The Impact of Resource Curse on the Development of Kazakhstan

Abstract

카자흐스탄은 천연자원이 풍부한 나라이다. 1991년 독립한 이후 석유 및 천연가스는 카자흐스탄의 급속한 경제성장의 주요 요인으로 작용했다. 그러나 풍부한 천연자원이 축복으로만 작용하는 것은 아니다. 천연자원의 저주라는 말이 지적하듯이 때로 불운이 될 때도 있다. 천연자원, 특히 석유가 국가의 핵심 분야가 되어 다른 산업에 대한 관심이 없어지게 되는 천연자원의 저주가 카자흐스탄에서도 일어났다. 이 논문은 정성적, 정량적 자료를 사용하여 카자흐스탄의 자원중심경제의 심각성을 설명한다. 또한 자원 의존도와 경제발전과의 관계를 살펴보고, 천연자원 의존도 심화가 다른 산업에 어떻게 악영향을 미치는지를 토론한다. 이 논문은 여러 자원저주이론을 카자흐스탄 경제상황에 적용하여 카자흐스탄 내에 자원이 풍부한 지역과 빈약한 지역 두 곳을 비교하고 천연자원이 경제발전에 부정적인 영향을 미친다는 점을 주장한다.;Kazakhstan is a country, which is blessed with a large amount of natural resources. Oil and natural gas, in particular, has been the main factor of the rapid economic growth in Kazakhstan since gaining independence in 1991. However, rich natural resources are not only a gift for a country possessing them. Sometimes, it is a bad luck. There is even a term «curse of natural resources». Disreputable curse of rich mineral resources hanged also over Kazakhstan, when extraction of raw materials, especially oil, became the main focus of state activities that lost interest in all other «activities». In this paper, we used qualitative and quantitative data to show how deep the problem of the resource-based economy in Kazakhstan. This Paper reviews the relationship between resource curse dependence and economic development, and stresses how natural capital intensity tends to crowd out other industries. I have discussed several resource curse theories applied to Kazakhstan’s economic situation and present additional evidence to understand the cause of this negative relationship within country comparing data of two regions of Kazakhstan – a resource-rich region and a resource-poor region.
