중국과 한국의 전자정부 시스템 비교연구

Abstract

The development of e-government system has always been the focus of attention. Especially after the novel coronavirus, the role of e-government systems has become more important. Because of the different development stage, the e-government system of China and Korea also faces different problems and challenges. Therefore, this study aims to compare the development of e-government system in China and South Korea, learn from the advanced experience of South Korea, explore the development direction of China's e-government system, and put forward improvement direction for the development of China's e-government system. The preliminary research of this study carried out the significance and concept research of e-government system, and summarized the concepts applicable to this study. To sort out e-government system related research papers and reports of international organizations. From the e-government legal principle and social management of two aspects of the development of four comparative standards. The four criteria are scalability, efficiency, convenience, and transparency. E-government system scalability is compared by the number of layers or procedures passed by government departments to deal with government administrative matters. In view of the problems in the comparative analysis, the Chinese government should simplify its internal working procedures and improve its internal working system. To advance the municipal electronic government affairs system tracking evaluation system construction, improve the tracking evaluation system utilization rate, advance the electronic government affairs system construction based on public evaluation, and promote the government information disclosure system legislation.;전자정부 시스템의 발전은 항상 모든 국가의 관심이다. 특히 코로나19 이후 전자정부 시스템의 역할이 더 중요해지고 있다. 발전 단계가 다르기 때문에 중국과 한국의 전자 정부 시스템도 다른 문제와 도전에 직면해 있다. 그래서 본 연구 목적은 중국과 한국의 전자정부 시스템의 발전을 비교하고, 한국의 선진경험을 참고하여 중국 전자정부 시스템의 발전방향을 모색하고, 중국 전자정부 시스템의 발전을 위하여 개선방향을 제안하는 것이다. 본 연구의 선행 연구는 전자정부 시스템의 의의와 개념 연구를 수행하고 본 연구에 적용할 수 있는 개념을 요약한다. 전자정부 시스템 관련 연구논문 및 국제기구 보고서를 정리한다.전자정부의 법적과 사회관리의 두 가지 관점에서 4가지 비교 기준을 제정한다. 4가지 기준은 신축성, 효율성,편리성,투명성이다. 전자정부 시스템의 신축성에 관한 비교내용은 정부행정사무를 처리할 때 통과되는 정부 부처의 계층이나 절차의 수량이다. 전자정부 시스템의 효율성은 정부내부의 효율성과 정부외부의 효율성을 나누었다. 정부 내부적으로 행정사무 처리 수량를 비교한다. 정부 와부적으로 행정사무 처리 시간를 비교한다. 전자정부 시스템의 편리성은 국민의 전자정부 서비스 이용 편리성을 의미한다. 그래서 전자정부 시스템에 대한 국민의 만족도를 비교한다. 국민만족도는 전자정부 서비스 플랫폼의 커버리지와 만족도를 기준으로 한다. 전자정부 시스템의 투명성은 정보공개제도의 개념, 원칙, 범위등을 비교기준으로 하여 전자정부 시스템의 투명성을 비교한다. 중국의 전자정부 시스템은 어느 정도 성과를 거뒀지만 한국의 전자정부 시스템과 격차가 있다. 비교 분석에서 나타난 문제에 대해 중국 정부는 정부내 업무 절차를 간소화하고 정부 내 업무 시스템을 개선해야 한다. 시급 차원에서 전자정부 시스템 사후평가 시스템 구축을 촉진하고 사후평가 시스템의 활용률을 높이며 국민 평가를 기반으로 전자정부 시스템 구축을 촉진하고 중국 정부 정보 공개 시스템의 입법을 촉진한다.
