Relationship between Gender Inequality and Poverty in Sri Lanka

Abstract

개발프로젝트를 통한 유익이 스리랑카의 모든 국민들에게 동등하게 나눠지지 않았다는 사실은 유의할 점이다. 사회 계층간, 지역 간, 특히 성별 불균형과 불평등이 심각하다. 스리랑카 여성 인구가 전체 인구의 52%를 차지함에도 불구하고 그들은 사회 여러 측면에서 남성과 비교할 때 불리한 처지에 놓여있다. 이것은 빈곤과 저소득의 근본 원인이 되고 있다. 이 논문의 목적은 장기적인 지속가능 개발을 달성하기 위해 젠더 불평등에 기초한 사회적 차이점을 토론하고 그 원인을 분석하여, 성평등과 빈곤을 최소화 할 수 있는 정책을 제안하는 것이다. 개발을 달성하기 위한 새로운 전략을 입안하는데 있어 성 불평등과 빈곤의 관계에 대한 이해가 필요하다. 또한 이러한 문제점의 근본 원인을 내포하고 있는 사회적, 지역적 원인을 찾는 것도 필요하다. 이 논문에서는 젠더 이슈와 빈곤감소를 위해 스리랑카의 성별 데이터 구축의 필요성을 강조한다. 모두에 대한 공정하고 평등한 대우는 지속가능한 개발을 달성하는데 필수 불가결한 조건이다. 마찬가지로 개발에 있어 여성의 참여를 증진시키기 위한 성평등 정책이 요구된다. 여성의 정치 참여, 정부의 결정과정 참여뿐 아니라 학문과 노동 분야에서의 참여를 증진시키기 위한 노력이 있어야 한다.;It is a striking feature to note down that the benefits delivered from development projects have not been equally reached to the people in Sri Lanka. This unbalanced situation is apparent in the social strata, in geographical formations and significantly in Gender. Although Sri Lankan women…s population consists of 52% of the total population, they have less benefit when compared to men in many social milieu. Moreover this has been one of the root causes for poverty and low income. The purpose this study is to identify and distinguish some of these gender based social differences in order to formulate long term sustainable development solutions by introducing fresh approaches and policies that would minimize gender based inequalities and poverty. In the identification of new strategies that would suffice development at large, the relationship and the association between gender based inequality and poverty should be adequately considered. It would also be prudent to identify the distinct societies and locations where these short comings are deeply rooted. The national level indexes on Sri Lanka have their own inadequacies. Whatsoever these figurative representations do not totally reflect or represent the in-situ development status-quo of the country. The hard fought drawback in the research was the unavailability of the gender based data and information in all spheres while the most sensitive factor in poverty was attributed to the female population than to men in Sri Lanka. National level gender disaggregated data system should be established at the earliest. This will provide a versatile sensitization towards gender issues and its related poverty ramifications. Equal and fair treatment is a sine-qua-non in achieving sustainable development in any part of the world. Similarly immediate measures should be admonished in order to strike the balance of women…s participation in development concerns and to be on par with that of the male sector. Equal women participation in political ensembles, decision making and governing institutions as well as in academia and labor will definitely have a concerted positive effect on gender based negativisms.
