대학도서관의 외국어 자료 목록을 위한 협력방안 연구

Abstract

최근 교육부에서는 국제관련분야 전문인력을 양성하기 위한 지원계획을 수립하였다. 이에 따라 인문·사회과학 전반에 걸쳐 지역연구가 활발해지고 그만큼 다양한 언어로 쓰여진 정보원의 수요도 급증할 것으로 보인다. 이 시점에서 현재의 대학도서관의 외국어 자료에 대한 수용능력을 점검하고 체계적인 관리를 위한 개선방안이 모색되어야 한다. 특히, 전문인력의 부족 문제를 해결하고 서지정보를 공유하기 위한 체계적이고 지속적인 해결방안이 필요하다. 본 연구에서는 이러한 배경에서 영어를 제외한 외국어 자료에 특히 중점을 두어 대학도서관의 보유현황 및 정리업무의 실태를 조사하였으며, 이를 바탕으로 국내의 상황에 적용할 수 있는 협력체제를 구성하는 데 목적을 두었다. 먼저 정리업무 측면에서 영어를 제외한 외국어 자료의 특징과 문제점을 파악하고 외국의 협력사례를 알아보기 위하여 문헌조사를 하였다. 또한, 원어 정보원이 요구되는 분야를 명확히 알아보기 위하여 1992-1996년도 교육부 해외지역연구 지원대상자의 전공분야를 분석하였다. 그리고 국내 대학도서관의 외국어 자료의 목록현황에 대한 설문조사를 실시하였다. 설문조사는 4년제 대학도서관의 외국어 자료 목록담당자를 대상으로 장서현황과 인력현황, 목록작업의 현황 및 문제점을 조사하고, 협력에 대한 의견을 조사하였다. 총 91부를 배포하였으며, 그 중 62부(68.13%)의 유효한 응답을 회수하였다. 조사결과를 요약하면 다음과 같다. 첫째, 외국어 자료의 보유 및 증가 규모는 대학도서관별로 차이가 많았으며, 현재 보유한 외국어 자료의 언어적 편중현상이 심각하였다. 둘째, 전문인력을 보강할 필요가 있었으며, 목록작업과 관련하여 교수 및 해당 언어학과 학생에게 작업을 의뢰하는 방법을 대신할 방안이 필요하였다. 셋째, 영어 이외의 외국어 자료의 목록작성에서 담당자가 느끼는 어려움을 제거하고 오리지널 목록작성의 질을 유지할 수 있는 방안이 필요하였다. 넷째, 이용자가 국내에 보유한 외국어 자료를 검색할 수 있도록 종합목록을 작성하는 것이 필요하였다. 다섯째, 번자의 표준을 제정하고 모들 도서관에서 공통의 규칙을 사용할 필요가 있었다. 여섯째, 대다수의 응답자는 외국어 자료의 목록을 위한 협력을 원하고 있었다. 협력망을 통하여 정보공유, 언어전문인력의 공유, 목록작업의 비효율성의 감소, 자관에서 처리가 안되는 언어자료의 목록작성 가능, 목록데이타의 질적 유지, 개별 도서관의 전문화, 중복목록 감소, 목록지체 감소, 번자의 표준 제정 등이 이루어지길 원했다. 이와 같은 문제를 해결하기 위해서는 대학도서관과 국가가 함께 개선의지를 가지고 지원, 협력하는 국가적 협력망을 구축할 필요가 있었다. 본 연구에서는 중앙조정기관인 국가기관과 언어별 책임을 맡는 전문센터와 기타 일반회원 도서관으로 구성되는 협력체제를 제안하였다. 첫째, 중앙조정기관인 외국학술정보센터는 국가지원으로 운영되는 기구이다. 협력망의 조정과 지원, 국가적 필요성은 있으나 현재 소외되고 있는 자료의 수집과 관리, 협동목록, 종합목록작성, 외국어 자료와 관련된 표준 및 규칙제정, 외국정보자원에 관한 연구의 지원, 외국어 자료를 담당하는 직원의 계속교육 등을 수행한다. 둘째, 전문센터로 지정된 대학도서관은 1인 이상의 협력담당 언어전문가를 고용하며, 협력의뢰 업무를 수행한다. 그리고, 전문센터에는 이에 상응하는 재정적 지원이 주어져야 한다. 셋째, 일반회원 도서관은 전문센터를 제외한 기타 회원도서관으로 목록작성에 전문센터와 외국학술정보센터의 도움을 받고 일정액의 비용을 부담한다. 이러한 구조의 협력은 영어를 제외한 기타 외국어 중에서 대부분의 언어는 큰비용의 부담없이 협력을 시작할 수 있으며, 현재 대학도서관이 책임을 맡기 어려운 언어에 대해서는 국가가 책임을 맡음으로써 책임할당에 대한 갈등을 줄이고 자원과 인력개발을 고르게 추진시킬 수 있을 것이다. 또한, 일반회원과 전문센터로 나누어 대학도서관 간의 격차를 인정한다. 이와 같은 협력망이 원활히 운영되기 위해서는 명확한 규정의 확립과 적절한 책임할당, 국가의 재정적 지원, 중앙기관의 권한확립, 정기적인 회원간 협의과정이 필요하다.;The purpose of this study is to establish a model of cooperative cataloging system for non-English resources in Korea. This study is performed by giving a questionare to foreign material catalogers working at the 4-year university libraries. The survey is to investigate the present condition of the foreign language collection and the technical process of foreign materials, especially non-English foreign materials, and to know the opinion about cooperation. The major research findings are as follows: 1. The libraries have a great deal of differences in the holding scale of foreign information resources, and the linguistic preponderance phenomenon is serious. 2. Foreign-language expertises are needed, and it is necessary to substitute the, present cataloging method that asks students or professors for foreign language materials. 3. National union catalog of. the foreign resources, especially non-roman materials which can not be transfered to computerized catalog is needed. 4. A standard rule for transliteration should be made, and the rule should be used by all libraries 5. A plan for original cataloging of non-english foreign materials and for maintaining the high level quality of bibliographic data is needed. 6. Most of respondents want a cooperative network for foreign infomition resources. To solve those problems, a national cooperative network supported by research libraries and the nation is needed. The contents of the proposed structure of cooperative network in this study are as follows. 1. The cooperative network should be made up by a national organization, centers for specific language materials, and the member libraries. 2. The national organization, the center for foreign research information which plays the role of central control is needed to contruct. 3. The centers for specific language materials should employ a cataloger with foreign language proficiency, and should undertake the task of cooperative cataloging or so. The specific center should have a financial support from nation, and a member library should pay acceptable fees for the services from the specific center. The essential points for running cooperative network successfully are as follows: A documentation of definite regulations, an adequate allocation of responsibilities, a financial support from the nation, an authority of the centralized control center, a regular meeting. among member libraries.
