The Foreign Workforce Development in the Korean Tourism

Abstract

As a result of the pandemic COVID-19, international travel is restricted and travel bans were imposed by governments. Compared to East Asian peers, South Korea experienced a decline in the total population of foreign workers, especially employees working in industries heavily dependent on international tourism travel. The development of Korean tourism is to promote cultural communication and exchange between indigenous, tourists, and foreign workers. The purpose of this study is to investigate the future impact of Korean tourism on foreign workers. This study was based on a qualitative method in which 11 Korean employers and 11 foreign workers were interviewed through in-depth interviews and open-ended questionnaire. Participants in this study included those who had previously worked and those presently working in the Korean tourism industry. The findings and results show that employing foreign workers potentially benefits tourists, expands the tourism industry network, increases the professionalism of the workforce, and promotes a positive workplace culture. On the other hand, this study also discovered few challenging areas for foreign workers, such as low employment due to the COVID-19 pandemic, bureaucratic requirements and procedures for hiring, as well as financial constraints associated with employing foreign workers. The practical implications of this study highlight the importance of balancing the benefits of employing foreign workers and the challenges that arise when employing foreign workers which limits the availability of job opportunities for locals. Therefore, this study aims to provide relevant statistics and information that increases the flexibility of Korean employers in implementing best practices for employing foreign workers in the Korean tourism industry in the nearest future. To conclude, it enables the Korean tourism industry to benefit more from hiring and utilizing tourism workers from diverse backgrounds.;코로나19 팬데믹으로 인해 각국 정부가 해외여행을 제한하고 여행 금지 조치를 시행했다. 동아시아 경쟁국과 비교했을 때 한국은 외국인 근로자, 특히 해외 여행에 크게 의존하는 관광 산업에 종사하는 외국인 근로자의 수가 감소했다. 한국 관광의 발전은 내국인, 관광객, 외국인 근로자 간의 문화적 소통과 교류를 촉진하는 것이다. 본 연구는 한국 관광이 외국인 근로자에게 미치는 미래 영향을 조사하는 것을 목표로 한다. 본 연구는 한국인 전문 고용주 11명과 외국인 근로자 11명을 대상으로 개방형 설문조사와 심층 인터뷰를 실시하는 질적 방법을 채택했다. 연구 참여자는 한국관광 산업에서 일한 경험이 있는 사람과 현재 한국 관광 산업에서 일하고 있는 사람으로 구성되었다. 연구 결과 외국인 근로자 고용은 잠재적으로 관광객에게 혜택을 주고, 관광업계의 네트워크를 확장하며, 인력의 전문성을 높이고, 긍정적인 직장 문화를 조성하는 것으로 나타났다. 반대로 이 연구는 코로나19 팬데믹으로 인한 고용 감소, 고용 시 관료적 요건 및 절차, 외국인 근로자 고용과 관련된 재정적 제약 등 외국인 근로자들이 직면한 어려움을 확인했다. 본 연구의 실무적 시사점은 외국인 근로자 고용의 이점과 외국인 근로자 고용으로 인한 내국인 일자리 감소라는 문제 사이의 균형이 필요하다는 점을 강조한다. 따라서 본 연구는 향후 한국 관광업계의 외국인 근로자 고용과 관련하여 한국 고용주들의 유연성을 제고할 수 있는 관련 데이터와 정보를 제공하는 것을 목표로 한다. 이를 통해 한국 관광업계는 다양한 배경을 가진 관광종사자를 고용하고 활용할 수 있는 혜택을 누릴 수 있다.
