Bridging Policies and Practice

Abstract

This thesis investigates the landscape of sexual and reproductive health education policies in the Philippines. Through a comprehensive policy review, press release collection, review, and categorization, the study aims to contribute to the understanding of current SRH initiatives and their impact on public health, specifically for the children and youth. The research delves into the nuances of policies, explores agency perspectives through press releases, and identifies common themes related to structural determinants, social determinants, and definitive context. This thesis argues that the change in trends, or the lack thereof, in the realm of sexual and reproductive health initiatives within the Philippines, can be attributed to a multifaceted interplay of factors that influence and shape the decisions and actions of government officials in the context of public policy implementation. It appears that policies and their respective implementations are often driven primarily by the necessity and demand to comply, and because of this, opportunities to fully actualize and optimize the public policies' potential are missed. Results of this study hold implications for policy-makers, educators, and advocates, providing a nuanced understanding of the current state of sexual and reproductive health education initiatives.
