An Analysis of Women’s Representation in Cambodia’s Local Councils

Abstract

여성들이 건강, 교육 및 정보와 같은 기본적인 서비스를 접근하기를 제한을 당하고 있고, 결정하기에 전면 참여에 다른 장벽을 직면하고 있다. 그들의 목소리는 공동수준의 결정 순위에 낮은 표현을 하기때문에 자주 들리지 않는다. 여성에 영향을 미치는 정책을 지방 의회에 적극적으로 주장하지 않거나 전혀 표현하지 않는다. 이논문은 공동 차원에서의 리더십 및 의사 결정의 여성표현을 방해하는 근본원인을 검사하여 캄보디아의 지방 의회에서의 여성표현, 지역의 정치에 그들의 참여를 더 이상으로 활성화시키는 전략적인 방법, 집단 관리 구조에서 리더십와 의사 결정에의 여성참여를 활성화시키기에 도전과 기회에 대해 목표로 연구한다. 이 연구는 2차 자료를 재고한다. 저자는 지방행정에 실제상황과 성별표현의 관습을 더 깊이 이해하기 위해 Commune Councils (CCs)과 지방분권 개혁을 함께 작업하는 연구자와 실무자와 같이 아이디어를 브레인스토밍한다. 저자는 독자에게 유용한 정보와 분석적인 사고를 제공하기 위해 기술적이고 분석적인 접근 방법을 사용한다. 또 이 연구는 집단차원에서 리더십과 의사 결정에의 여성참여가 2002년 첫 공동 선거 이후부터 눈에 띄게 매년 증가하고 있다는것을 발견한다. 그들이 지역의 정치와 공공업무에 직간접적으로 관여한다. 그리고 그들이 권력을 직접 잡지도 않고 공공업무에 직접 관여하지 않지만 그들은 지도자나 정치가인 자신의 남편을 통해 장면 뒤에 관여하고 있다. 그들은 집단 개발 활동에 참여함으로 가족과 사회를 위해 일한다. 정부, Civil Society Organizations(CSOs), 이해관계자의 지원을 통해 그들의 능력이 향상되고 리더십 직위로 승진할 기회를 주고도 그들이 집단 관리 구조에서 리더십과 의사 결정에 참여하기가 힘들고 품질이 낮다. 지방 의회에서 여성표현을 활성화시키는것은 타당하지만 아직 개선할 분야가 많다. 이논문은 최선을 다해서 집단 관리 구조에서 여성의 대표를 증가시키고 정당의 노력과 헌신, 여성표현을 할당량 설정기, 유권자의 지원, 네트워크를 구축하고 지방 의회에서의 공공업무를 실행하고자는 능력을 강화하기 위한 전국적으로 지역 사회와 지방수준에서 여성 고무관 의회를 조직을 통해 여성참여 지원과 격려를 제공하면서 인지도를 높이고 능력을 향상시키는것을 계속 해야 한다고 권하다.;Women have been restricted to access to basic services such as health, education and information, and have faced other barriers to their full participation in decision-making. Their voices are often not heard because of low representation at the communal level decision-making positions. Policies affecting women are neither vigorously advocated in local councils nor represented at all. This thesis aims to study on woman representation in local councils in Cambodia by examining the root causes hindering woman representation in leadership and decision-making at commune levels, methods to further promote their participation in local politics and the challenges and opportunities for the promotion of women’s participation in leadership and decision-making in commune management structures. This research takes stock on secondary data. The writer also brainstorms ideas with researchers and practitioners who work with Commune Councils (CCs) and decentralization reforms to gain deep insight understanding on the real situation and practice of gender representation in local administration. The author uses descriptive and analytical approaches to provide useful information and analytical thoughts to her audiences. This research found that women’s participation in leadership and decision-making at commune levels has been noticeably increasing from year to year since the first communal election in 2002. They involved in local politics and public affairs directly and indirectly. They are not in power or take any public affair, but they involve behind the scene through their husbands who are leaders or politicians. They work for families and society through their participation in commune development activities. They have had difficulties and poor quality in participating in leadership and decision making at commune management structures though their capacity has been improved and given opportunities to take leadership positions through the support from government, civil society organizations (CSOs), and stakeholders. The promotion of women’s representation in local councils is on the right track but still needs more room to improve. This thesis recommends that awareness raising and capacity building should be continued, while trying best to increase woman representatives in commune management structures and provide support and encouragement to women participation through efforts and commitment of political parties, setting quota for woman representation, the voters' support, and the organizing woman councilor congress at local communities and at provincial levels throughout the country to build network and strengthen their capacity to run public affairs in local councils.
