The Role of Public Opinion in the Nuclear Policies of South Korea An Examination of the Park, Geun-Hye, Moon Jae-In, and Yoon Suk-Yeol Administrations

Abstract

This thesis critically examines the intricate dynamics between public opinion and the formulation of South Korea's nuclear policy across the administrations of Presidents Park, Moon, and Yoon. This thesis examines the consistent public endorsement of nuclear deterrence measures by the South Korean people, encompassing the redeployment of US tactical nuclear weapons (TNW) and the development of indigenous nuclear capabilities, It then compares this public support to the successive governments that have refrained from actualizing these preferences. This analysis finds that the robust alliance with the US has led South Korean presidents to overlook public sentiment in the domain of domestic nuclear capabilities. Employing a theoretical framework anchored in two-level game theory and the rational actor model, the research contends that leaders navigate negotiations at both international and domestic levels. Through analysis of public opinion data and examination of policy decisions undertaken by Presidents Park, Moon, and Yoon, the study endeavors to quantify the extent to which public sentiment has shaped nuclear policy.
