북한이탈주민의 사회적 삶과 적응에 관한 연구

Abstract

북한이탈주민들은 기존에 그들이 생활했던 사회주의 체제와는 상반된 자본주의 체제에서 생활하면서 다양한 차원의 어려움을 겪고 있다. 경제적으로는 낮은 취업률, 불안정한 고용형태, 저임금 및 불안정한 수입원 등을 극복하여 경제적 안정을 이뤄야 하며, 장기적으로는 한국인으로서의 일체감을 형성해야 한다. 이것은 북한이탈주민들이 한국사회에 적응하기 위하여 해결해야 할 과제이다. 이를 위해 가장 선행되어야 할 것은 북한이탈주민들이 한국사회에 얼마나 잘 적응하고 있는지 적응형태를 구체적으로 파악하고, 이들의 사회적응에 영향을 미치는 요인들이 무엇인가를 파악하는 것이다. 그러나 북한이탈주민들의 사회적응에 관한 대부분의 기존 연구들은 주로 북한이탈주민들의 적응실태 및 지원현황을 포괄적으로 밝히는데 초점을 맞추었기 때문에 사회적응의 다양한 측면을 세부적으로 분석하지 못하였고, 점차 증가하는 가족단위 입국자들의 다양한 특성 또한 고려하지 못하는 한계를 보인다. 이러한 문제의식을 바탕으로 본 연구는 북한이탈주민들의 경제적, 심리적, 사회적 적응 형태와 사회연결망 형태, 가족의 적응 형태를 구체분석하여 그들의 사회적응력을 제고시키는 것을 그 목적으로 한다. 즉 북한이탈주민들을 대상으로 한 설문조사를 통해 그들의 객관적인 상황과 그에 대한 본인의 주관적 평가를 살펴보고, 그러한 결과에 영향을 미치는 변수들을 분석하였다. 이러한 작업은 일차적으로 북한이탈주민들의 사회적응력 제고의 기초자료가 될 것이며, 이차적으로는 한국사람들이 북한이탈주민들을 이해하는데 참고 자료가 될 것이다. 연구의 결과는 크게 사회적 삶(경제적 배경, 가족 형태, 사회연결망 형태)에 대한 부분과 사회적응 형태(경제적 적응 형태, 심리적 적응 형태, 사회적 적응 형태)에 관한 부분으로 구성되는데, 부분별 내용을 요약하면 다음과 같다. 북한이탈주민들은 경제적으로는 주·객관적 모든 측면에서 부적응 형태를 보인다. 특히 여성과 무직자들은 경제적으로 부적응상태에 있다. 반면에 취업자들은 경제적 적응력이 높다. 심리적 측면에서는 매우 안정된 적응 형태를 보인다. 다만 북한에 가족을 두고 온 경우 죄책감으로 힘들어하고 있지만, 부적응이라 판단할 정도는 아니다. 사회적 측면에서는 적응과 부적응이 혼재하고 있다. 즉 생활적 측면에서는 적응이 순조롭게 이루어지고 있지만, 이중적 의식구조로 인해 의식적 측면에서는 부적응이 나타나고 있다. 그러나 사회적 적응은 북한이탈주민들이 한국에서 조직이나 단체에 소속해서 생활해 나갈 때 상당부분 해결이 가능하다. 사회연결망 형태는 이중적이다. 사회구성원들과 외형적 친분관계는 형성하고 있지만 내면적 친분관계로까지는 발전하지 못하고 있는 단계이다. 특히 가족과 함께 생활하고 있는 북한이탈주민들이 폐쇄적인 연결망 형태를 나타낸다. 가족형태는 매우 긴밀하다. 가족의 긴밀한 유대관계는 북한이탈주민들의 심리적 적응에는 긍정적 영향을 주지만, 사회적 적응과 사회연결망에는 부정적 영향을 미친다. 북한이탈주민들의 경제적, 심리적, 사회적 적응형태, 사회연결망 형태, 가족형태에 영향을 미치는 가장 중요한 변수는 직업유무로 모든 적응형태에 긍정적 요인으로 작용한다. 사회연결망과 가족형태는 경제적, 심리적, 사회적 적응형태와 연관성을 보이는데, 이를 구체적으로 살펴보면 다음과 같다. 첫째, 사회연결망 형태는 북한이탈주민들의 경제적, 심리적, 사회적 적응형태에 긍정적 영향을 미친다. 즉 사회연결망이 다양하고 친밀할수록 경제적, 심리적, 사회적 적응이 순조롭게 이루어진다. 둘째, 가족형태 중에서도 특히 가족간의 긴밀한 유대관계는 북한이탈주민들의 경제적, 심리적, 사회적 적응 형태에 영향을 미친다. 가족간의 긴밀한 유대관계는 경제적 적응과 심리적 적응에 긍정적 영향을 미친다. 그러나 사회적 적응에는 부정적 영향을 미친다. 셋째, 사회연결망과 가족형태는 부적상관관계를 나타낸다. 즉 가족간 유대관계가 깊을수록 사회연결망은 제한적이고 폐쇄적인 특성을 나타낸다. 이러한 경향은 여성 북한이탈주민들에게서 두드러지게 나타나는데, 대다수가 가족 동거자인 여성 북한이탈주민들은 가족간의 깊은 유대관계로 인하여 사회연결망의 필요성을 느끼지 못하는 경우도 있다. 실태별 분석을 통합해본 결과 북한이탈주민들이 가장 적응을 잘하고 있는 분야는 심리적 측면이다. 특히 가족이 있는 북한이탈주민들의 경우 매우 안정된 심리상태를 보인다. 반면에 북한이탈주민들의 적응력이 제일 떨어지는 부분은 경제적 적응 분야로, 특히 불안정한 고용상태의 여성과 무직자의 경제력이 제일 떨어진다. 그렇지만 경제적 적응을 취업자들로 한정해 볼 때, 그들은 객관적으로 어려운 경제적 조건을 잘 극복해 나가면서 경제적응을 하고 있을 뿐만 아니라 한국에서의 조직생활을 통해 한국사회에 대한 적응력 역시 향상시켜가고 있다. 이러한 사실에 비춰 볼 때 북한이탈주민들을 위한 다양한 취업정보 제공, 직업훈련의 강화, 훈련기간 동안의 경제적 지원 등을 통해 그들에게 직업을 제공해 준다면 그들은 본인의 힘으로 한국사회에 잘 적응해 나갈 것이다. 본 연구의 의의는 북한이탈주민의 경제적, 심리적, 사회적 적응 형태와 사회연결망, 그리고 가족의 적응 형태를 실태별로 구체분석 하였다는 것이다. 이를 통해 북한이탈주민들이 처해 있는 상황을 구체적이고 정확하게 파악하였고, 그것에 대한 본인의 평가 역시 파악할 수 있었다. 따라서 이러한 연구작업은 북한이탈주민들의 사회적응을 위한 객관적 조건과 주관적 조건을 제고시키는 방안을 모색하는데 참고자료가 될 것이다. 본 연구는 크게 세 가지의 한계를 지니고 있다. 첫째는 조사대상의 한계이다. 북한이탈주민들의 경우 소재파악 및 접촉이 어려우며, 소재파악이 되어도 북한이탈주민이라는 특수한 신분 때문에 응답을 회피하는 경우가 많다. 결국 본 조사는 소재파악이 가능한 125명을 대상으로 설문조사를 할 수밖에 없었으며, 최종 응답자는 54명에 불과하기 때문에 이를 일반화시키기에는 한계가 있다. 둘째는 심층연구를 병행하지 못하였다는 점이다. 본 연구는 북한이탈주민 54명의 설문조사 자료를 근거로 실태분석을 실시하였는데, 실태별 구체분석 과정에서 심층연구가 병행된다면 북한이탈주민들이 지니고 있는 이중적인 의식구조나 지극히 개인적인 문제들까지도 파악할 수 있을 것이다. 마지막으로 다양한 비교분석을 하지 못하였다는 것이다. 후속작업으로 북한이탈주민의 사회인구학적 배경과 수준이 비슷한 한국사람들과의 비교, 북한에 있었을 때의 상황이나 경험과 비교한 한국에서의 적응실태 등에 관한 연구가 이루어진다면 그들의 객관적 현실에 근거한 보다 현실적이고 구체적인 적응력 제고 방안이 마련될 수 있을 것이다. ; North Korean Defectors should obtain the economic stability, first of all, to get used to the Korean society, and further to develop the sense of unity as a Korean. The first task to solve for this purpose is to concretely recognize how well North Korean Defectors adapt themselves to the Korean society, and to identify the factor of affecting their adaptation to the society. However, since existing studies on the social adaptation of North Korean Defectors have been mainly focused to explore the status of adaptation of North Korean Defectors as well as the status of support in general, they failed to analyze the various aspects of social adaptation in detail and showed the limit in that it failed to consider various features of ever-increasing family-basis entrants. Based on this, this study aims to improve their social adaptation ability by concretely analyzing the economical, physical and social adaptation, the social networks and family forms of North Korean Defectors. That is, this study explored their objective status and analyzed the variables affecting this result through survey on North Korean Defectors. This tasks will become the fundamental materials for enhancing the social adaptation ability of North Korean Defectors firstly, and the reference for Korean to understand the North Korean Defectors secondly. As a result of study, North Korean Defectors were found not to properly adapt to the society in terms of economy from all the aspects including subject aspect and object aspect. In particular, women and unemployed failed to adapt themselves in terms of economy. To the contrary, employed showed high economic adaptation ability, and showed the status of very stable adaptation in terms of psychology. Provided, however, the North Korean Defectors who left their family behind in the North Korea suffered from guilty, but not to the extent that it can be regarded as maladjustment. In social aspects, both the adaptation and maladjustment exist. That is, North Korean Defectors showed harmonious adaptation in term of daily life, but showed the maladjustment in terms of mind-set due to dual ways of thinking. However, North Korean Defectors can solve problems in terms of social adaptation if they live in the organizations or groups for them in Korean. The type of social network is double-faced. Even though they formed the friendship with social members in outward form, but failed to develop it to the internal friendship. In particular, the North Korean Defectors who live with their family showed very close connection networks. The family is tightly related and connected. Close relations with the member of family showed positive influence on the psychological adaptation but negative one on the social adaptation and social network. As a result of combining the analysis per status, it is found out that the North Korean Defectors have well been adapted in psychological aspect. In particular, the North Korean Defectors with family showed the highly stable mental status. In the mean time, the North Korean Defectors showed the poor performance in adapting themselves in terms of economy. In particular, the unemployed women and the unemployed showed the bad economic ability. However, when we consider the employed only for economic adaptation, they are found not only to overcome the difficult economic conditions, get accustomed to the economic situation, but also to improve their adaptation ability by living at organizations in Korea. Judging from this, North Korean Defectors seem to adapt themselves to the Korean society by themselves if they are given with economic supports including the supply of various employment information, reinforcement of occupational training and economic support for the training period. That is, to supply the opportunity of employment to North Korean Defectors is judged to be the best way of enhancing the adaptability in Korean Society. This study is meaningful in that it analyzed the economic, psychological, social adaptation status, social network and family forms of North Korean Defectors. This study exactly and concretely explored the situation where North Korean Defectors are faced, as well as my judgment on this situation. Accordingly, this study will become the reference for exploring the ways of improving the subjective conditions and objective conditions for social adaptation of North Korean Defectors. This study has limitations in three aspects. First one is its limitation on the target of survey. Since it is difficult to recognize the location and to make contact with, and even if we found out their locations, they often avoid answering the survey due to their special position as North Korean Defectors. In this circumstances, this study had surveyed only 125 persons whose locations are identified, and obtained the final answerers of only 54 persons. Given this, this study has a limitation in generalizing the result. Second, it failed to carry out the in-depth study at the same time. This study analyzed the status based on the questionnaires of 54 North Korean Defectors. If the in-depth study is carried out at the same time in the course of concrete analysis per status, it may successfully recognize extremely personal problems and double-faced ways of thinking that only North Korean Defectors have. Finally, this study failed to carry out various kinds of comparative analysis. If the social and demographic background of North Korean Defectors are compared with those with similar background, status of adaptation of North Korean Defectors with similar situation or experience are further studied, it may result in the concrete and realistic ways of enhancing the adaptability based on their objective reality.
