도시공간과 시간성을 중심으로 본 공공미술 연구

Abstract

공공미술은 도시계획, 사회과학, 문화예술 등 다양한 분야에서 논의된다. 문화예술 분야에서는 공공미술은 모뉴먼츠와 메모리얼 등의 공간예술부터 관객 참여형 인터랙티브 예술로 이어져 논의되어 왔고, 사회과학 분야에서는 정치적 이념 및 장소성의 맥락에서 다루어왔다. 도시계획 분야에서는 경제와 문화의 가치를 중심으로 인식되고 있다. 이러한 다양한 분야에서의 통합적인 인식은 공공미술을 사회적 현상이자 하나의 예술장르이기 때문이다. 본 논문은 사회학, 도시학, 미술에서의 융합적인 이론적 체계로 접근하여 공공미술의 예술적 실천과 환경의 변화를 파악하고 정리하고자한다. 본 연구에서 공공미술이란 공공장소에 설치되고 공공정책에 의해 이행되는 미술을 뜻한다. 공공미술은 예술적 표현에 그치는 것이 아니라 경제, 문화, 사회 등 도시를 둘러싼 다양한 환경과 조건들에 직접적으로 관계를 맺고 있는 장르이기 때문이다. 공공미술에서의 사회·문화적 현상에 따른 공간의 변화와 예술적 실천 대한 논의를 설명하기 위해 공공성이 갖는 의미의 변화와 함께 이로 인한 공적 영역과 사적 영역은 이분법적 논리로 구분할 수 없다는 것을 선행적으로 살펴볼 것이다. 시간성이 결여된 공공미술을 비판적으로 검토하고 장소 특정성을 넘어 시기특정성이 부가된 공공미술에 대한 논의를 전개하고자 한다. 공공미술은 특정 이데올로기를 표현하기보다 현대사회의 유동적 기제들과 사회적 요소, 예술의 창조적 가치와 다양한 문화와 함께 도시를 살아가는 사람들의 삶과 일상과 반영해야 한다. 또한 현대도시에 적합한 시민가치 또한 제시할 수 있어야 한다. 나아가 공간을 확정적으로 정의하는 것이 아니라 공간을 시의적으로 드러내면서도 분화된 도시공간과 도시민의 삶에 관계망을 형성할 필요가 있다. 따라서 공공미술 작품이 전개되는 ‘장소’를 시간과 공간이 공존하는 개념인 ‘시공간의 영역’으로 새롭게 조명하고자 한다. 시간과 공간의 영역에서 전개되는 공공미술은 한시적 프로젝트를 통해 그 시간적 요소를 반영할 수 있다. 시간성을 갖는 공공미술은 작품을 개별적으로 묘사하거나 구체적으로 제시하는 양식으로 보지 않는다. 공간의 변화와 시대의 흐름과 연동되어 바뀌는 공공미술에 대한 분석의 틀로 제시하고자 한다. 이러한 시간성을 갖는 공공미술의 설치가 되는 양상은 실제 사례를 통해 발견할 수 있지만 본 논문에서는 이를 이론적으로 개념화하여 분석하는 것을 목표로 한다.;Public art is discussed in various fields such as cultural arts, social sciences, and urban planning. In the field of cultural arts, public art has been recognized as spatial art including monuments and memorials dating back to ancient times, while in social sciences, it has been treated in the context of political ideology and place identity. Discussions in the field of urban planning are centered around the cultural and economic value of public art. This integrated perception in various fields is due to public art being both an art genre and a social phenomenon. This study aims to understand and organize the artistic practices and environmental changes in public art through an interdisciplinary theoretical framework encompassing sociology, urban studies, and art. In this study, public art refers to art installed in public spaces and implemented by public policy. Public art is not just a matter of artistic practice but is a genre directly related to the diverse conditions of the city, such as social, cultural, and economic aspects. To explain the discussions about artistic practices in public art, social and cultural phenomena, and changes in space, the thesis will preliminarily examine the transformation of the concepts of public value and publicness and the deconstruction of the dichotomous logic of public and private realms. It first presents the logical limitations of existing discussions in interpreting contemporary public art. The thesis intends to include discussions on public art projects that transcend place specificity and incorporate time specificity, noting the increase in temporary public art projects. Modern public art should reflect artistic creative values and fluid mechanisms, various cultural and social elements, and the daily life and experiences of urban citizens, rather than political ideologies. Furthermore, it should form networks related to dispersed urban spaces and life, offering citizen values suitable for modern cities, not just defining space but also temporally activating it. Therefore, the thesis re-examines the concept of the ‘place’ where public art is installed as a ‘temporal-spatial realm’ where time and space coexist. Public art with temporality is not a style that specifically presents or depicts a certain genre. The thesis aims to present an analytical framework for interpreting public art that evolves in tandem with changes in time and space. The characteristics of installing public art with temporality can be found through actual cases, but this thesis aims to conceptualize and analyze these characteristics theoretically.
