Abstract
The meaning of public park has undergone many changes since it was created. It is still important in terms of securing a green tract of land in cities, which will enhance socializing of urban citizens and activating cities. However, present situation of Korea makes activating public parks already formed much more importance than planning new public parks. Since many damaged parks has been neglected and some of them has even been changed to the crime-ridden districts. Throughout the history, Korea, China and Japan have interacted in various ways because of their geographical locations and their common letters Han letter's. That endows many similarities and developments among these countries. In this dissertation, history of public parks in these countries is discussed in above respects. The development of public parks in these countries has gone through similar procedures in respect that parks owned by people of position were opened to publics. Later, the process was influenced by western cultures at th e point of opening-doors to western countries. This process was affected by rapid urbanization since industrial revolution. There are differences in time, but they have undergone similar steps and destruction of war. In Korea, constructing public parks has been considered systematically since 1958. In China, the formative period of public parks is similar to Korea. However, long lading war and political factors prevent the advancement of urban legislation. As a results, recognition of importance of public park and revision have started since 1976. Meanwhile, in Japan, public parks were used to produce arms and food and facilities of public parks were ejected in second World War. It was since 1945 that they exerted efforts on afforestation and public parks. I have researched on real examples of both Japanese and Chinese modern public parks, in order to figure out the differences and similarities between then 1. The first thing to remember about Chinese public parks is the fact that China is communist county. All public parks in China is under the care of Chinese government. Even though they are open to public, all parks are under the care and eyes of Chinese government. The example of Chinese free public park lacks the basic facilities, but whatever they had are under almost perfect care and are well kept in shapes. Also, the parks are created for people who stays and enjoys at one place, rather than for people who enjoys the walk. Our modern parks in Korea provides the basic resting facilities, but Chinese parks are created to use the space that were around the facilities well. 2. In the case of Japanese modern public park, it is created with good thought of people who would use it. The purpose of Japanese modern public park is to attract and guide the people's use for it. Its purpose is not only well shown in the level of its design, but the design itself is very effective for that purpose. Also in case of Japan, if the public park doesn't have its own maintaining office, the park is maintained by the Office of Green that is in charge of surrounding area. So the park is constantly checked and is in good care for immediate use. I have researched the other Asian nations' modern public park through the real examples of each case. The histories of three Asian nations, China, Korea and Japan, are basically in similar mot of developing. Therefore, this research over Chinese and Japanese public park can be used and will be helpful for resurrecting or helping the dying status of our public parks. Most of our cities are overpopulated significantly. With that in mind, it is better to recreate and repair the parks that are already in place rather than just constructing new grand public park from the scratch. This research of Chinese and Japanese modern public park can be even more developed. If we can study and plan our parks' future with this in mind, we can significantly improve the status of our public parks.;한국과 중국, 그리고 일본의 현대 도시 근린 공원의 연구 -중국, 일본의 실례를 중심으로- '공원 (Public Park)'라는 용어의 의미는, 최초로 생겨난 이후로 현재에 이르기까지 끊임없는 변화를 거쳐 왔다. 현대에 이르러서도, 자연의 녹지가 부족한 도시 공간에 필요한 녹지공간을 확보하기 위한 수동적인 목적에서, 도시 시민들의 여가 활용 장소이자, 시민들의 교류를 통한 사회화와 나아가서는 이를 통한 도시의 활성화를 꾀하기에 이르렀다. 그러나 현재 우리나라의 공원의 현재의 상황 상, 도시 내의 새로운 공원 조성에 대한 계획 못지않게 중요한 것은 기존에 조성되어 도태되어 가고 있는 도심지의 근린공원들의 활성화이다. 관리 소홀로 파손된 시설이 그래도 방치되었거나, 인적이 뜸하고 방범이 제대로 되지 않는 상태에서 우범 지역으로 변하여 더더욱 버려지고 있는 근린공원을 되살리는 것은 새로이 많은 공원을 조성하는 것 못지않게 중요한 일이다. 예전부터 한국과 중국, 그리고 일본의 동양 3개국은 그 지역적인 근접성으로 인하여 수많은 세월 동안 끊임없는 다양한 성격의 교류를 이어오면서 유사한 발전을 거듭해 왔다. '한자'라는 공통적인 키 워드를 가지며 사회적으로 유사성을 갖는 이 3국의 공원에 대한 역사를 탐구하여 역사적으로 정리하였다. 한국과 중국, 그리고 일본의 도시 공원은, 초기 일정 신분의 개인이 소유하고 있었던 정원이 일반에게 공개되어 현태적인 의미의 공원 (Public Park) 으로 변해오기까지 비슷한 경로를 통하여 발전하여 왔다. 초기, 서양의 문물을 받아들이게 될 무렵, 서양의 도시 공원의 형성과 발전의 영향을 받았으며, 이후 일어난 산업 혁명으로 인한 공업화과 계속되어 진행되었던 도시화의 영향으로 급속한 도시의 발전을 이루게 되었다. 시기상의 차이점을 갖으나 비슷한 단계를 거쳐 시작에서 발전, 그리고 좌절과 극복을 시기를 지난 3 개국의 도시 공원들은, 모두 전쟁으로 인한 참혹한 파괴와 황폐의 시기를 딛고 일어난 이후, 급속한 발전을 거듭하는 진화를 이루어 왔다. 한국의 도시 공원의 경우에는 1958년 전후로 하여 체계적이고 계획적인 도시 공원의 조성에 대한 고려가 시작되었고, 중국 도시의 경우에는 도시 공원의 형성기는 한국과 유사하지만 오랜 전쟁과 국내의 정치적인 요소로 인하여 도시 법규의 발달이 오랫동안 정지되고, 1976년 이후에서나 도시 공원의 중요성을 인식하고, 재정비에 들어서게 되었다. 일본의 경우 역시, 제 2차 세계대전의 발발로, 전쟁의 무기 생산, 흑은 식료품의 증산 등의 문제를 해결하기 위하여 도시 공원의 공간이 사용되었고, 이 당시 추출되어간 도시 공원의 철제 시설들과 동상, 파손된 수목들과 녹지의 회복에 눈을 돌린 시기는 1945년에 이르러서였다. 그리고 실제 현재 활발하게 사용되고 있는 중국과 일본의 현대 도시 근린공원을 실제 사례를 선정하여 조사하여, 각 국의 도시 근린공원의 특징을 파악하였다. 1. 중국의 도시 공원의 특징에 있어서 가장 먼저 고려할 특징은 중국은 공산주의 체제 하의 국가라는 사실이다. 중국 국내의 공원은 모두 공안의 관리제체 하에 들어간다. 비록 대중들에게 무료로 오픈 되어 있는 공원이라고 하더라도, 모든 공원은 공안의 관리 및 감시 안에 있었다. 중국의 무료 오픈 스페이스의 경우, 사용자들을 위한 기본적인 시설은 미비했으나, 구비된 시설의 관리에 대해서는 철저했고, 파손된 채 방치되고 있는 시설은 전무했다. 또한 대부분의 사람들이 많이 이동하는 것 보다는 자리를 잡고 편히 한 곳에서 여가 시간을 즐기는 것을 선호한다는 점을 고려한 구성이 돋보인다. 우리나라의 근린공원에서 간략히 필요한 휴식 시설을 설치한 것과는 달리, 조성되어 있는 공간의 주변을 잘 활용할 수 있도록 조성되어 있었다. 2. 일본의 도시 공원의 경우, 사용하는 시민들의 특성상의 차이를 잘 고려하여 구성했다. 사용자들의 사용을 유도하는 그 구성에 있어서 공원의 디자인 단계에서 사용자들에게 제공하려고 의도했던 목적을 잘 드러내며, 또한 효력을 발휘하고 있었다. 또한 일본의 경우, 직접적인 관리소를 가지고 있지 않은 도시 근린공원의 경우에도, 그 구역의 공원을 관리하는 綠의 관리소에서 시설에 대한 자료와 관리를 끊임없이 확인하고 있으며, 그로 인해서 항상 확충되어 있을 뿐만 아니라, 늘 시설이 바로 사용 가능할 수 있도록 준비되어 있다. 이와 같이 실제적인 사례의 조사를 거쳐, 현재 다른 동양의 현대 도시 근린공원을 분석해 보았다. 아시아의 삼국, 한국과 중국, 그리고 일본은 국사의 발전의 성향을 보면, 점진적으로 비슷한 단계를 밟아 가고 있는 것을 알 수 있다. 그러므로 이번 연구에서 살펴 본 중국과 일본의 현재 도시 근린공원의 특징들은, 현재 우리나라의 도태되고 있는 근린공원을 되살리는 것에 많은 도움을 주리라고 확신한다. 현재 도시의 인구 밀집 현상으로 나날이 악화되어 가고 있는 우리나라의 도심지의 현 상황을 고려하여, 무조건적으로 새로이 거창한 공원을 조성하는 것보다, 현재 외면당하고 있는 도심지의 곳곳에 조성된 낙후된 근린공원들은 재조성하여 활발히 활용될 수 있도록 하는 것이, 현재 도심지 시민들의 실질적인 생활의 질을 향상시켜주는 지름길이하고 생각하며, 이 연구의 결과를 연장시켜, 중국과 일본의 근린공원들의 특징을 우리나라의 현대 도시 근린공원에 접목시켜, 좋은 결과를 만들어 낼 수 있을 것이라고 생각한다.
