칸 형식을 채택한다. 이와 같이 본 논문에서 제시한 전자출판시스템의 구축 방안은 현재 대학 내에서 이루어지고 있는 출판구조를 고려하여 확장된 형태로 제시되었다. 또한 기술적 문제들에 대한 방안에 있어서도 현재 적용 가능한 사항들을 고려하였다. 따라서 본 논문에서 제시한 방안을 참조로 각 대학도서관에서 해당 대학출판물에 대해 직접 전자출판시스템을 구축하고 협력을 통해 타대학도서관의 전자출판물을 수용하여 운영될 수 있을 것이다.
