서울도심 주차서비스 공급방안에 관한 연구

Abstract

본 논문의 목적은 주차서비스의 효율적 공급방안은 무엇인가 하는 점을 규명하고자 하는 것이다. 이를 위해서 먼저 주차서비스에 대한 개념규정을 하였다. 공공서비스의 기본성격인 비배제성과 비경합성의 기준에 비추어 볼 매, 주차서비스는 경합성과 배제성의 성격을 가지고 있다는 점에서 시장재(private good)이다. 그러므로 주차서비스가 시장재로서의 성격을 가지고 있기 때문에, 주차서비스의 가장 효과적 공급방안은 시장원리에 의해 공급하는 것이다. 이것은 주차서비스 공급체계의 민간부문으로의 완전이전을 의미한다. 그러나 이러한 시장재의 성격을 가지고 있는 주차서비스는 그 공급주체가 공공부문이었다는 점과, 불법노상주차라는 무임승차로 인해 비배제성의 성격을 띠었다는 점, 공영주차장의 요금규정에 의해 시장에 의한 가격형성이 이루어지지 않는다는 점 등의 요인에 의해서 수급균형을 이룰 수 없다는 점을 밝혔다. 따라서 이러한 시장재적 성격을 갖는 주차서비스의 수급균형을 달성할 수 있는 현실적 방안은 주차서비스의 공급주체가 시장기제의 작동에 따라 활동할 수 있도록 하는 것이다. 이는 주차서비스의 공급주체를 민간부문으로 이양할 것을 의미하는 것이다. 이러한 '주차공급 체계의 민간부문으로의 완전이전 방안'과 내용적으로 가장 잘 부합하고 있는 개념이 민영화이다. 왜냐하면, 공공서비스의 공급을 공공부문에서 민간부문으로 이전하는 것을 핵심으로 하는 민영화 개념은 이러한 주차서비스의 시장화에 가장 잘 부합하기 때문이다. 또한 주차서비스가 시장재적 성격을 가지고 있기는 하나, 그 공급체계의 발생과정상 공공부문에서 출발하였고, 이후 그 공급주체가 민간부문으로 이전되는 과정을 밟고 있다는 점에서 민영화의 개념구도는 주차서비스 공급의 시장화- 주차서비스 공급주체를 민간부문으로 이양하는 것-와 일치한다. 서울시의 주차현실을 살펴보면, 급증하는 차량에 비해 도로부족과 주차시설부족 등으로 심각한 주차난을 겪고 있다. 따라서 현실적으로 절실한 주차정책은 주차시설의 공급확대정책이다. 단기적으로 주차시설의 공급을 확대하고, 장기적으로 주차서비스의 수급균형을 달성하기 위해서는 공공부문 주도의 주차서비스 공급정책이 아니라 민간부문 주도의 주차공급 정책이 더욱 효과적이다. 민자유치를 통한 주차서비스 공급은 도심 내에서 대규모 주차시설을 공급하기에 매우 적절한 방안이다. 왜냐하면, 민자유치를 통해 절대적으로 부족한 주차서비스 공급부족을 대규모 주차장 공급을 통해 보충해 나갈 수 있으며, 민간부문에 의해 주차서비스 공급이 이루어짐으로써 주차서비스의 민영화 즉, 시장경제원리를 통한 주차서비스의 수급균형을 달성할 수 있기 때문이다. 그러나 이러한 민자유치를 통한 주차장 확충방안이 활성화되기 위해서는 공영주차장의 요금자율화를 통한 주차요금의 완전자율화와 주차장의 이용률을 저하시키는 불법노상주차를 엄격히 단속해야한다. 이와 같이 민자유치를 동한 주차서비스의 민영화방안은 단기적으로는 현실적으로 절대부족인 도심내 주차수요에 상응하는 주차공간을 확보할 수 있고, 장기적으로는 시장원리에 의해 주차서비스의 균형가격이 형성되어 주차수요를 억제할 수 있는 방안이 될 수 있다고 판단된다.;The purpose of this study is to clarify what should be the efficient program for supplying parking service in the downtown area of Seoul. For this purpose, I firstly examined the concept of parking service. Parking service is market goods in respect of its characteristics of rival consumption and exclusion. As parking service is market goods, the most efficient way of supplying parking service is market mechanism. This means the overall transfer of parking service supply system from public sector to private sector. But as parking service is originated from the public sector, assumes non-rival consumption by free riding( illegal parking on the road), and does not mechanized by the price system in the market due to the price regulation of public-owned parking lots, the equilibrium of the demand and supply in the parking service cannot be achieved. So, the most plausible way of achieving the equilibrium is by the market mechanism. This means the privatization of the parking service supply system. Seoul suffers a serious parking problem by greatly increasing numbers of cars and the lack of parking capacities. So the most urgent need is to enlarge the parking capacities of downtown Seoul by supplying more parking facilities. In short term, more parking areas must be secured. In long term, private sector, not public sector should be the agent of parking service-supply-system to achieve equilibrium. Private capital-invested parking service is the most relevant way of supplying parking service in the downtown Seoul. Only by way of private capital, large scale parking facilities can be supplied to meet the parkmg service demand. Because large capital cannot be mobilized in the public sector in such a efficient way as in the private sector. This implies that the only way to achieve the equilibrium of demand and supply in the parking service by market mechanism is through privatization of the parking-service-supply-system. To facilitate privatization of supplying parking service through private capital invested parking lots, two preconditions must be realized: deregulation of price system and exclusion of the free riding in the parking system. In short, the privatization of parking: service is the most relevant alternative to secure the parking capacities urgently needed in downtown Seoul in short term and to facilitate the market mechanism in the parking service in long term.
