Abstract
현대 세계는 냉전시대의 양극체제에 의한 대립의 벽을 넘어, 경제, 정치, 문화 등 다양한 분야에서의 긴밀한 협력이 국가간 교류의 주축을 이루고 있다. 이러한 추세는 안보분야에도 예외가 아니어서 국가연합 (UN)을 주축으로 한 평화유지와 안보, NATO와 같은 지역안보협력 체제 등의 성립 등의 다국적 협력양상을 보이고 있다. 이에 반해 동북 아시아는 세계적 추이인 다자간 협력 안보의 부재하며, 냉전의 유산물인 세력균형에 의한 평화유지 양상을 보이고 있다. 미국과 일본의 긴밀한 안보협력과 새로이 부상하는 중국의 견제가 그것이다. 전역방위미사일체제 (TMD)에 관한 팽팽한 대립이 이에 대한 극명한 예가 될 수 있다. 세 나라는 자국의 이익에 기반한 입장을 고수하고 있으며, 특히 중국은 TMD에 관한한 반대입장을 분명히 하고 있다. 이는 아직도 존재하는 삼국간의 세력균형의 극명한 예이다. 미-일 안보동맹과 중국에 걸친 세력균형은 동북아시아의 평화유지의 버팀목이 되고 있으며, 이러한 추이는 큰 변화 없이 계속될 것으로 예상된다. 그러나 장기적인 동북아시아의 평화증진을 위해서는 세력균형에 의한 안보체제에서 다국가간 이해와 협력에 바탕을 둔 안보체제의 확립이 필요하다. 세력 균형 패러다임의 단기적 변화는 가능성이 희박 하나, 이를 위한 노력의 필요성이 간과되어서는 안될 것이다. 다자간 안보 협력 체제의 궁극적 실현을 위한 좋은 출발점의 일환은 신뢰 및 안보 구축 방안 (CSBMs)에 기초를 둔 ARF와 CECAP의 활성화이다. 현존하는 이들 기관을 통한 발전과 긴밀한 협력은 동북아시아 뿐 아니라, 아시아 태평양의 다자 안보체제의 발전에 도움을 줄 것이다. 이는 궁극적으로 아시아의 장기적 평화안보의 초석이 될 것이다.;Multilateral Cooperation on various sectors became a global trend. Along with these unprecedented changes, there have been impressive progresses even in security arena. Worldwide cooperation in UN peacekeeping forces, other regional security cooperation would be the explicit examples. As far as security concerns, however, it seems to be premature to say that Northeast Asia is also following the worldwide trend. I argue that the old security culture, balance of power, which stems from the bipolar system, is still the main power that enables the region to maintain peace and security. The power in Northeast Asia is balanced among mainly three countries, China, Japan, and the United States, and their interest-oriented relationships are very complicated. These complexities now ask these powers to redefine their changing roles in the region. Also, advent of neighbor countries as a important partners force them to move from containment policy to multilateral cooperative security system. Here comes another argument. I argue that the balance of power in the region has been changed and there have been some positive signs towards multilatleral cooperative security. China's changed attitude, changed role of the US and Japan, and ASEAN's growing importance will be shown as supportive evident. The current balance of power security in the region is functioning as means of stabilizer, and this trend will not be changed abruptly in near future. However, the region needs new security paradigm-multilateral security cooperation- for long-term goal. It can be achieved by deeper understanding and more communication each other, The current effort on Confidence Building Measures can be a good fertilizer for the goal. The practical institution based on CSBMs (Confidence and Security Building Measures) such as ARF (ASEAN Regional Forum) and CECAP (the Council for Security Cooperation in the Asia Pacific) can function as step stones for the goal. Therefore the three powers and their neighbors need to expand and develop CSBMs to be more specific and binding. Also, they need to cooperate to find their own Asian CSBMs. In doing this, main powers' role should be redefined. These efforts will lead the region to achieve multilateral cooperative security.
