Environmental regulations for the U.S. Military in Korea

Abstract

이 논문은 현재 주둔하고 있는 주한미군으로 인해 발생하는 환경오염에 대한 관찰을 하고자 한다. 첫번째장에서는 50년이 넘게 한반도에 주둔하고 있는 주한미군의 주둔 근거를 보여 준다. 두 번 째 장에서는 미국방부가 제시하는 해외주둔군에 적용하는 환경 기준들을 살펴본다. 또한 이를 반영하여 주한미군 측에서 제정한 EGS를 논한다. 세 번 째 장에서는 한강 독극물 방류 사건에 대한 관찰을 통하여 실질적인 환경오염의 실태를 보여주고, 이 사건의 여파로 주한미군의 환경오염에 대한 국내 여론의 심화 및 환경보호에 관한 특별양해각서 제정에 미친 영향을 논한다. 네 번 째 장에서는 환경보호를 위하여 한국 측에서 제시할 수 있는 국제협약들은 제시하면서 여기서 찾아볼 수 있는 환경보호의 한계점들을 논한다. 이러한 4단계의 분석을 통하여 현재 주한미국에 의한 환경오염에 대해 대처할 수 있는 방안을 제시하고 살펴본다.;This thesis seeks to study the current situation of environmental contamination by the United States Forces, Korea (USFK). Therefore this thesis will study what kind of regulations and agreements can be applied to solve problems of environmental contamination by USFK. A first section reviews the background of the more than 50 years of stationing of USFK. A second section discusses various kinds of DoD regulations and standards that the US Department of Defense applies to installations overseas. Comparison and analysis of them show how to establish the Final Governing Standard. A third section analyzes the illegal discharge of formaldehyde into the Han River as a case-study. Through this case, this thesis will indicate the current situation of environmental contamination by USFK. A forth section explains several international agreements between the Republic of Korea and the United States of America regarding to the environment. Those agreements provide some favorable basis to protect environmental contamination by USFK. Through this four-step analysis, this thesis will explain and analyze what the present situation on environmental contamination by USFK is. Moreover, this thesis would recommend perspective ways to solve existing controversial environmental problems in a view of the game theory.
