국가 상징 아이덴티티로써의 무궁화에 관한 연구

Abstract

오늘날 대한민국국회의 아이덴티티는 1964년 제정된 ‘국회기 및 국회배지 등에 관한 규칙’에 국회기와 배지에 대한 묘사만 언급되어 있다. 그러나 현재의 국회 아이덴티티(무궁화 심벌)에 대한 선정 이유나 스토리에 관한 설명은 전혀 없다. 2004년 여야의원들이 한자‘國’자를 한글 ‘국’자로 바꾸자는 국회법규칙개정안을 제출했지만 통과되지 못했던 기록이 있는 것으로 보아 이전부터 무궁화 심벌에 문제가 있음을 인지하고 있었음은 확실하다. 현재 사용하고 있는 무궁화 심벌은 국회 개원 후 60년 동안 국회를 상징하는 대표 심벌로 사용돼왔으나 체계적인 디자인시스템 없이 무차별적으로 사용함으로써 국회의 4개 기관(국회사무처, 국회도서관, 국회예산정책처, 국회입법조사처)이 각각의 로고심벌을 사용해 통일성이 없어 보인다. 뿐만 아니라 체계적이지 않은 무궁화 심벌의 사용으로 인해 시각적 혼란을 야기하고 있으며 이로써 국회의 위상을 실추시키고 있다. 게다가 지방자치단체의 지방의회 역시 국회와 유사한 무궁화 형태의 심벌을 무분별하게 사용하고 있어 국가의 유일입법기관인 국회와 유사해 보이는 문제가 야기되고 있다. 현 시점에서 이러한 문제점들을 해결하고 국회의 대표상징을 바로잡는 것이 필요하다. 먼저 무궁화 꽃잎 안의 한자는 국가정체성을 저해하는 요소이므로 한글로 표기해야 하며, 현 시대상을 반영하고 대한민국의 입법기관임을 상징할 수 있는 디자인이어야만 한다. 그리고 새롭게 개발된 국회의 아이덴티티인 AI(본 연구에서는 국회 ASSEMBLY와 정체성 IDENTITY를 지칭하여 약자로 AI로 표기하도록 한다)는 국회 4개 기관 각각의 로고와 효율적으로 사용될 수 있는 조직시스템을 갖추어야만 한다. 왜냐하면 실질적인 조직시스템 없이 운영된다면 국회이미지의 혼란만 야기하는 요소로 전락할 위험성이 있기 때문이다. 그리고 지방의회와의 이미지 범주를 명확히 지정하는 것도 매우 중요하다. 입법기관이 아닌 타 기관에서 새롭게 제정된 국회의 아이덴티티와 유사하게 사용하지 못하도록 법률로써 규정을 두는 방법 하나와, 입법기관은 아니지만 대의정치 일환의 넓은 의미에서 지방의회를 같은 범주로 놓고 국회 아이덴티티를 사용 할 경우, 그에 따른 규정을 명확히 하여 체계적이고 효율적으로 이것을 제작하도록 하여야 한다. 본 연구는 타 기관과는 구별되면서도 쓰임의 규정을 명확하게 하여 국회 내의 4개 기관이 동떨어지지 않는 AI적용시스템을 구축하는 방안을 모색해본다. 그리고 지방의회와의 명확한 구분을 지을 뿐만 아니라 AI의 사용과 적용에 있어 제작상의 문제가 없는 효과적인 시스템을 구축하는 밑바탕이 되는 것이 목적이다. 이는 곧 AI가 대한민국입법부의 고유 위상을 지키는 것이 될 것이며, 국민에게 더욱 긍정적인 국회이미지를 심어줄 수 있는 결과를 만들어 낼 수 있을 것이다. 아울러 새로운 국회 아이덴티티를 만들고 그것을 시스템화한다면, 예산절감에서부터 국가 이미지 개선과 국가정체성 확립에 영향을 미칠 수 있을 것이라 기대된다. 나아가 대한민국 3권(입법, 사법, 행정)의 이미지를 아우를 수 있는 아이덴티티를 정립하는 데에 본 연구가 미흡하나마 초석이 되고자 한다. 여기에 덧붙여 국가를 대표하는 공식문장으로 사용되고 있는 무궁화(심벌)에 대한 역사적 기원을 되짚어 보고, 현재 국회에서 무궁화가 어떻게 사용되어왔는지 정치적 역사적 측면까지 고려해서 살펴보고자 한다. 이것을 바탕으로 본 연구가 무궁화(심벌)라는 문장이 앞으로 생명력을 가지고 국가의 아이덴티티로 성장할 수 있는 기틀이 되기를 바란다.;Today, the identity of the National Assembly of Korea is limitedly described in ‘The Regulations on the National flag and Badge” which was established in 1964. This description does not state any reasons to support why Mugunghwa had to be a symbol of the National Assembly. In 2004, the government and opposition parties had submitted a proposal to amend the law of the government, which was to exchange the Chinese character ‘國’ for Korean ‘국.’ (the word drawn inside of Mugunghwa symbol) Considering that this proposal was refused, the problem with the current identity, the symbol of Mugunghwa of the National Assembly, is highly suspected. To make matters worse, even a local assembly of a local autonomous entity uses a Mugunghwa-like symbol indiscreetly. This is another factor that causes confusion in the image of the National Assembly that is supposed to be original and representative. Furthermore, the fact that Mugunghwa symbol is used in low quality is a critical issue of today. Since Mugunghwa symbol itself is not standardized in any way such as shape, textile, or color, it is easy to find various types of Mugunghwa, which can possibly lose the prestige of the National Assembly. Now is a high time to decrease the problems in order to clarify the image of the National Assembly. First, the Chinese character drawn inside of Mugunghwa needs to be changed to something else that projects the current phases of the times and symbolizes the legislature of the National Assembly instead of confusing the identity of it. AI, a newly-developed identity (AI stands for the union of the words, Assembly and Identity), should develop independent logos for four different departments of the National Assembly(National Assembly Secretariat, National Assembly Library, National Assembly Budget Office, National Assembly Research Service). Along with new logos, a supplementary device should be considered to use the logos more effectively. An additional manual that explains another way of using Mugunghwa symbol would be a good example because it would allow each department to use the symbol more flexibly with a different implication depending on a purpose of an event. Without it, each department might use the symbol differently again, confusing the image of the National Assembly. Besides, the National Assembly should place its own ‘Image Category’ in using a symbol. For instance, the image that a local assembly of a local autonomous entity uses should be clearly different from what the National Assembly uses. The study will cover from the historical origin of Mugunghwa to the political usage of it at the National Assembly. To be more precisely, how the usage of four different images should be classified and how this can function both differently and coherently in four departments of the National Assembly will be discussed. I hope that a new AI would enhance the image of the National Assembly so that it projects more positive images to the nation. With a new identity and a system of the National Assembly, many positive results are expected such as a budge reduction, a reform of the image, and an establishment of a firm identity of Korea. It would be my great pleasure if my study on an identity that covers the three power of the Republic of Korea (administrative, legislative, and judicial) would lay groundwork for establishing a firm identity of the National Assembly.
