dc.description.abstractWoodrow Wilson의 外交政策은 世界에 民主主義를 傳播하는 美圍의 "Mission"을 前提로 한 것이었다. Wilson은 다른 나라에 立憲主義的 秩序와 自由를 가져다 주기위해 노력한다는 善한 意志(good will)를 표명했던 것이다. 그러나 Wilson이 주장한 美國의 Mission은 경제적인 면까지도 포함한 美國膨脹의 필요성을 內包하고 있었다. 즉, Wilson의 理想主義는 道德的인 것과 利己的인 목적이 함께 혼합하여 이루어졌던 것이다. 本稿에서는 경제적, 전략적으로 美國의 이익과 直結되어 있던 Mexico에 대한 정책을 중심으로, 이러한 이상주의를 標榜한 Wilson 외교의 참모습을 파악하고자 하였다. Wilson의 Mexico 정책은 초기에는 美國의 이익을 거의 무시하고 Mexico에 자유와 질서를 심어주고자 하는 道德的인 配慮에서 출발한 것이었다. 그러나 시간이 흐를수록 Wilson의 정책은 Mexico 에서 美國投資家들의 利權을 보호하기 위한 外交的 壓力으로 전환하였다. 특히 두차례에 걸친 武力介入은 타당한 이유나 목적을 갖지 못한 것이었고 또 成果도 없는 것이었다. 결국 Wilson은 一次大戰으로 인한 Mexico의 전략적 중요성 때문에 아무런 所得없이 Mexico에서 후퇴하고 말았다. Mexico에 대한 Wilson 정책이 이렇듯 일관성이 없고 혼돈되었던 것은 Wilson의 理想自體와 깊이 연관된 것이라 할 수 있다. Wilson은 世界를 위해 美國이 奉仕해야 한다는 使命感을 지니고 있었지만, 이것은 오로지 美國의 상황에서 출발한 것일 뿐 相對國에 적합한 것은 아니었던 것이다. 즉, Wilson의 Mission은 당시 美國自體의 정치적·경제적·심리적인 필요성에 호응한 것이었다. 그러므로 Wilson이 Mexico인을 위해 美國이 干涉한다고 주장했지만 Mexico인들은 이러한 필요성을 느끼지 않고 있었다. 오히려 Wilson의 지나친 간섭은 Mexico의 民族主義를 자극하여 反美感情만을 높였던 것이다. 결론적으로 본다면 Wilson이 다른국가를 돕겠다고 한 Mission자체가 이미 그 內部에 兩面性을 지닌 것이었고, 또한 Mexico를 위한다는 것이 Wilson의 Mexico정책을 이끌고 나간 참 목적이 되지도 못하였다. 결국은 美國의 경제적 이익과 安全의 문제에 의해 Wilson 정책이 좌우되었던 것이다. 이러한 Wilson의 Mexico 정책은 相對國을 위한다는 理想主義를 표방한 美國外交가 실제로 美國利益이 直結되어 있는 곳에서는 완전히 美國만을 위한 정책과 동일하다는 것을 보여준다. 그리고 美國外交에 자주 등장하는 이상주의적 표현은 그 내부에 美國의 이익과 필요성을 포함한 것이라는 점을 뚜렷이 알 수 있는 것이다.;Woodrow Wilson's 'Missionary Diplomacy' assumed that it was the American Mission to spread democracy all over the world He demonstrated the good will of trying to give constitutional order and liberty to other countries. In his assertion of American Mission, however, the needs of American expansion including economic aspects were also comprehended. In other words, Wilson's idealism was a kind of mixture of moralistic and selfish views. In this thesis, I intend to show the reality of Wilson's diplomacy professing idealism through his Mexicad Policy. Wilson started Mexico Policy in the consideration that liberty and stability of Mexican people should be achieved and it had to be done with no American self-interest. But, as time passed, his policy was changed into a diplomatic pressure to protect American investors' interests. Futhermore, his armed interventions had neither just cause nor any reward. Then, he couldn't help retreating from Mexico without any gain because of the World War I and the need of friendly relation with Mexico for the security of America. These confusion and lack of consistency in Wilson's policy were deeply related to the contradiction derived from his idealism. Though he had a sense of mission that America must serve the world, it was originated from American situation and that kind of service never suited to the need of other countries. His mission wasaresponse to the contemporary economic, political and psychological requirements of America. So when he insisted the justness of intervention for the good- ness of Mexican people, no Mexican agreed with him. Indeed, his intervention stimulated Mexican nationalism and enhanced Yankeephobia. In conclusion, there was a contradiction in Wilson's mission that took the task of helping other countries and the purpose of doing Mexico gbod hadn't maintained its weight in Wilson's Mexican Policy. After all, his policy was dominated by the problems of America's economic interest and security. Thus Wilson's Mexican Policy shows an aspect of American Policy adovocating an idealism for the sake of other countries which becomes synonymous with the policy for the sake of America when practical interests are directly involved. Thus, we can see the idealistic expression often appearing in American diplomacy really reflects America's own needs and interests inside.-
