dc.description.abstract본 논문은 한국 ODA의 성주류화와 수원국의 성평등을 위한 전략으로 수원국 내 성인지예산 이니셔티브 지원을 제안하며, 이때 한국 정부와 시민사회단체간 파트너쉽이 필요함을 강조하고 있다. 한국국제협력단이 수원국의 성평등을 위해 실시하고 있는 현 사업에는 한계점이 있는데, 그 원인으로는 1) ODA관련법이나 성평등을 위한 가이드라인의 부재, 2) 성평등의 중요성에 대한 정부기관 및 개발협력분야 종사자들의 인식부족, 3) 인력자원 및 예산부족을 들 수 있다. 시민사회단체와의 파트너쉽은 첫째, 위 세 가지 원인 가운데 무엇보다 한국정부의 인력자원 및 예산부족을 극복하는데 도움이 될 수 있다.특히, 시민사회단체는 한국국제협력단이 수원국의 성인지예산 이니셔티브를 지원함에 있어 최근 도입한 PCM 및 M&E와 같은 메커니즘을 성공적으로 활용하는데 기여할 것이다. 둘째로, 시민사회단체는 대체로 여성의 사회적 지위가 낮은 수원국에서 성인지예산을 계획함에 있어 여성의 목소리가 반영될 수 있도록 도우며, 수원국이 더 많은 주인의식(ownership)을 가질 수 있도록 지원하고, 공여국인 한국 정부에 대하여는 성인지예산 이니셔티브 지원활동을 감시, 평가함으로써 활동의 질을 높일 수 있도록 하는 역할을 할 수 있다. 또한, 시민사회단체는 그간의 경험을 수원국 시민사회단체 및 지방정부와 공유하고, 이를 통해 원조효과성 제고를 위한 중요 요소 가운데 하나인 지속가능성(sustainability) 확보에 기여할 것이다.;This thesis argues that the Korean government should make a partnership with Civil Society Organizations (CSOs) for a strategy for Mainstreaming Gender in Korea’s ODA. In the first part, the thesis points out that current projects and programs implemented by the Korea International Cooperation Agency (KOICA) for gender equality in recipient countries have limitations, at least partly, due to the following three reasons: 1) lack of legal framework for ODA and guideline for gender equality, 2) lack of awareness about the importance of gender equality among decision makers in the government and even those in development cooperation field, and 3) lack of human and financial resources. These three factors bring about the lack of budget and less support for client countries’ gender equality. In the second part, gender-responsive budgeting is proposed as an effective way to mainstream gender in Korea’s ODA. However, the thesis emphasizes the partnership with CSOs is important to make the gender-responsive budgeting initiatives more effective and efficient. Most of all, CSOs supplement the insufficient human and financial resources of the Korean government. Especially, they can support the KOICA to successfully use the newly adopted mechanisms such as Project Cycle Management (PCM) and Monitoring & Evaluation (M&E) when it supports the gender-responsive budgeting in client countries. The participation of CSOs will help women’s voices be heard in the client country and secure the ownership of beneficiaries, while the work of the Korean government is watched so that the quality of its activities for gender-responsive budgeting initiative can be improved. At the same time, CSOs in Korea can share their experience with local CSOs as well as local government officials. The accumulated experience of local CSOs and local government authorities can eventually contribute to sustainability, another critical factor for aid effectiveness, while Korean CSOs have opportunities to improve the activities of their own as well as of the Korean government.-
