Poverty, Gender, and Informal Economy

Abstract

Peru ranks as the world’s fifth largest in terms of the size of informal economy in proportion to the whole economy and the third highest in Latin America. The informal economy accounts for 60.9 percent of Peru’s GDP whereas the average rate of Latin American countries is 43%. This thesis explains the nature of the Peruvian informal economy, which is deeply rooted in the intertwined relations between gender and poverty. It argues that women’s participation and involvement in the informal economy keeps them trapped in poverty. Peru’s disproportionately high informal economy distorts women’s position in the economy. The goal of this thesis is to examine the factors behind elevated informality in Peru from the gender perspective. In order to understand why women succumb to informality in Peru, this study explores different causes such as labor discrimination, wage gaps, low level of educational levels and training, high illiteracy rates, and underemployment. This thesis also attempts to provide policy suggestions to improve women’s economic position in the Peruvian society.;전체경제에서 비공식경제가 차지하는 규모로 볼 때, 페루는 세계에서 다섯 번째, 남미에서는 세 번째 규모로 높은 비율을 갖고 있다. 비공식경제가 GDP에서 차지하는 비율이 남미의 경우 평균 43%인 반면 페루는 60.9%이다. 본 논문은 이렇게 높은 비공식경제의 원인을 페루사회에 뿌리 깊이 박힌 여성에 대한 차별과 빈곤의 상호관계를 통해 설명한다. 이 논문에서 저자는 여성이 대다수를 차지하는 페루의 비공식 경제활동으로 인해 여성들이 빈곤으로 벗어나지 못하고 있다고 주장한다. 또한 비정상적으로 높은 비공식경제부문은 페루경제에서 여성이 갖는 지위를 지속적으로 왜곡시켜왔다. 본 논문의 목적은 페루의 높은 비공식경제의 원인과 빈곤문제를 젠더의 시각을 통해 설명하는 것이다. 본 연구는 페루 여성들이 왜 비공식경제 부문에 압도적으로 집중되어 있는지 그리고 그것이 어떻게 여성의 빈곤으로 이어지는지를 이해하기 위해 노동 차별, 임금 격차, 낮은 교육 수준, 높은 문맹률, 그리고 실업률과 같은 다양한 이유들을 분석하였다. 덧붙여 페루의 지속적인 발전을 추구하기 위한 선결조건으로 페루 여성의 경제적 지위 향상을 위한 정책을 제안하고 있다.
