Women and Technical Vocational Education and Training (TVET) in the Philippines

Abstract

This thesis on “Women and Technical Vocational Education and Training (TVET) in the Philippines” aims to describe the factors that affect women’s participation in the international and domestic labor markets and how the TVET program in the country can further strengthen its initiatives to promote women’s participation in the labor force. While society and the global community has significantly opened up and accorded women with greater roles and responsibilities, domestic and international labor markets remain relatively “conservative”. Women’s participation at the international and domestic spheres is still limited to their “traditional” reproductive roles. To address this limitation, the TVET program in the Philippines endeavors to strengthen women’s participation by designing and accommodating women in training programs that are traditionally dominated by men. However, despite these efforts, economic opportunities hinder women’s ability to complete even short-term training courses. As many of these courses are focused on developing practical skills, many women students are prompted to seek immediate employment. Limited income opportunities in the country also drive many professional women workers to explore opportunities abroad, even if this would mean being underemployed. The thesis is based on the assumption that society’s preconceived notion on the role of women combined with restricted income opportunities hinder the full realization of women’s potential in the labor force. If it is to achieve its objective of promoting women’s participation, the TVET would need to seriously consider linking up with various public and private sectors to facilitate immediate employment of women graduates and/or provide scholarship opportunities to women. Community-based training activities, which allow women to perform their tasks at home and pursue skills-enhancement activities, should be further promoted by TVET. Strengthening TVET as a training institution that promotes women’s participation requires a conscious effort on the part of the management and trainers to reduce barriers that limits women’s participation. This should be considered in designing training programs and in facilitating market linkages between “supply” (trainees) and “demand” (potential employers). At the same time, mainstreaming women’s participation in the labor sector should be a long-term goal to pursue a more pro-active educational system that can increase literacy among women, a social reorientation and that would collectively reorient social perception, and a strategic economic plan to improve the country’s over-all economic situation.;이 논문은 여성의 국제 및 국내 노동시장 참여에 영향을 미치는 요소와 TVET (직업교육훈련)이 여성의 노동활동 참여를 어떻게 증진시킬 수 있는가를 논의한다. 오늘날 국가와 사회가 개방화되고 여성의 역할과 책임이 증대해야 함에도 불구하고 국내 및 국제 노동시장은 여전히 “보수적”이다. 여성의 참여는 여전히 전통적인 가사일과 역할에 제한되어 있다. 이러한 문제점을 지양하기 위해 필리핀에서는 여성의 참여를 강화하기 위한 노력의 일환으로 전통적으로 남성위주였던 훈련프로그램을 여성의 요구에 맞게 수정한 TVET (직업교육훈련) 프로그램이 실시되었다. 대부분의 교육프로그램이 실제적으로 사용될 수 있는 기술을 가르치는데 초점을 두고 있기 때문에, 많은 여성들이 졸업 후 즉시 취업을 할 수 있도록 권장하고 있다. 그러나. 이러한 노력에도 불구하고 여성의 제한된 경제적 기회는 여성으로 하여금 단기간의 프로그램도 끝내지 못하게 만드는 결과를 낳고 있다. 국내에서 취업을 통해 수입을 얻을 수 있는 기회가 많지 않기 때문에 전문적 교육을 받은 많은 여성들이 비록 그것이 저임금의 고용이라고 해도 해외에서 기회를 얻으려고 노력한다. 이 논문은 제한된 취업기회와 여성의 역할에 대한 사회의 인식이 여성으로 하여금 노동시장에 참여할 수 있는 기회를 막는다고 주장한다. 여성의 참여를 높이기 위해서는 TVET는 여성교육생들을 위한 장학금을 제공하고, 다양한 공공부문 및 개인부문과 연결해서 졸업 후 여성이 곧바로 취업을 할 수 있는 방안을 마련해야 한다. 지역에 기반을 둔 교육훈련 프로그램을 마련하여 여성들이 그들의 가정에서의 일과 교육프로그램을 동시에 할 수 있도록 해야 한다. 여성의 참여를 강화하기 위한 교육훈련 프로그램을 만들기 위해서는 여성의 참여를 제한하는 요소를 줄이기 위한 경영진과 훈련교사들의 노력이 요구된다. 이를 위해서는 공급(훈련생)과 수요(기업주) 사이에 연결을 강화시키는 프로그램을 만들어야 한다. 동시에 여성의 노동참여를 위해서는 여성의 문맹률을 줄이고 여성에 대한 사회적 인식을 바꿀 수 있는 교육시스템을 장기적으로 실시해야 한다. 또한 필리핀의 경제적 상황을 개선 할 수 있는 전략적 경제 계획이 수반되어야 한다.
