The Study of South Korea’s ODA Strategie

Abstract

본 논문은 한국의 공적 개발 원조(ODA: Official Development Assistance, 이하 ODA로 표기함) 활성화 방안에 대한 연구를 그 목적으로 하였다. 본 논문의 첫 장에서는 한국의 ODA현황을 문헌 연구를 통하여 고찰함으로써 연구의 토대가 되는 장을 마련하였다. 특히 한국의 ODA 현황을 개발원조위원회 (DAC: Development Assistance Committee) 회원국들의 ODA수준과 비교 분석함으로써, 한국의 ODA의 문제점을 분석하는 데에 주안점을 두었다. 본 논문은 이러한 한국의 ODA에 관한 현황 분석에 기반을 두어, 그 중에서도 한국의 ODA정책에 있어서 다자 협력의 미비한 수준을 문제점으로 지적하며, 한국의 ODA활성화 방안의 일환으로 파트너십을 제시하고 있다. 이를 위하여 기존의 UN과 비즈니스 분야, UN 과 정부 간의 협력 사례를 제시하고, 이를 바탕으로 파트너십의 장점 및 잠재적 위험 요소를 분석하였다. 본 논문은 이러한 파트너십에 관한 포괄적 연구를 바탕으로 한국의 ODA 전략과 파트너십을 접목시킬 것을 제안한다. 본 논문이 제시하고 있는 파트너십은 크게 두 가지로 나누어 볼 수 있다. 첫째는 국제기구와의 파트너십이며, 둘째는 글로벌 콤팩트(Global Compact) 등을 활용한 시민 사회와의 파트너십이다. ‘개발’ 분야의 중요성이 커지고 있는 UN을 비롯한 국제사회의 동향을 고려하였을 때, 한국의 ODA정책에 국제 기구, 시민 사회와의 파트너십을 접목함으로써, 한국의 ODA정책이 범국민적인 국가 정책이 될 뿐 아니라, 국제 사회에 보다 효율적인 기여를 할 수 있을 것이다.;This thesis studies on South Korea’s ODA (Official Development Assistance) strategies. The first part of this thesis analyzes the current situation of South Korea’s ODA through literature review. By comparison with DAC (Development Assistance Committee) member countries’ ODA, this thesis points out some challenges of South Korea’s ODA. Based on this analysis on South Korea’s ODA, this thesis suggests partnership on ODA as the solution for South Korea’s efficient ODA. To support this idea, it examines the successful cases on partnership and also analyzes the advantages and disadvantages of partnership. Based on this comprehensive study on partnership, this thesis insists that Korean government should make partnership with various sectors on ODA policy. It suggests two types of partnerships: partnership with international organizations and partnership with private sector. It concludes that as ‘development’ issues are getting important in the 21st century, South Korea’s ODA cannot only be ‘the policy of all’ but also contribute to the international society in an effective way by partnership on South Korea’s ODA.
