dc.description.abstractHuman trafficking is currently a serious threat in the Kyrgyz Republic, where an estimated 57.000 people live in slavery, along with its new manifestations associated with the use of digital technologies for criminal purposes (OSCE 2022a). Despite the government taking preventive measures, achieving the desired results remains challenging. The main root of the problem lies in the shortcomings of the legal and regulatory framework, which makes it very difficult to prove cases of trafficking in human beings (THB). Currently, there is no legislative regulation directly addressing the relationship between digital technologies. Although some researchers have occasionally drawn attention to informal arrangements between governments, non-governmental organizations (NGOs), and technological companies to combat trafficking, this aspect remains poorly understood. This dissertation examines the compliance of key technologies used in THB networks with international and national legislation and examines the opportunities offered by digital technologies to counter this increasingly complex crime. The legal, gender and technology analysis highlights the importance of carefully considering the practical, ethical, privacy, and security issues raised by the use of tools that combine these two important aspects of technology. This highlights the urgent need to develop legislation and regulation in the field of digital technologies, taking into account the specifics of THB, complementing already existing international and national legislation in the field of privacy. It also reinforces the significance of incorporating a gender-sensitive and interdisciplinary approach into anti-trafficking efforts supported by information and communications technology (ICT). ;인신매매는 키르기스 공화국의 매우 심각한 위협으로 현재 약 57,000명이 노예로 생활하고 있다고 추정되며 범죄를 목적으로 한 디지털 기술 사용과 같은 새로운 징후를 보이고 있다(OSCE 2022a). 정부가 예방 조치를 취하고 있음에도 불구하고 원하는 결과를 달성하는 것은 여전히 어려운 상황이다. 이 문제의 주된 근본 원인은 인신매매 사례 증명을 매우 어렵게 만드는 법적 및 규제 체계의 결함에 있다. 현재 디지털 기술과의 관계를 직접적으로 다루는 입법 규정이없다. 일부 연구자들은 인신매매를 없애기 위해 정부, 비정부 기구(NGO) 및 기술 기업 간의 비공식적인 협정에 때때로 주목하였으나, 이 측면은 여전히 제대로 이해되지 않은 상태이다. 본 연구는 THB 네트워크에서 사용되는 주요 기술이 국제 및 국내 법률을 준수하는지 검토하며, 점점 더 복잡해지는 이 범죄에 대응하기 위해 디지털 기술이 제공하는 기회를 조사한다. 법률, 성별 및 기술 분석은 기술의 두 가지 중요한 측면을 결합한 도구의 사용으로 인해 제기되는 실제적, 윤리적, 개인 정보 보호 및 보안 문제를 주의 깊게 고려해야 하는 중요성을 강조한다. 이는 THB의 특성을 고려하여 디지털 기술 분야에서의 법률, 규제 개발의 시급한 필요성을 강조하며, 이미 존재하는 국제 및 국내 개인정보 보호 분야의 법률을 보완한다. 또한 정보 통신 기술(ICT)을 통한 인신매매 방지 노력에 성인지적 방식과 학제 간 접근 방식을 통합하는 것의 중요성을 강화한다.*
