Abstract: 본 연구는 성폭력 신고에 영향을 미치는 군대의 제도적∙문화적 요인을 여성학적 관점에서 탐구한다. 군대의 성폭력 대응 정책은 군 내부적으로 군대 내 성폭력과 여군인력 확대라는 군 인력구조의 변화와 군 외부적으로 성폭력과 성차별에 대한 사회 운동, 법 개정 등의 사회적인 인식과 정책의 흐름에 영향을 받아 개선되는 과정을 거쳤다. 최근 공군 이예람 중사 사건을 기점으로 군에서는 특별법 제정, 군사법원법 개정 등 대대적인 법과 훈령 개정을 추진했으며, 현장에는 성고충전문상담관들을 점차 확대하여 신고와 상담 여건을 보장하기 위한 조치를 시행하고 있다. 하지만 군대의 폐쇄적 문화와 위계적인 구조에서 반복해서 발생 하는 성폭력 문제는 성폭력 대응 정책이 기존의 문화를 변화시키고 있는지에 대한 검토를 요구한다. 본 연구의 연구방법으로는 심층면접을 활용하였으며, 심층 면접의 주 연구참여자는 현역으로 복무 중이거나 전역한 지 6년 이내의 여군으로 선정했다. 추가적으로 성폭력 피해자 지원과 신고의 실천과 관련하여 구체적인 맥락을 보완하기 위해 성고충전문상담관을 보조 연구참여자로 선정하였다.
본 연구의 분석결과는 다음과 같다. 첫째, 정책적 담론에서 군대의 성폭력은 군기 차원의 문제로 제기되고 있었다. 군대에서는 ‘성군기 위반 사고’라는 용어를 통해 성폭력 대응을 추진했으며, 이에 대한 대응책은 개인에 대한 통제를 강화하는 방식으로 이루어지고 있었다. 또한 피해자가 군기를 준수했는지를 판단하는 과정을 거치면서 전형적인 피해자상을 구축하고 2차 피해가 발생하고 있었다. 둘째, 이성애 중심의 사고 안에서 군대는 성폭력을 이성간에 발생하는 것으로 한정 하고 피해자가 다수 발생하는 여군을 성폭력으로부터 안전해야하는 존재로 위치 시키고 있었다. 이러한 정책은 남성인 군인을 기준으로 한 군인상에서 여군을 배제시키고 기존의 문화를 변화시키지 못하는 한계를 가진다. 셋째, 군대 질서를 유지하기 위해 모든 것을 보고하고 통제하기 위한 신고가 아래에서부터 문제를 제기하는 수단이 되었을 때 신고는 모순적인 의미를 가진다. 조직의 내부에서 발생한 일을 신고하는 행위는 일반적으로 수행되는 하향식 의사소통 방식과 달리 하급자가 상관에게 요구하는 것으로 이해되며 위계질서에 반(反)하는 것으로 이해되고 있었다. 성폭력 문제를 조치하고 피해자를 지원하는 데 있어서 군대의 보고체계는 지휘관에게 관리의 책임을 묻는 것이기도 하지만 피해자들이 성폭력을 신고하면서 가장 우려하는 비밀보장과 상충하고 있었다. 넷째, 군대의 남성중심 적 문화는 여군의 유입에 따른 불안정성을 제거하고 기존의 젠더 질서를 유지하 기 위해 여성이라는 성별적 특성과 여성성을 군인의 특성이 아닌 것으로 부각함으로써 여군이 자신의 행동을 규제하도록 소문을 통해 통제하고 있었다. 또한 군 대와 분리할 수 없는 정체성은 조직 내부의 문제를 드러내지 않으려는 경향을 가지며 이러한 상황에서 시행되는 성폭력 신고는 군대를 떠나는 결심을 해야 가능 한 실천임을 보여준다. 다섯째, 군대 질서를 유지하기 위해서 군기를 확립하고 남성성을 강조하는 문화에서 실행하는 성폭력 신고는 기존의 문화에 문제를 제기 하는 것이므로 구성원들의 인식과 문화에서 갈등과 함께 진행되고 있었다. 정책이 강조되면서 오히려 여군들을 보호하거나 배려한다는 목적으로 제외되고, 여군 들은 배제되지 않기 위해 신고할 수 없는 모순적 상황에 놓여있었다.
본 연구에서는 성폭력 대응을 위한 신고에 비판적으로 개입하여 여군의 일상적 경험을 통해 군대의 제도적∙문화적 맥락에서 분석했다는 의의를 가진다. 현장의 군인들은 공식적인 절차로 생각되는 신고보다는 자신을 구성하고 있는 사회적 관 계를 깨뜨리지 않으면서도 군인으로서 일상을 회복할 수 방안으로서 신고하지 않는 모순된 전략을 수행하고 있었다. 이는 조직의 질서에 편입하면서 군인으로 지 내기 위한 전략이지만 제도의 공백 속에서 개인화된 방식으로 진행되고 있었다. 군대에서 성폭력 대응 정책을 마련하고 피해자 지원을 위한 신고를 강조하는 것 은 조직의 차원에서 문제 해결의 의지를 보여주는 것이지만 동시에 문화를 변화시키는 전략을 함께하지 않는다면 피해자들에게 신고의 기회만을 제공하는 형식 적인 제도에서 나아가기 어렵다는 것을 비판하고자 한다.;This study explores the institutional and cultural factors in the military that affect sexual assault reporting from a feminist perspective. The military's sexual assault response policy has gone through a process of improvement, influenced internally by changes in the military's manpower structure, such as sexual assault in the military and the expansion of female military personnel, and externally by social movements against sexual assault and gender discrimination, as well as the flow of social awareness and policies, such as law amendments. In the wake of the recent case of Air Force Master Sergeant Lee, the military has made major revisions to its laws and regulations, including enacting a special law and revising the Military Court Martial Act, and has implemented measures to ensure conditions for reporting and counseling by gradually expanding the number of specialized sexual grievance counselors in the field. However, the recurring problem of sexual violence in the military's closed culture and hierarchical structure calls for a review of whether policies to address sexual violence are changing the existing culture. This study sought to understand how the system for responding to sexual assault, including sexual assault reporting, is implemented in the organizational culture of the military through the experiences of female soldiers. In-depth interviews were conducted as the research method, and the main research participants were female soldiers who were either on active duty or had been out of the military for less than six years. Abstract: 본 연구는 페미니스트와 반페미니스트의 차이를 만드는 계기와 실천의 특징을 질문하며, 페미니즘 리부트부터 반페미니즘 백래시까지의 시대에 주목한다. 한국 여성 청년 페미니스트들의 실천과 대응 방식에서 발견되는 특징과 모순, 한계를 짚으며, 이를 만든 시대적, 사회적 맥락을 파악한다. 개인화된 노력과 구조적 차별 사이의 긴장은 여성 청년 페미니스트와 반페미니스트의 논리와 작동이 공유하는 지점과 상충하는 지점을 드러낸다. 각 사건이 발휘한 효과, 행위자들의 정동과 전략의 분석을 통해, 페미니스트와 반페미니스트의 차이를 만드는 계기와 인식론적 실천의 특징 역시 포착된다.
본 연구는 주로 온라인을 통해 활성화된 반페미니즘 백래시의 발현이, 특히 페미니즘과 가장 긴밀한 연관성을 표출하는 여성 청년층의 실제 삶에 깊은 영향을 미치고 있다는 발견에서 출발했다. 페미니즘과 청년 세대의 관계, 세대 맥락과 명명의 방식, 시대적 특징과 실천의 특징 등에 관한 다층적 탐구가 충분히 진행되지 않았다는 문제의식으로 본 연구는 다음의 세 가지 질문에 대한 답을 찾아갔다.
첫째, ‘페미니즘 리부트’를 주도한 여성 청년층의 특성과 이 집단의 페미니스트 실천에서 발견되는 주요 특징, 그리고 이러한 특성을 만들어낸 사회적 맥락은 무엇인가.
둘째, 반페미니즘 백래시는 어떻게 사회에서 힘을 얻었으며, 이 반발의 방식이 여성 청년 페미니스트의 인식론적 실천에 미친 실질적 영향은 무엇인가.
셋째, 페미니즘과 반페미니즘의 대중화 과정에서 페미니스트 인식론을 체화한 여성 청년 페미니스트들의 실천 전략이 만드는 효과와 모순, 후속 과제는 무엇인가.
본 연구는 위의 연구 질문에 대한 답을 찾기 위해 반페미니즘 백래시가 활성화된 2021년 여름부터 2023년까지 봄까지 여성 청년 페미니스트 50명과의 심층 면접을 수행했다. 또한, 반페미니즘 백래시의 구체적 작동 방식을 포착하기 위해 페미니즘 리부트의 최초 시점으로 언급되는 2015년부터 2022년까지 주요 언론사의 기사를 중심으로 미디어 분석도 시행하였다.
본 연구의 주요 내용은 다음과 같다.
첫째, 여성 청년 페미니스트들의 ‘페미니즘 리부트’에서 발견되는 가장 큰 특징은 개별적 노력과 자유로운 선택을 통해 무엇이든 할 수 있다는 공고한 믿음의 붕괴, 즉, 인식론적 무적성의 붕괴에 있었다. 여성운동의 성취이기도 한 여성의 고등 교육 기회와 노동 시장 참여 확대, 함께 퍼진 ‘알파걸’ 담론은 페미니즘을 구시대의 유물이자 이미 완료된 프로젝트를 반복하여 설파하는 시대착오적 사상으로 간주하는 흐름을 만들었다. 페미니즘 리부트를 추동한 주체로 지목되는 여성 청년 페미니스트들은 이러한 포스트 페미니즘의 영향을 받으며 성장한 세대였다. 하지만 2016년 일상적 공간에서 생존을 위협하는 젠더 기반 폭력이 발생했다는 사실과 이 사건을 ‘묻지마 폭력’으로 언급하는 후속 조치는 여성의 사회적 지위가 이미 상당한 수준에 도달했다는 신화의 허구성을 환기했다. 불확실성 속에서 여성 청년 페미니스트 집단은 가장 익숙한 도구인 지적 실천을 이어갔다. 독서와 글쓰기는 개별적 실천과 공동체적 실천으로 이어지며 인식론적 공동체를 구성했다. 몇 년 후, 여성 청년 집단은 자신을 페미니스트로 정체화하는 비율이 가장 높은 집단이 되었고, 선거에서도 유의미한 정치적 영향력을 발휘하게 되었다.
문제는 축적된 지식과 언어가 광범위한 사회적 인정으로 이어지지 못했다는 점이었다. 여성들이 획득한 역량은 제반 조건과 기회의 확대, 평가 기준의 변화로 연결되지 않았다. 구조적 성차별의 문제를 공론화하고 ‘공정’의 개념을 재구성하는 과정에서 ‘역차별 담론’이 부상했고, 페미니스트들의 주장은 ‘무능력자들의 투정’으로 간주되었다. 리부트 후 몇 년 동안 여성-청년-페미니스트 세대 단위가 자신의 지식을 계속해서 수정하며 새롭게 구성하는 동안, ‘시대착오적 페미니즘’이라는 동일한 감정 공동체에 속해있었던 반-페미니스트 청년 세대 단위가 지식의 수정과 재구성을 멈추며 발생한 일이었다. 공동체의 지식이 외부의 사회와 충돌하며 발생한 무력감을 탈피하는 방안으로 여성 청년 페미니스트는 새로운 지식의 도구, ‘백래시’의 개념을 동원하고 선언했다.
둘째, 여성 청년 페미니스트 세대를 형성한 배경이자 페미니즘 실천의 가장 강력한 도구인 지식과 지식인의 지위를 취약하게 만들며 일상에 긴밀한 영향을 미친 체계적 인식론적 폭력이 포착되었다. 리부트의 최초 시점으로 언급되는 2015년부터 한국 미디어 속 페미니스트의 묘사 방식, 지적 권위의 부여, 사건 해석, 리부트 세대의 언어 활용에서 관찰된 훼손과 오독, 전유의 결과였다. 우선, 시대적 흐름으로 간주되었던 페미니즘의 가치는 페미니스트 선언과 함께 인물로 형상화되며, 페미니스트를 검증의 대상으로 삼는 형태로 전환되었다. 선언 전후의 행보에 대한 대중적 검증의 방식은 특히 아직 일정한 지위를 갖추지 못한 여성 청년 페미니스트의 활동을 축소하는 대상화로 이어졌다. 또한, 이전까지 사용되지 않았던 새로운 용어 ‘페미 논란’ 등은 페미니스트 의제와 함께 유발되는 정동을 바꿔냈다. 문제적 존재로서 페미니즘과 페미니스트가 제시되며, 페미니스트를 향한 혐오 발언이 정당화되었다. 이는 여성 청년 페미니스트들의 일상적 관계망, 독립을 위한 자원, 사회적 신뢰의 손상으로도 나타났다. 페미니즘 리부트 세대가 자주 사용하는 언어 도구의 전유도 포착되었다. 성차별의 폭발적 공론화를 끌어낸 대표적 표현 ‘여성 혐오’는 ‘혐오’의 의미가 전유 되며 힘을 잃었고, 역으로 페미니스트와 페미니즘을 공격하는 도구로 활용되었다.
셋째, 지위와 언어의 훼손으로 취약한 지식인의 위치에 놓인 여성 청년 페미니스트들은 두 가지 즉각적인 저항의 전략을 시작했다. 우선, 강남역 10번 출구에서 이미 경험한 적 있던 인식론적 무적성의 두 번째 붕괴를 경험한 뒤, 새로운 지식과 지식을 발굴할 언론, 출판, 소셜미디어 등의 플랫폼을 지속하여 만들었다. 이어, 증언적 질식과 해석적 질식으로 해석되는 인식론적 질식이 등장했다. 대화 거부와 침묵 등의 표출은 더 이상의 설득과 설명을 포기한다는 선언, 더 이상의 지적 돌봄을 행하지 않겠다는 이 파업 선언이었다. 사회적 소수자에게 끊임없이 요구되는 설명과 설득의 책임을 더 이상 감당하지 않겠다는 선언이자, 차별 행위를 지속해 온 이들과의 거리를 선포함으로써 의존도를 낮추고 독립적인 세계를 구축하겠다는 의지의 표출이기도 했다.
인식론적 돌봄 파업의 선언 이후 거듭 이어진 여성 청년 페미니스트들의 인식론적 취약성의 배양은 구조적 성차별의 해법을 찾는 페미니스트 실천으로 이어졌다. 먼저 정서적, 신체적 차원에 주의를 기울이며 자신의 감각을 바꾸는 실천이 ‘밈’ 화 된 혐오 발언 대상이었던 페미니스트들의 ‘자기 복구’ 과정에서 발견되었다. 실재하는 ‘몸’의 감각을 소환하거나 타인과의 관계망 안에서 자신의 위치와 정동을 재확인하는 방안도 동원되었다. 성장 과정의 주요한 가치관이었던 성공과 자기 계발, 임파워먼트에 대한 재고찰과 우울의 의미를 전복하는 움직임도 포착되었다. 생애 궤적에 따른 관계망과 사회 제도의 변화를 제안하는 등 보다 구체적인 사회적 조건이 검토되었다. ‘정상 가족’과 나이에 따른 기존 규범에의 도전은 원가족과의 관계, 아래 세대와의 관계를 변화시키는 실천으로도 발현되었다. 자신의 정동을 사회적으로 의미화해 온 세대는 동원할 수 있는 모든 방법을 활용하여 자신을 지키는 법을 찾았고, 무력감과 우울은 페미니즘의 의제를 생존의 영역이자 엄밀한 정치의 영역으로 강조했다. 양가적 면모도 눈에 띄었다. 자율적이지 않은 존재, 주체적이지 않은 존재로서의 자신을 받아들이는 데에서 발현된 두려움은 자신의 우울과 괴로움을 승인하고 공개적으로 말하는 데에서의 여전한 어려움을 보여주었다. 개인적 극복을 촉구하는 포스트 페미니즘 방식으로의 귀결은 집단적 언어화로부터 사회가 아무런 것도 배우지 못했다는 방증이자, 우울의 취약성에 대한 사회적 승인이 이뤄지지 않은 현실을 드러냈다. 사회 변화를 추동할 동력을 상실하게 하는 인식론적 살해의 결과기도 했다.
두 번째 갈래의 인식론적 취약성의 배양은 반페미니즘을 만나며 더욱 활성화된 지적 실천의 방식이었다. 알지 못한다는 것, 틀렸다는 것, 자기 생각과 신념을 모험하는 데 열려있으며 자신을 투영하고 모르는 것을 배워야 한다는 지침은 억압과 폭력의 환경 안에서 다시 발휘되었다. 자기 인식과 특권의 발견은 지식의 확장으로 이어졌고, 지식의 취약성에 대한 인지는 지적 범위와 실천의 방식을 확장하는 결과로 나타났다. 자신과 입장이 다른 갈래를 향한 공격을 목도하며 오히려 이해의 도구를 획득했고, 익숙한 도구인 지식 체계를 정비하는 과정에서 ‘계보’의 감각과 특권적 지위를 발견했다. ‘선배 페미니스트’에 대한 열망은 지식의 지위와 권위를 확보하며 인식론적 부정의를 극복할 자원, 새로운 역량 평가 기준의 필요성을 보여주었다. ‘선배 페미니스트’와의 불일치는 자신을 둘러싼 현실을 인식하고 의제를 발굴하는 계기가 되었다. 이러한 지적 확장의 과정에서 지식을 쌓는 방식 자체에 대한 문제 제기와 함께 온라인 중심의 지식 습득 방식이 가진 한계점도 지적되었다. 익숙한 지식 습득의 방식을 낯설게 보는 무적성의 붕괴는 반페미니즘의 도식에서 발견되는 서사와 의사소통의 방식을 이탈할 방법을 제안하거나, 대립 항과의 대결 구도 안에서 제안되지 않는 의제를 재조망하는 것으로 이어졌다. 페미니즘 리부트 이후 활성화된 인식론적 취약성의 반복된 배양은 공통된 시대와 사회적 맥락을 살아가는 방식의 차이를 만들었고, 이후 발견될 점진적 변화를 예측하게 했다.
본 연구의 함의는 다음과 같다.
첫째, 본 연구는 우선 메갈리아와 강남역 10번 출구 사건, 이른바 ‘페미니즘 리부트’ 이후 자신을 페미니스트로 정체화한 여성 청년 페미니스트들의 실천과 이후의 양상에 따른 대응을 다각도에서 포착한 기록물이다. 사회적 맥락과 행위자 사이의 상호작용을 해석함으로써 ‘젠더 갈등’이라는 단순한 진단, ‘청년’이라는 구별의 질서로만은 설명될 수 없었던 관점을 제시했다. 이는 분절된 단위로서 세대 혹은 집단을 상정하던 전제에서는 이해되지 않았던 행위의 맥락을 파악하게 한다. 이는 또한, 어떤 입장을 가진 독자들, 다른 세대에 속하는 독자들에게도 역시 영향을 미치는 공통의 사회적 맥락을 읽어낼 수 있게 한다. 이러한 관점의 전환이 여성 청년을 중심에 놓는 정책과 교육의 새로운 기반이 되리라 기대된다.
둘째, 본 연구는 지식 공동체의 형성과 인식론적 부정의와의 충돌 과정에서 드러나는 역동을 포착하며, ‘인식론적 취약성’의 개념으로 취약성의 의미를 전복하고자 했다. 촉발된 사건, 공동체의 형성과 지식의 확장 등 다각도의 요소에서 새로운 지식의 구성 과정을 살펴보며 지식의 사회적 영향력과 한계를 탐색했다. 인식론적 부정의의 작동과 행위자의 대응에 관한 분석은 페미니스트 페다고지 방법과 실천, 혐오표현에 대한 대응과 차별금지 조항의 제반 조건 마련, 매체별 활용 방안과 미디어 리터러시 교육, 새로운 지식 플랫폼의 개발 제안 등으로 활용될 수 있다. 이 과정에서 연구의 진행을 위해 본 연구에서 고의로 제외한 집단들에 영향을 미치는 특유의 사회적 맥락을 포착하는 후속 연구도 진행될 수 있다.
셋째, 본 연구는 물결이 치고 빠진다는 은유로 서술되던 선형적 진보와 후퇴의 서사만으로는 드러내기 어려웠던 페미니즘 리부트-페미니즘 백래시의 사회적 의미를 추적하며 반페미니즘의 방식을 돌파해 갈 다양한 갈래의 해법을 제안하고자 했다. 이 과정은 섣부른 진보와 퇴보의 진단으로 포착되기 어려웠던 복잡한 사회적 구조를 읽어내는 힘이자, 다중적 관점에서 사회적 사건의 복합적 의미를 추론하는 교차적 관점의 시도로도 이해된다. 이는 또한, 특정한 세대 집단의 기회이자 전보다 나아진 ‘진보 상태’로 진단됨으로써 비가시화되어 온 독특한 구조적 차별의 양상을 포착하는 가능성을 제시한다.
넷째, ‘여성-청년-페미니스트’라는 세대 단위를 기준으로 사회적 맥락을 바라보는 이 시도는, 성장 과정에서 이미 익숙한 것으로 체화되었던 삶의 방식과 세대 배경이 된 사건의 대응 방식을 검토하는 과정을 통해 개인화된 노력과 사회 구조적 차별의 긴장 관계를 드러냈다. 이러한 시도는 관습적으로 큰 고민 없이 사용되었던 ‘세대’ 개념의 여성학적 활용을 제안하는 예시이자 세대와 관련된 활발한 후속 연구의 방향성을 제안하는 연구로서의 의미가 있다. 여전히 한계를 갖고 있는 세대 규정의 방식이 앞으로 더 확장되어 가기를, 세대의 의미를 지속하여 재구성하는 방식으로도 확장되기를 고대한다.
;This study focuses on the aspects and characteristics of political practice that differentiate feminists from anti-feminists. From feminist reboot to anti-feminist backlash, The social and periodic context that produced the characteristics, contradictions, and limitations observed in the practices and responses of young Korean feminists, ranging from a reboot to anti-feminist backlash, was identified. By grasping the periodic and generational context in the shared logic of young feminists and anti-feminists, which seem to conflict, we tried to capture the tension of personalised efforts, structural discrimination, and agency as a feminist, leading to the effects and strategies of agents.
The study aimed to address the following three questions, recognising that while the online manifestation of anti-feminism backlash significantly affects the lives of young feminists, there has been limited exploration of feminism within the generational context, naming method, and the characteristics of the time and practices.
First, what are the characteristics of young feminists who are considered to be at the forefront of the ‘feminist reboot’, the main features of this group’s feminist practice, and the social context that created those attributes? Second, what factors contributed to the rise of the anti-feminist backlash within the society, and what is the tangible effect of this oppositional strategy on the epistemic practice of contemporary feminists? Third, what are the effects, contradictions, and follow-up tasks of the practical strategies of young feminists who embody feminist epistemology?
To address these questions, fifty young Korean feminists participated in in-depth interviews between the summer of 2021 and the spring of 2023. In addition, to capture the mechanics of anti-feminist backlash, a media analysis was performed. This analysis focused on articles from major media from 2015 to 2022, which is the first time point of the feminist reboot.
This study’s major contents are as follows:
First, the collapse of the solid belief that anything can be done through individual efforts and free choices —the collapse of epistemic invulnerability —was the most significant characteristic found in the ‘feminist reboot’ of young feminists. Women’s opportunities for higher education, which is also the achievement of the women’s movement, increased participation in the labour market. Moreover, the discourse of ‘alpha girls’ that spread together created a trend of viewing feminism as a relic of the old-fashioned and an anachronistic idea that repeatedly preaches projects that have already been completed. The young feminists, widely considered the driving force behind the feminist reboot, belong to a generation that grew under the influence of post-feminism.
However, the occurrence of gender-based violence that threatened survival in everyday spaces in 2016 and the follow-up measures to label this incident as ‘do not ask why violence (Mudjima crime)’ evoked the myth’s fictitious structure that women’s social status has already attained a considerable level. Amid the uncertainty, the young feminist group continued to practice the most familiar tool, intellectual practice— which involves reading and writing at both the individual and community levels, thereby establishing epistemic communities. A few years later, during the election, the young feminists demonstrated significant political influence.
The problem was that the accumulated knowledge and language failed to achieve widespread social recognition. The competencies acquired by women did not result in the expansion of conditions and opportunities or changes in evaluation criteria. In the process of publicising the issue of structural gender discrimination and reconstructing the concept of fairness, ‘reverse discrimination’ discourse emerged. Consequently, feminists’ arguments were regarded as ‘the grunt of the incompetents’. Following the reboot, the young feminist’s generational unit consistently revised and reconstructed their knowledge, whereas the young anti-feminist generational unit, which belonged to the same emotional community called ‘anachronistic feminism’, stopped revising and reconstructing knowledge. To escape the sense of helplessness that occurred when the community’s knowledge collided with the outside society, the female youth feminist declared a new tool of knowledge called ‘backlash’.
Second, an examination was conducted into the systematic epistemic violence that profoundly influenced everyday life. The status of knowledge and intellectuals, which provided the young feminists with their foundation and served as the most potent instrument in feminist practice, was consistently weakened. Damage, misreading, and appropriation of young feminists’ language have been observed in the Korean media since 2015, when the reboot was initiated. These issues pertain to the granting of intellectual authority, interpretation of events, and description of feminists. First, the value of feminism, regarded as the prevailing trend, was embodied as a person along with the feminist declaration and transformed into an objectification to verify. The process of publicly verifying actions before and after the declaration led to objectification, which reduced the activities of young feminists who lacked a certain status. In addition, the introduction of a new and unused term, such as the ‘femi-controversy’, changed the effects triggered along with the feminist agenda. Feminism and feminists were depicted as problematic, and hate speech against feminism was deemed acceptable. This phenomenon was detrimental to the support system of young feminists, their ability to access resources and to build social trust. The appropriation of language tools frequently used by the feminist reboot generation was also captured. The term ‘misogyny’, which drew out the explosive public debate of gender discrimination, lost its power as the meaning of ‘hate’ was appropriated. Conversely, it was used as a tool to attack feminists and feminism.
Thirdly, young feminists, who were placed as vulnerable intellectuals due to damage to their status and language, initiated resistance to two strategies. First, after experiencing a second collapse of epistemic invulnerability following the Gangnam Station murder case, they persisted in creating platforms such as the media, publications, and social media to discover new knowledge. The concept of epistemic smothering, including testimonial and hermeneutical smothering, has emerged. The declaration of giving up any more persuasion and explanation and that of no more epistemic care were expressed as refusal and silence. Moreover, it declared that it would no longer be responsible for providing explanations and persuasion, which is constantly required of social minorities. It has expressed its will to lower dependence and build an independent world by distancing itself from those who have continued discriminatory acts.
Cultivating epistemic vulnerability among young feminists after the declaration of an epistemic care strike has prompted feminist practice to seek solutions to structural gender discrimination. First, the practice of changing one’s senses by focusing on the emotional and physical dimensions was discovered in the self-care process of feminists as an object of ‘meme’ hate speech. Measures were also mobilised to summon the sense of the existing ‘body’ and reaffirm one’s position and affection within the network of others. Movements to subvert the meaning of depression and success, self-development, and empowerment, which are central to the values of the growth process, were also detected. More specific social conditions were reviewed, including the proposition of changes in the relationship network and social system according to life’s trajectory. The challenge to the existing norms according to the ‘normal family’ and age was also manifested as a practice of changing the relationship between the original family and the younger generation. Throughout generations, individuals who have established their affections in a social context have found ways to protect themselves by utilising all possible methods. Furthermore, feelings of helplessness and depression have emphasised the feminist agenda as an area of survival and a strict area of politics. The ambivalent aspect was also remarkable. The fear expressed in accepting oneself as a non-autonomous and non-subjective being demonstrates the difficulty in approving and speaking out about one’s depression and suffering. The consequence of a post-feminism method that urges personal overcoming is proof that society has not learned from collective verbalisation, and it reveals the reality that social approval of vulnerability in depression has not been made. It was also the result of ‘epistemicide’ that led to the loss of the driving force for social change.
Cultivating epistemic vulnerability became a more active intellectual practice when confronted with anti-feminism. The guidelines for uncertainty fallibility, intellectual curiosity, projecting oneself, and learning what one did not know were re-emphasised in an environment of oppression and violence. The discovery of self-awareness and privilege has led to the expansion of knowledge and the scope of intellectual knowledge and practice methods, while also recognising the vulnerability of knowledge. Witnessing an attack on a branch that differed from one’s position provided a tool for understanding and discovering the sense and privileged status of ‘genealogy’ in reorganising the knowledge system, a well-known tool. The aspiration for ‘senior feminists’ presented resources and criteria for evaluating competence to secure knowledge’s status and authority and overcome epistemological negativity and inconsistency. Engaging with ‘senior feminists’ provides an opportunity to recognise the existing reality and discover their agenda. During intellectual expansion, the issue of accumulating knowledge itself was raised, and the limitations of the online-centred knowledge acquisition method were also highlighted. The collapse of invulnerability, which unfamiliarised the familiar way of acquiring knowledge, has led to suggestions for breaking away from the narrative and communication found in the scheme of anti-feminism or reconsidering agendas that are not proposed within the structure of confrontation with the opposition. The repeated cultivation of epistemic vulnerability, which was activated after the feminist reboot, has significantly impacted our common times and social contexts, and is expected to bring about progressive changes in the future.
The implications of this study are as follows:
First, this study is an archive that captures the practices of young feminists who have identified themselves as feminists after the Megalia and Gangnam Station murder case, as well as the so-called ‘feminism reboot’ from various angles. This particular understanding of the interplay between social context and agents cannot be adequately accounted for through the narrow categorisation of “gender conflict” or the distinction of “young generation”. Furthermore, reading common social contexts also affects readers across generations and positions. The shifting perspective will serve as a new foundation for policies and education for young women.
Second, this study attempted to redefine vulnerability through the concept of ‘epistemic vulnerability’ to capture the dynamics of the conflict between forming a knowledge community and experiencing epistemic injustice. Knowledge’s social influence and limitations were explored by examining the process of constructing new knowledge from factors such as triggered events, community formation, and knowledge expansion. Analysing the operation and response to epistemological injustice and the actor can be used as a feminist pedagogy method and practice. It can also serve as a response to hate expressions, preparation of various conditions for anti-discrimination provisions, utilisation plans for each medium, media literacy education, and new knowledge platform development proposals. In this process, a follow-up study can be conducted to capture the social context that affects groups deliberately excluded from this study to proceed with the research.
Third, this study attempted to suggest various solutions to counter the anti-feminism method by tracing the social significance of the feminist reboot-feminism backlash. This was challenging to reveal using only the narrative of linear progress and retreat, which was described as a metaphor for wave hitting and falling. This process is understood as the power to read complex social structures that were previously difficult to capture through the diagnosis of premature progress and regression and as an attempt at a cross-view to infer the complex meaning of social events from intersectional perspectives. Additionally, it presents the opportunity to examine a particular generational group and the possibility of capturing unique structural discrimination that has been invisible by being diagnosed as an improved ‘progressive state’ than before.
Fourth, examining the social context through the lens of the generational unit of ‘women-youth-feminist’ revealed a tense relationship between personalised efforts and social structural discrimination. This tension was embodied in the familiar growth process and the generational background that shaped responses to events. This attempt is meaningful as an example of proposing the feminist use of the concept of ‘generation’ that was conventionally used without much consideration. It also serves as a study that suggests the direction of active follow-up research related to generation. Abstract: 본 연구에서는 가족돌봄청년 여성의 돌봄 경험을 취업-결혼 중심 ‘생애과업’과 젠더화된 돌봄이 경합하는 장으로 위치시킴으로써, 가족돌봄청년 논의에서 선험적으로 문제시되는 ‘생애과업’ 달성의 어려움이 중산층 남성 중심적 시간 규범에 근거하고 있음을 규명하고자 하였다. 가족돌봄청년 여성들은 국가적인 정책의 대상으로 설정된 ‘청년’과 딸의 위치성이 교차하는 지점에 놓여 있다. 우선, ‘가족돌봄청년’의 범주는 코로나 바이러스의 확산에 따른 전국가적 팬데믹이라는 상황 속에서 청년기와 돌봄의 관계가 특정한 방식으로 배치되며 등장하였다. 팬데믹으로 출현한 정책들은 돌봄을 가족의 영역으로, 청년을 일자리 영역으로 배치하였고, 여러 전문가들의 인터뷰나 언론, 관련 조례 등에 의해 가족돌봄청년은 ‘돌봄 때문에 생애주기 과업을 실현하지 못하는 청년’으로 재현되었다. 이처럼 ‘학업-취업-결혼’이라는 생애과업에 어려움을 겪고 있다는 설명은 중산층 남성 중심적 생애주기를 규범화함으로써 생애과업 수행과 돌봄의 관계를 선험적으로 문제시하였다. 이에 따라 그동안 젠더화된 형태로 존재했던 가족 돌봄이 중산층 남성중심적 생애과업과의 관계 속에서 몰성화된 언어로 재현되었고, 가족돌봄청년 여성들이 경험하는 청년기와 돌봄 경험의 다층적 맥락을 축소하였다. 실제로 가족돌봄청년 여성들이 겪는 노동의 불안정성과 수도권으로의 이주 경험은 이들에게 돌봄 책임이 돌아가는 배경으로 작동하였고, 한국 사회에서 ‘혼인’과 ‘장녀’가 지니는 의미는 혼인하지 않은 딸들을 언제든 가족과 함께할 수 있는 존재로 위치시키며 돌봄자 역할을 내면화하게 만들었다. 이 과정에서 가족돌봄청년 여성들은 불확실한 노동 시장과 가족 돌봄 사이를 끊임없이 넘나들고, 가족 내에서 자신의 역할을 재정립하거나 돌봄 관계를 재구성하며 돌봄자 역할을 수행했다.
본 연구는 이러한 맥락에서 가족돌봄청년이 된 여성들이 지속적인 갈등을 경험하고 있음을 드러냈다. 표준화된 ‘생애과업’ 달성에 초점을 맞춘 가족돌봄청년 논의는 불균형한 돌봄 분배의 구조적 원인을 소거함으로써, 중산층 남성 중심적 시간 규범과 돌봄의 가족중심성 사이에서 발생하는 갈등과 타협의 과정을 개인의 문제로 축소했다. 의료 현장과 돌봄 정책들은 돌봄을 할 수 있는 가족 구성원이 있다는 ‘정상가족’을 전제한 채 유지되고, 가족이 가족에게 의존할 수밖에 없는 사회 구조를 만들었다. 이에 따라 가족돌봄청년 여성들의 생활 반경은 돌봄 대상자를 중심으로 형성됨으로써, 가족돌봄청년 여성들은 자신들의 독립적인 시공간에 대한 필요와 가족돌봄 사이의 갈등과 모순을 경험했다. 뿐만 아니라 가정과 분리된 노동시장과 ‘평범한 청년’ 네트워크로부터의 주변화는 가족돌봄청년 여성을 지속적으로 가족으로 회귀시켰다. 이 과정에서 가족돌봄청년 여성들은 개인화된 방식으로 그들의 생애 전망을 개발할 것을 요구받게 되었다. 이에 따라 가족돌봄청년 여성들은 가족 돌봄과 불안정한 미래에 대비하기 위해 비정규직 부업 활동을 시작함으로써 ‘청년 돌봄 트랙’에 진입하게 되었다.
가족의 영역에 배치된 가족돌봄청년 여성들은 가족돌봄을 앞으로의 생애에 지속적으로 기입되는 연속적인 과정으로 받아들임으로써 자신의 생애를 기획하고 있었다. 우선 가족 돌봄과의 관계 속에서 자신의 결혼 계획을 조정하고, 가족 돌봄을 자신의 경력에 도움이 될 수 있도록 전략적으로 활용하기도 하는 등, ‘청년기’의 ‘생애과업’을 돌봄 중심적으로 재편했다. 뿐만 아니라, 돌봄의 초점을 자신에게 옮겨오기도 하고, 돌봄 관계에 국가를 포섭하기도 하면서 잘 돌볼 권리를 확보하기 위한 전략들을 세워 나가기도 했다. 이들의 선택은 아픈 가족에 대한 제도적 지원이 미비한 상태에서 비롯되는 예측 불가능성과 위험을 회피하기 위한 행위성으로 해석할 수 있다. 이를 바탕으로 본 연구는 ‘보편적 돌봄제공자 모델’로의 이행을 위해서는 돌봄이 생애의 어느 시점에서도 발생할 수 있는 일상적인 일이며, 한 번 시작되면 쉽게 끝나지 않는 연속적인 과정이라는 이해를 기반으로 가족 돌봄에 대한 패러다임의 전환이 필요함을 논하고자 했다.
본 연구는 최근 ‘청년’ 문제로 새롭게 부상하고 있는 ‘가족돌봄청년’ 논의가 몰젠더화된 형태로 재현되고 있음을 지적함으로써, 선험적으로 문제시되는 가족돌봄청년들의 ‘생애과업’ 달성의 어려움이 중산층 남성 중심적 시간 규범에 근거하고 있음을 규명했다는 점에서 의의를 갖는다.;This study examines the conflict between caring and 'life tasks' experienced by young women in family care. Young women with caring responsibilities often find it difficult to fulfil their tasks because of their caring responsibilities, despite being classified as 'youth' in policy. The study highlights that current youth policies focus on employment and marriage, perpetuating the stereotype of young carers as young people who are unable to fulfil their life tasks because of caring responsibilities. The assertion that young family carers face difficulties in achieving life tasks such as education, employment, and marriage implies a predetermined assumption about the relationship between caregiving and the performance of life tasks. This assumption is based on naturalized, middle-class and male-centric life cycle. This study critiques the tendency to oversimplify the conflict between middle-class, male-centric time norms and the family-centered caregiving system as individual issues.
Female carers often find themselves caring for families because of their position in an unstable labour market and their role as daughters. They have to juggle their caring responsibilities with other tasks in their lives and adjust their schedules accordingly. Thus, their choices and efforts can be interpreted as subjective actions to avoid uncertainty and risk due to the lack of institutional support for family care. Abstract: 본 연구에서는 월경하는 비여성(non-women) 트랜스젠더퀴어의 삶을 통해 젠더화된 월경을 퀴어링(queering)하고자 한다. 월경의 퀴어링은 월경과 여성/성의 상호구성을 탐구함으로써 월경을 탈젠더화(de-gendering)하고, 월경하는 트랜스젠더퀴어 몸을 예외적인 것으로 규정하는 정상성 규범을 해체하는 것을 의미한다.
월경운동에서는 월경이 성차별과 종속을 정당화하는 기제로 활용되어 왔음을 드러내고, 월경에 덧붙여진 사회문화적 금기에 저항해왔다. 페미니스트들이‘여성’ 대신 ‘월경하는 사람들’이라는 용어를 채택하였던 것은 보다 포괄적인 월경운동을 지향하기 위함이었다. 하지만 2010년대 중반 이후 온라인 일각에서 부상한 트랜스배제적 래디컬 페미니스트 수사 안에서 월경에 대한 젠더중립적 용어 사용은 ‘여성지우기’로 환원되기도 한다. 이 연구는 위와 같은 맥락에서 월경하는 비여성 몸의 존재가 지워지는 것에 대한 문제의식을 바탕으로 한다. 본고에서 트랜스젠더퀴어로 지칭되는 이들은 트랜스남성과 논바이너리퀴어를 포함하며, 이들은 지정성별 여성인 비여성으로서 월경을 하고 있거나/했던 적이 있는 몸에 해당한다.
연구자는 트랜스남성 혹은 논바이너리로 정체화하는 연구참여자 25인을 심층인터뷰하였다. 본론의 각 장에서는 비여성 트랜스젠더퀴어로서 트랜스남성과 논바이너리의 월경이 맥락을 두고 있는 제도적·담론적 조건을 검토하고, 트랜스젠더퀴어의 구체적인 일상에서 월경과 비여성 정체성의 관계를 탐구하였으며, 월경과 관련된 한국사회의 법제도와 규범을 살펴보았다. 연구 결과를 요약하자면 다음과 같다. 우선, 트랜스젠더퀴어의 월경 및 월경중단은 법제도적·사회문화적 맥락과 상호작용한다. 법적 성별정정 관행은 호르몬요법과 같은 의료적 개입을 사실상 강제함으로써 트랜스젠더퀴어가 월경중단을 경험하도록 하는 요인이 된다. 또한 생물학적 본질주의 담론에서는 월경하는 트랜스젠더퀴어의 존재 가능성을 부정한다. 이와 같은 상황에서 트랜스젠더퀴어는 월경하는 몸에 대한 감각을 디스포리아로 언어화하거나, 월경 중 공중화장실 이용을 위협으로 인식할 수 있다.
다음으로, 월경하는 비여성 몸의 존재는 젠더화된 월경을 탈젠더화할 필요성을 드러낸다. 월경은 젠더화된 이차성징의 일환으로 설명되면서 트랜스정체성과 대립하는 것으로 상상된다. 여성적인 월경과 비여성 정체성의 괴리가 디스포리아라는 용어를 매개하여 표현될 때, 여성적 월경과 비여성 트랜스젠더퀴어 정체성은 상호구성된다. 또한, 월경용품 사용과 이분법적 화장실 공간은 트랜스젠더퀴어로 하여금 월경에 대처하도록 만든다. 이때 월경용품 사용은 디스포리아를 유발하거나 감소시킬 수 있으며, 화장실 공간은 이분법적 젠더규범을 (재)생산하는 장으로 나타날 수 있다. 한편, 트랜스젠더퀴어가 월경과 공존하거나, 의료적 개입을 통해 월경이 중단된 몸으로 살아가는 것은 모두 자신의 몸과 지속적으로 관계 맺는 과정이다. 의료적 트랜지션을 진행하지 않는다면 월경하는 몸과 트랜스 정체성 사이에서 갈등하거나 타협을 이루어야 하며, 호르몬요법이나 자궁적출수술을 통해 월경이 중단된다고 하더라도 더 이상 월경하지 않으며 외부적으로 호르몬을 주사해야 하는 몸에 적응해야 한다.
마지막으로, 월경과 여성/모성의 연결은 비여성 트랜스젠더퀴어의 월경을 예외적이고 비일상적인 것으로 설정한다. 한국 사회에서 월경을 논의하는 대표적인 제도로서 생리휴가와 생리공결제는 모성담론을 바탕으로 한다. 이는 월경을 시스젠더 이성애 섹슈얼리티를 경유하는 생식 및 인구재생산과 동일시하는 방식이며, 이러한 사회적 맥락 안에서 비여성 트랜스젠더퀴어의 월경은 디스포리아 또는 비일상성과 관련된다. 이에 더하여, 젠더화된 몸이라는 관념은 몸의 형태뿐 아니라 몸의 상태, 즉 월경 주기에 따른 신체변화에 대한 감각까지 포함한다. 이는 일정한 효율성을 창출하는 신체만을 정상성의 담지자로 위치시키는 젠더규범 및 비장애중심주의적 규범과 관련된다. 이에 따라 아픔, 비효율, 무기력, 우울과 연결되는 몸은 비정상으로 규정되며, 이러한 관념은 이상적인 남성 신체에 대한 비여성 트랜스젠더퀴어의 상상력과 무관하지 않다.
결론적으로, 월경을 퀴어링하는 과정은 월경을 여성/성과 분리시킴으로써 탈젠더화하고, 월경하는 몸을 예외적인 것으로 설정하는 정상성 규범, 즉, 이분법적 젠더규범과 강제적 이성애중심주의, 비장애중심주의를 비판적으로 성찰하며, 월경을 일상 속 재생산 경험으로 자리하도록 하는 것을 의미해야 한다.;The menstruation experiences of non-women, specifically transmen and non-binary people assigned female at birth, are often ignored and excluded in South Korea. This study aims to shed light on the menstrual experiences of transgender and to reconstruct the gendered meanings of menstruation.
Legal institutions that force medical transition and cultural discourses such as trans-exclusive radical feminism, condition the menstruation or cessation of menstruation of transgender and non-binary people. Gendered menstruation is often described as dysphoric. To express this disjunction of feminine menstruation and non-women identity, the term 'gender dysphoria' is commonly used. This highlights the interplay between the notion of gendered menstruation and gender-queer identity. Some transgender people experience the cessation of menstruation after hormone therapy or hysterectomy, while others continue to menstruate. However, all transgender people must interact and communicate with their own bodies during and after menstruation. If some transgender people still experience menstruation, the gendered connotations of menstruation should be de-gendered.
On top of that, it is important to note that menstrual leave and absence guidelines in the South Korean legal system equates menstruation with maternity and motherhood. This view reduces the meaning of reproduction to procreation through heteronormativity, which in turn marginalises the menstrual experiences of transgender people as unusual exceptions. Therefore, queering menstruation involves analysing the inter-constitution of menstruation and femininity, and criticising the normalcy of compulsive heterosexuality and able-bodiedness that considers menstruating bodies vulnerable, volatile, and dysphoric to non-women and their masculine identities. Additionally, reproductive life should be defined comprehensively to make queer menstruation more commonplace.2024-01-01T00:00:00Z
