국민감정이 카자흐스탄 대외정책에 미치는 영향

Abstract

최근 카자흐스탄과의 교류가 확대되면서 카자흐스탄의 국제관계 및 경제 등에 관한 관심과 연구가 증가하고 있다. 하지만 국민의 집단감정이 카자흐스탄의 대외 정책에 영향을 미치는가에 대한 연구는 거의 없다. 하여 필자는 본 논문은 국민감정이 카자흐스탄의 대외 정책, 특히 동아시아 국가인 중국과 한국에 대한 정책에 미치는 영향을 살펴보고자 하였다. 카자흐스탄 정부는 중국으로부터 경제적인 협력과 투자를 받으려고 노력하고 있다. 그러나 국민들은 이러한 중국과의 협력을 반대하여 시위를 자주 일으키고 있다. 반면 한국과의 경제 및 정치 분야 협력에 있어서 카자흐스탄 국민들의 반응은 긍정적이다. 이처럼 동아시아 국가들과의 교류 및 대외 정책 협력에 있어서 카자흐스탄 국민들의 반응이 다르게 나타나고 있다. 본 논문은 각 나라에 따라 다르게 나타나는 국민감정의 변수들이 무엇인지 고찰하였고, 핵심 변수로 역사적 요인과 디아스포라를 꼽았다. 양국 간의 과거사와 디아스포라 문제가 국민들의 감정 형성에 영향을 준다는 것이다. 따라서 본 논문은 역사적 관계, 카자흐스탄의 고려인 디아스포라, 중국의 카자흐인 디아스포라, 그리고 카자흐스탄 국민의 대(對)중국 및 대(對)한국 국민감정을 연구 대상으로 설정하였다. 카자흐스탄과 중국의 관계는 과거로부터 이어진 미해결된 국경 문제와 디아스포라, 즉 중국 신장 지역에 살고 있는 카자흐인 디아스포라 문제가 민족주의적 갈등 등 다른 이슈와 결합되면서 이슈의 본질적 측면을 넘어, 국민감정 대결의 형태로 나아가고 있다. 특히 2010년 이후부터 카자흐스탄 내에서 반중(反中) 감정이 커지고 있다. 즉, 미해결된 과거사와 디아스포라 문제가 중국에 대한 부정적 인식을 형성하고 있다. 국민감정이 카자흐스탄의 대(對)중국 정책 결정에 부정적 영향을 미친 사건으로 2016년 ‘외국인 기업 대상 토지 임대 및 매각 반대’ 시위 결과와 2019년 ‘중국 확장 반대’ 시위를 들 수 있다. 반면에 카자흐스탄과 한국 사이에는 미해결된 역사 문제가 없고 카자흐스탄에 살고 있는 고려인 디아스포라가 한국에 대한 긍정적 인식을 형성하는 데 큰 역할을 한다는 점을 선행 연구들을 통해 발견했다. 한국과 카자흐스탄의 우호적인 관계를 2019년 ‘전략적 동반자 관계 확대’ 사례로 알아보았다. 이러한 내용을 바탕으로, 중국과 한국에 대한 국민감정이 카자흐스탄의 대외 정책에 영향을 주고 있다는 사실을 확인 할 수 있었다.;As exchanges with Kazakhstan have recently expanded, interest and research on Kazakhstan's international relations and economy are increasing. However, there are few studies on the influence of collective sentiment of the people on Kazakhstan's foreign policy. Therefore, this paper aims to examine the impact of national sentiment on Kazakhstan's foreign policy, especially those of China and Korea, which are East Asian countries. The Kazakh government seeks economic cooperation and investment from China; however, the public is frequently protesting against it. On the other hand, the response of the Kazakh people when it comes to economic and political cooperation with Korea is positive. As such, Kazakhstan's people's responses to exchanges and foreign policy cooperation with East Asian countries are different. This study examined what variables of national sentiment appear differently for each mentioned country and cited historical factors and diaspora as key variables. The history and diaspora issues between the two countries affect the development of people's emotions. Therefore, this paper sets the historical relationship, the Koryeo diaspora of Kazakhstan, the Kazakh Diaspora of China, and the Kazakh people's feelings toward China and Korea as subjects of the study. The relationship between Kazakhstan and China has been linked to unresolved border issues and diaspora, so the Kazakh diaspora problem living in Xinjiang, China, is being combined with other issues such as nationalist conflict, moving beyond the essential aspects of the issue to a form of national emotional confrontation. In particular, anti-China sentiment has been growing in Kazakhstan since 2010. In other words, unresolved past and diaspora issues are forming negative perceptions of China. As an incident in which public sentiment is negatively affecting Kazakhstan's policy decision on China, we looked at the results of the 2016 "opposition to the lease and sale of land to foreign companies" protest and the 2019 "opposition to China's expansion." On the other hand, previous studies have found that there are no unresolved historical problems between Kazakhstan and Korea, and that the Korean Diaspora living in Kazakhstan plays a major role in forming a positive perception of Korea. The friendly relationship between Korea and Kazakhstan was identified as the case of 'expanding strategic partnership' in 2019.
