초등 학교운영위원회의 구성 및 운영 사례 연구

Abstract

학교운영위원회는 학교중심 책임경영제의 수단이 되고 학부모와 지역사회주민이 참여하여 학교공동체를 만들어 가는 학교운영의 의사결정기구이다. 본 연구는 시행초기에 있는 학교운영위원회가 교육현장에서 어떻게 구성, 운영되고 있는 지를 분석함으로써 효율적인 학교운영위원회 운영의 기초자료로 제공되고자 한다. 본 연구의 구체적인 연구문제는 다음과 같다. 1. 학교운영위원회는 어떻게 구성되는가? 2. 학교운영위원회에서 참여적 의사결정은 어떻게 이루어지고 있는가? 2-1. 학교운영위원회에서는 어떠한 참여적 의사결정의 특성이 나타나는가? 2-2. 학교운영위원회 의사결정에서의 참여자의 역할은 무엇인가? 3. 학교운영위원회는 어떻게 운영되고 있는가? 3-1. 학교운영위원회는 어떤 기능을 하고 있는가? 3-2. 학교운영위원회의 운영상의 특징은 무엇인가? 본 연구는 학교운영위원회 운영위원 면담, 운영회의 관찰, 학교운영위원회에 관한 문서분석을 연구방법으로하여 4개의 학교운영위원회 사례(case)에서 이루어졌다. 연구결과를 요약하면 다음과 같다. 학교운영위원회의 구성에 대한 연구결과는 다음 두가지로 요약될 수 있다. 첫째, 운영위원의 구성비율은 교사위원이 26.6%-40%, 학부모위원이 45.4%-53.3%, 지역위원이 11%-15%를 차지하고 있었으며, 시행령에 비해 학부모위원의 구성비율이 교사위원에 보다 비교적 높게 나타났다. 둘째, 운영위원의 선출방법에 있어서 민주적인 절차는 지켜졌으나, 교사위원의 경우 단위학교 운영 편의에 따라 선출규정이 정해짐에 따라 주임급 교사가 대부분을 차지하였으며, 학부모위원의 경우는 전체 학부모들의 의견 수렴기구 상설화의 필요성이 제기되었다. 학교운영위원회에서의 참여적 의사결정에 대한 연구결과는 다음 다섯가지로 요약될 수 있다. 첫째, 학교운영위원회에서는 요구된 의사결정, 공식적 의사결정의 유형이 나타나며, 운영위원의 대표성 미약으로 직접적 또는 간접적 의사결정의 유형에 대하여는 명확하게 구별될 수 없는 것으로 나타났다. 둘째, 학교운영위원회의 참여수준은 형식상으로는 행정가가 참여자들에게 최선의 대안을 결정하도록 요구하고 그에 따른 결정권을 부여하는 참여수준의 가능성이 개방되어 있으나 실질적으로는 행정가의 임시적인 결정에 따라가는 참여수준에 머물러 있다고 할 수 있다. 셋째, 학교운영위원회의 참여적 의사결정의 영역은 학교운영위원회 자체에 관한 안내 또는 관련사항에 대한 의사결정이 많은 부분을 차지하고 있고 그 외 특별활동·클럽활동, 학교행사 등에 관한 의사결정이 주로 이루어지고 있다. 넷째, 참여적 의사결정의 모형에 비추어 볼때 운영위원의 참여하고자 하는 적절성은 있으나 의사결정에 기여하는 전문성은 취약한 형편이어서 운영위원의 참여가 대안의 선택과정에 있어 필요시에 한해 제한적으로 이루어지고 있다. 다섯째, 학교운영위원회 의사결정에서 교장은 최종결정권자·지도자의 역할을, 교사는 수동적, 소극적 참여자·전문적 입장에서의 조정자의 역할을, 학부모는 봉사자·후원자의 역할을 하고 있었다. 학교운영위원회의 운영에 대한 연구결과는 다음 두가지로 요약될 수 있다. 첫째, 학교운영위원회의 기능에 있어서는 안건심의가 비효율적으로 이루어지고, 운영위원의 전문성 결여가 효과적인 기능수행을 어렵게 하고 있었다. 둘째, 학교운영위원회의 성과는 학교시설 마련, 학교운영에 대한 이해 증진, 단위 학교의 자율성 신장 등의 면에서 나타나고 있으며, 학교운영위원회운영의 문제점으로는 학교운영위원회에 대한 지식과 훈련의 부족, 운영위원의 소극적 참여 또는 지나친 참여로 인한 교권침해, 명확한 의사소통의 미비 등이 발견되었다. 이상의 분석결과를 통해 볼때, 앞으로의 학교운영위원회에는 다양한 단위학교 학교운영위원회의 실태를 평가하여 보다 효율적인 운영으로 지원·조장하는 행정적 장치가 마련되어야 하며, 참여적 의사결정 과정을 통한 심의기능의 충실한 수행이 필요함을 알 수 있다. 또한 학교운영위원회를 통하여 단위학교의 자율성과 소속 지역사회에 대한 파트너쉽을 신장시킴으로써 단위학교의 책임경영과 학교공동체가 이루어지도록 학교를 운영해 나가야 할 것이다.;School-Site Council(SSC) is a means of School-Based Management and decision-making organization of school to developing school-community. This research provides with primary material of effective SSC operation by analyzing how SSC is composed of and managed in the early days of enforcement. The specific research questions of this study are the following. 1. How SSC is composed of? 2. In SSC what skills do they use to acomplish their goals in terms of participative decision-making? 2-1. What is the characteristic on their decision making in SSC? 2-2. What role does participant do in decision-making? 3. How about operating of SSC? 3-1. What kind of function SSC is doing? 3-2. What is the special quality of SSC on its operation? This research includes 4 different cases of SSC and used council interview. SSC meeting observation, and content analysis on SSC as research method. And also it used descriptive analysis mainly to support detailed information The abstract of the results of the study is the following summary; 1. The result of the study on SSC can be summarized in the following two points. First, in constitution rate of SSC, teacher member rate was 26.6%-40%, parent member rate was 45.4%-53.3%, and community member rate was 11%-15%. And generally parent member rate was relatively higher that of teacher member rate. Secondly, in the way of election of members, generally they had kept democratic procedure but in case of teacher member, each school had election regulation, so teacher members were mostly head teachers, and in case of parent members, there seemed to be needed established opinion gathering system of whole parents. 2. The result of study on participative decision-making can be summarized as following five points. First, required decision-making and formal decision-making type were found in direct or indirect decision-making type could not be clearly distincted. SSC. but, Because of the lack of representation of council member. Secondly, level of participation of SCC is formally opened to the degree of level which can endow administrator and participants with requirement right on best alternative and decisionauthority, but practically it remains level which others just follow tentative decision of administrator. Thirdly, in terms of the domain issues of participative decision making of SSC, the majority was generally guidance on SCC itself or related matters, and minority was decision making on extra curriculum, club activities and school event. Forth, in the view of model of participative decision making, there is relevance for participant, but speciality which contributes to decision making is weak, so participation of council members is restricted. Therefore they can just participate in the course of alternative selection. Fifth, in the course of decision making of SSC, principal was playing a role of final decision-maker and leader, teachers were passive and negative participant or mediator of special position. and then parents were servant or patron. 3. The result of study about SSC operation can be summarized following two points. First, in terms of SSC consideration function was doing ineffectively and passively for the lack of council members' speciality. Secondly, accomplishment of SSC can be found in providing with school equipment, advance of understanding about school management, and increasement of autonomy in each school. And problems of SSC were the lack of knowledge and training, the invasion of teacher authority resulting from passive or excessive participation of council members and defectiveness of clear communication. As a result, We can know that SCC will need effective consideration function and surpportive encouraging administrative device in the future. And we should operate SCC by enhancing autonomy of school and community partnership.
