Privatization and Its Economic and Social Effects in Arab Countries

Abstract

This thesis, by examining the cases of privatization in Arab countries, aims to discuss privatization and the rationale behind it. In particular, analyzing privatization in Jordan in detail, it examines the historical background and the mechanisms surrounding privatization in Arab countries. One of the most serious problems of privatization in Arab countries is that in many cases, privatization is initiated by recommendations from international organizations. Privatization in Arab countries has neither been based on national consensus nor started from the needs of the Arab economies, but has been mere dictations from the international establishments, especially the international financial organizations such as the World Bank and the International Monetary Fund. Privatization in Arab nations comes as conditions for loans or financial support for strategies and programs aimed at sustained economic recovery in these countries. The thesis applies the Jordanian experience in its privatization process to the Iraqi economy in specific sectors and concludes that privatization in Iraq may not be appropriate for the economy or, is not a desirable option for various reasons including security.;이 논문은 아랍국가들의 민영화 경우를 살펴봄으로써 민영화의 효과와 민영화를 위한 합리적 방식을 논의하는 것을 그 목적으로 한다. 이에 위해 민영화, 특히 아랍 제국에서의 민영화의 역사적 배경과 메커니즘을 면밀히 검토한다. 일반적으로 아랍 국가들에서의 민영화는 아랍 국가에서의 민영화는 국민적 합의를 바탕으로 하기보다는 국제기구, 특히 IMF, World Bank 등 국제금융기구들의 권고에 의하여 추진되어 왔다. 구체적으로는 아랍국가들의 경제적 난국을 타개하기 위하여 이들 국제금융기구에서 차관이나 경제원조를 도입하는 과정에서 그 조건으로 제시되는 경제개혁방안으로서 민영화가 추진되는 것이다. 이 논문은 요르단 경제의 민영화 경험을 분석하고 이로부터의 교훈을 이라크 경제에 적용한다. 결론적으로 이라크에서의 민영화는 안보 등 여러 가지 이유로 인해, 옳지도 않고 바람직하지도 않은 것으로 평가된다.
