The Impact of Globalization on Women

Abstract

In the context of globalization and economic integration, the Vietnamese economy has achieved high economic performance. Economic growth is often accompanied by the expansion of industrialization, especially the development of industrial zones. This has led to an enormous increase in women’s access to the industrial sector as well as the growing contribution to the national economy. Thus, economic aspects of globalization bring new opportunities and resources to women, but many researches on gender and international relations offer a considerably mixed picture: some women will benefit from globalization and some will be hurt; the status of women will improve in some respects but not others. This paper attempts to examine the impact of globalization on women workers in Vietnam, looking in particular at their material and social life in industrial zones since the economic reforms of 1986 up to now. An overview of women workers’ material and social life is presented to provide an overall picture about the real situation of women workers in industrial zones in the context of globalization. It shows that the share of female workers is high in light industries and they make up the majority of unskilled workers. Although industrial zones play an important role in promoting the economic development and improving the income of workers, they have also caused many serious conflicts in the material and social life of female workers. They have to work under high pressure and in a tense atmosphere. These results in an almost non-existent social life and entertainment opportunities are very poor. They are seldom able to access information channels not only because of their low income but also because they rarely receive support from outside organizations and local unions. Hence, women workers in industrial zones have a low level of legal and social awareness, their rights and legal interests are violated but they do not know how to claim and protect themselves. The research consists of a discussion on the impact of industrial development on women workers in the context of economic integration. It finds that the health of most women workers deteriorates after being exposed to dangerous substances and having such hard lives. Further more, the jobs and lives of millions of female workers and their families are threatened by increasing international competition as a result of joining the WTO. The actual situation of the implementation of government policies to women workers in enterprises as well as women workers’ knowledge and consciousness of policies related to labour in companies and residence are also determined in order to provide an overall picture about the interchange between women and the development in Vietnam at present. This study concludes that globalization brings new opportunities for women to prove their capacity and enhance knowledge through an enormous infusion of women into job markets. However, economic globalization at the same time has harmful consequences for women workers. It confines them to low pay, low status, hard working conditions. Even though Vietnam has been able to achieve high growth rate, but it does not translate into the advancement of working women, especially women workers in light industries. Thus, assisting women to achieve full economic participation as well as the advancement of women requires the cooperation of individuals, organization and government; in particular the government must get more actively involved in labour issues.;글로벌화와 경제 통합에 관련된 문맥에서, 베트남 경제는 빛나는 성과를 얻었다. 경제 성과는 공업화를 동반하는데 특히 공업 단지의 발전이 그것이다. 이와 더불어 많은 여성들이 공업 분야에 참여할 뿐만 아니라 국가 경제 발전에도 기여를 한다 . 그러므로 글로벌화와 관련된 경제의 면은 여성들에게 새로운 기회와 자원을 제공하지만 성과 국제 관계에 대한 많은 연구는 상당히 다양한 면을 비추고 있다. 어떤 여성은 글로벌화에서 이익을 보는 반면, 어떤 여성은 손해를 보는 것과 같이 여성의 지위는 어떤 면에서 향상 돼 있지만, 다른 부분은 그렇지 않다. 본 논문에서는 글로벌화가 베트남의 여성 근로자에게 여성에게 어떤 영향을 끼치는지 특히 1986년부터 지금까지 경제 개혁 정책으로 인한 공업 단지 내에서의 여성의 물질적, 사회적 생활 수준의 변화를 알아보고자 한다. 일하는 여성들의 물질적, 사회적 생활 수준에 대한 개요는 글로벌화에 따른 공업단지에서 일하는 여성들의 현실에 대한 전체 그림을 제공한다. 본 연구는 경기업에서 종사하는 여성의 비중은 아주 높고 숙련된 기술자의 비중은 매우 낮음을 보여준다. 공업단지가 경제 발전에 기여하고 근로자의 수입을 개선하는데 중요한 역할을 함에도 불구하고 근로자의 물질 생활과 정신 생활에서 모순을 발생시킨다. 그들은 높은 압력과 딱딱한 분위기 속에서 일해야 되지만 사회적 생활 수준과 여가 생활을 즐길 수 있는 기회는 매우 낮다. 또한 그 여성들은 다양한 정보 채널에 접근하지 못하고 있다. 그 이유로는 낮은 소득과 기관이나 지방협회로부터 자원을 거의 받지 못하고 있기 때문이다. 그러므로 공업단지에 일하는 여성들의 사회 인식 수준은 낮은 편이며 그들의 인권과 합법적인 이익이 침해되고 있는 상황에 대해서도 정확히 알지 못하고 있다. 하지만 그들은 이러한 문제에 대해 해결 요구하고, 어떻게 자기를 보호하는지 모르는 상황이다. 경제적 통합의 시대인 글로벌화가 여성들에게 미치는 영향도 다루었다. 연구한 결과에 의하면 일하는 여성의 다수는 열악한 근로 환경에 노출되어 시간이 지날수록 건강 상ㅌ가 나빠지고 있음을 알 수 있다. 수 백만의 일하는 여성과 그들의 가족의 생계와 직장은 더 높은 경쟁시화를 초래한 WTO가 가입으로 인해 위협을 받고 있다. 공업단지에서 일하는 여성을 위한 제도와 정책을 실시하는 상황 또는 공장과 거주지에서의 노동 정책도 본 논문에서 언급하게 되었다. 이를 통하여 베트남에서 여성 개발과 경제 발전 사이의 영향에 대한 전체 그림을 제공할 것이다. 결론에는 글로벌화가 여성들로 하여금 자기의 능력과 지식을 향상시키는데 많은 기회를 제공하고 그 결과로 노동 시장에 참여하는 여성들의 수가 많이 증가했음을 덧붙였다. 그러나 경제적 글로벌화는 일하는 여성들에게 부정적인 영향도 미친다. 그것은 바로 여성들로 하여금 열악한 환경 속에서 저임금을 받으며, 낮은 지위에 머물러 있게 한다. 베트남의 높은 경제 성장율은 일하는 여성의 환경 개선을 반드시 동반하는 것이 아니다. 특히 경공업에 종사하는 여성들에 해당한다. 그러므로 여성 능력의 개발과 경제 참여의 기회를 충분히 얻기 관련된 기관과 개인들의 협력이 절실히 필요하다. 특히 노동 문제, 일하는 여성에 관련된 사회적 이슈에 대해서는 정부의 역할이 매우 중요하다.
