Japan’s ODA to Indonesia on Human Development (Health Sector)

Abstract

이 논문은 인도네시아에 대한 일본의 대외 공적 원조(ODA)를 분석한다. 이 논문을 통해서 저자는 일본의 원조배분이 파리선언에서 동의한 대로 수원국의 니즈(needs)를 반영해야 한다고 제안한다. 인도네시아는 일본 ODA의 최대 수원국 중의 하나이다. 인도네시아에 대한 일본 ODA의 대부분은 특히 인프라 개발과 천연자원 추출이라는 형태를 통해서 경제분야에 집중해 왔다. 인도네시아가 일본 ODA를 통해 받은 것이 단지 인프라뿐이 아니라는 점은 의심할 바 없다. 하지만 개발의 수혜를 받은 사람들이 있음에도 불구하고 인도네시아 인구의 대부분은 여전히 인간의 기본적 욕구를 충족시키지 못하는 어려운 생활을 하고 있다. 비록 일본이 유상원조, 무상원조, 기술협력의 형태로 인도네시아에 거액의 ODA를 제공하지만, 이러한 일본의 목적은 경제 개발이지 인간 개발을 위한 것은 아니다. 이 논문이 일본의 대 인도네시아 ODA에 대한 한 사례 분석 일지라 해도 이 논문에서 저자는 인간 개발에 필요한 기본 욕구를 충족시키기 위한 더 많은 원조가 개발도상국들에게 더 많은 효과를 가져온다는 점을 주장한다. 또한 인간기본 욕구의 충족을 통해서 어떻게 국민들이 경제적 능력을 발전시킬 수 있는지에 대해서도 분석한다.;This thesis examines Japan’s ODA to Indonesia suggesting that Japan’s distribution of aid should consider and respond to the needs of the recipient country as agreed in Paris Declaration. Indonesia is one of the developing countries as well as one of the biggest recipients of Japanese ODA. Most of Japanese aid to Indonesia, however, has focused on the economy sector, especially in the form of infrastructure and extracting the natural resources. It is undeniable that, what Indonesia received are more than just the infrastructure; some have benefited from the development, on the other hand, most of the population still striving to get the basic needs. Even though Japan provides Indonesia with a large amount of ODA, in form of loan, grant and technical cooperation, the utmost purpose of these ODA is the economic development, not necessarily human development. Though a case study of Japan’s ODA to Indonesia, this thesis will show that more aid on basic need for human development contributes more for the developing countries, and how the fulfillment of the basic need will support the ability of the people to develop the economic capability.
