사회복지사의 사회행동(Social Action) 실천 과정에 관한 연구

Abstract

사회복지의 실천 영역과 방법이 다양해지면서 최근 중요성이 커지고 있는 것이 바로 사회행동(social action)이다. 사회행동은 사회복지의 가치를 실현하기 위해 사회변화(social change)를 목적으로 행해지는 사회복지 실천방법이다. 그러나 현재 한국에서는 사회행동에 관해서 합의된 개념과 특히 사회복지 실천방법으로서 논의가 부족한 상태이다. 그래서 본 연구는 사회복지사의 사회행동 실천 과정에 대한 경험을 규명하고 설명하는 실체이론을 개발하고자 실시되었다. 본 연구의 연구질문은 "사회복지사의 사회행동 실천 과정은 어떠한가?"로, Strauss와 Corbin(1998)이 제시한 근거이론 방법을 적용하여 수행하였다. 본 연구의 참여자는 스스로 사회행동에 참여한 경험이 있다고 판단한 사회복지사 12명으로, 다른 학문을 경험하지 않고 처음 대학 교육을 사회복지(사회사업)로 시작한 1급 사회복지사 자격증 소지자였다. 평균 연령은 40.4세로, 현재 조직에서의 직위는 30대 초반의 3명이 중간관리자(과장이하)인 것을 제외하면 모두 최고책임자이거나 실무책임자(사무국장, 부관장, 부장 등)이었고, 사회복지 근무 경력은 평균 14년이었다. 자료수집은 2005년 10월부터 2006년 7월까지 심층면담을 통해 이루어졌으며, 면담내용은 녹음 뒤 내용을 녹취하고, 자료수집과 면담 결과에 대한 분석작업을 동시에 하였다. Strauss와 Corbin(1998)의 자료분석 방법에 따라 개방코딩을 하였고 축코딩을 통해 패러다임에 의한 범주분석과 과정분석을 하였으며, 선택코딩에서 핵심범주를 발견하고 이야기 윤곽을 적었으며 핵심범주를 중심으로 범주의 관련성을 도출하고 상황모형을 설정하였다. 그 결과 개방코딩에서는 109개의 개념과 39개의 하위범주, 그리고 15개의 범주가 도출되었다. 축코딩에서 인과적 조건은 '사회정의 실현의 책임'과 '뛰어넘어야 할 한계들'이었고 중심현상은 '사회적 의무의 실천'이었다. 이러한 현상에 대응하는 맥락적 조건들은 '사회복지 환경의 변화', '사회복지에 대한 열정'이었고, 중심현상에서 전략/상호작용 전략을 중재하는 조건들은 '사회복지 기관의 구조적 문제', '소속 기관의 활동 여건', '사회행동 경험의 영향', '이익과 희생의 갈등상황'이었다. 전략/상호작용 전략은 '다차원적인 신뢰 형성', '목적의 내재화', '민주적인 리더십 발휘', '전문가로서의 역할 배분'이었고 결과는 '변화의 지속가능성 도모'와 '사회적 책임감 확대'로 나타났다. 사회복지사가 사회행동을 실천하는 과정은 <한계를 넘기 위해 노력함>, <사회적 의무로 사회행동을 실천함>, <갈등과 위험 속에서 지속함>, <변화의 지속과 책임감 확대를 모색함>의 4단계로 분석되었다. 「한계를 넘기 위해 노력함」단계에서 사회복지사들은 사회정의 실현의 책임을 다하고 이를 가로막는 한계들을 뛰어넘기 위한 노력 속에서 사회행동 실천을 인식하게 되며, 맥락적 조건은 '사회복지 환경의 변화', '사회복지에 대한 열정'이었다. 「사회적 의무로 사회행동을 실천함」단계에서 더 이상 참을 수 없는 인내의 한계상황에 도달한 사회복지사들은 현장에서 해결방법을 찾는 과정에서 사회적 의무를 다하기 위해 사회행동을 실천한다. 이 단계에서 맥락적 조건은 '사회복지 환경의 변화'이었고, '다차원적인 신뢰 형성', '목적의 내재화 전략'이 사용되었으며 이를 중재하는 조건들로 '소속 기관의 활동 여건', '사회행동 경험의 영향'이 사용되었다. 「갈등과 위험 속에서 지속함」단계에서 사회복지사들은 사회행동을 진행시켜 나가면서 여러 가지 어려움을 만나게 된다. 사회복지사들은 '다차원적인 신뢰형성', '목적의 내재화', ‘민주적인 리더십 발휘', '전문가로서의 역할 배분'의 전략들을 사용한다. 한편, 정부의 보조금에 의존하는 사회복지 기관들의 문제와 여러 기관들이 함께 모이기 때문에 사회복지 정체성의 충돌로 인한 문제들이 발생하면서 '사회복지 기관의 구조적 문제'가 중재적 조건으로 작용한다. 또한, '소속 기관의 활동 여건', 그리고 사회복지사들이 기관에서 업무를 수행하는 전문가로서 겪는 갈등과 개인적인 신변의 위험상황으로 인해 갈등을 겪는 '이익과 희생의 갈등상황'이 중재적 조건으로 작용한다. 「변화의 지속과 책임감 확대를 모색함」단계에서 참여자들은 사회행동 실천 과정을 통해 변화의 지속가능성을 도모하고 사회적 책임감을 계속 확대하기 위한 방안들을 모색하게 된다. 전 단계의 갈등과 위험 때문에 사회행동을 그만 둔 참여자는 변화의 지속가능성을 도모하는 수준은 낮았지만 정책화 과정에서 사회복지사가 적극적으로 참여할 수 있는 방안을 모색하였다. 더 나아가 사회복지사는 사회의 변화 주체로서 활동해야 한다고 보고, 사회적으로 사회복지에 대한 의식변화를 위해서 사회복지사들이 노력해야 하며, 사회의 변화를 주도하기 위해 미래의 변화에 대처하는 능력을 강화해야만 한다고 하였다. 본 연구는 사회복지사의 사회행동 실천 과정을 4단계로 밝힘으로써 사회행동에 관한 이론화에 기여하였고, 사회행동 기술 개발을 위한 기초 자료를 제공하였으며, 임상과 정책을 연계하는 사회복지사의 중요한 역할로 사회행동을 제시해 주었다는 데 함의가 있다.;As getting diverse way of social work, practice and areas, there is an important area, that is social action. Social Action is a way of social work practice in order to realize social work value with purpose to act social change. However current Korea have been lack of discussion and agreement about the concept of social action, especially as social work practice way. For that reason, this study has done to examine social action experiences of social worker and to develop actual theory. The research question of study is "How is the social action process of social worker?" and applied the Corbin's grounded theory. Participants were collected by 12 peoples who believe to have experience of social action of themselves. Theses participants have not educated in other education area and just started their education from school of social work and hold the licence of social worker. In age, from 32 to 51 years old, average of age was 40.4. All of participant an age are forties(one), forties(seven), thirteens(4). Social status of participant were executive organizers most of all, and three of people in thirties are middle managers. And working period was average 12-14 years and they never have had job in other area. The data were gathered through the in-depth interview from October 2005 to July 2006. Before interviews had the written informed consent forms signed by the participants. The interview were record and transcribed. Base on the grounded theory, the data collection and the data analysis were simultaneously performed. Following the data analysis method suggested by strauss and corbin(1998), the researcher did open cording. In axial coding, the analysis of category and process were done by the paradigm. In selective coding, the researcher Identified a central category, wrote a storyline, derived the relationship of the categories with the central category, classified the relationship types, and then established a conditional matrix. The study derived 109 concepts, 39 subcategories, and 15 categories in open cording. As result of the category analysis by the paradigm in axial cording, the casual conditionals were 'responsibility of social value realization', limitations to have to overcome'. A central phenomenon was the action of social obligation'. The contextual conditions were 'change of social work environment', passion of social work', in the action/interaction strategies to control the central phenomenon were 'structural problem of social work organization', 'action condition of one' organization', influence of social action experiences', conflict situation between a sacrifice and a benefit'. The action/interaction strategies were 'multidimensional trustworthy building', 'internationalization of purpose', 'displaying democratic leadership of leader', ' role allocation as expert', as a result, 'devising continuant possibility of change', ' extension of social responsibility' were founded. There were four phases in the processes of the realization of social action which were 'making an effort to overcome limitation', 'acting social action as social obligation', 'contingency in the conflict and risk', 'searching change contingency and responsibility extension' The phase 'making an effort to overcome limitation' is that social workers in the practice field recognize role of social work in the policy-making as having confused identity and perceiving social obligation. In this stage, social worker recognize the realize responsibility of social justice and social action in the making and effort to overcome limitation barrier. The contextual conditions were 'change of social work environment', 'passion of social work'. The phase 'acting social action as social obligation' is that social worker who can not stand limitation condition of patience any more is in the process searching for solution for accomplishing social obligation. The contextual conditions were 'change of social work environment', strategies for these were 'multidimensional trustworthy building', internationalization of purpose. And mediate conditions were 'action condition of one' organization', influence of social action experiences'. In the 'contingency in the conflict and risk', social workers are having some difficulties with playing social action. In this stage, social work use that strategies that were 'multidimensional trustworthy building', internationalization of purpose', 'displaying democratic leadership of leader', 'role allocation as expert'. Partly, structural problem of social work organization is operated mediate condition by organization problem relying on the government funding and confusing identify of social work due to working other organization. As well, 'action condition of one' organization' is operated mediate condition by conflict situation between a sacrifice and a benefit. In the searching change contingency and responsibility extension phase, social works recognized 'devising continuant possibility of change', 'extension of social responsibility' were founded through the social action. In the previous phase, participant who abandoned social action due to conflicts and risks has low devising continuant possibility of change because they would like to act social action. However, the importance of social work role connecting between practicing and policy making found solution to act social action more actively. Furthermore, social works have to act as independent role to change society and try to change mutual change. From now on, social work should be strengthened in order to lead social change and cope with future change. This study is implied following. Frist, it is contributing to theorization of social action in the process. Second, proving based data for developing social action skill is one of implication in this study. Third, it is indicated a important role connecting between social work policy and social work practice.
