대출 규제가 외지인 주택 구입에 미치는 영향

Abstract

This study aims to investigate the effect of the LTV/DTI loan regulation on the purchase rate of Seoul-area apartments by Out-of-Town Buyers. It is known that the increase in the ratio of out-of-town purchase in certain areas leads to a surge in price volatility and rate of increase regarding real estate in general. Considering the status quo of continuous pricing instability especially in metropolitan areas, this study deems it meaningful to analyze the out-of-town purchase ratio discussed in the 2017 regulations. Using the Synthetic Control Method throughout the analysis, this study is the first to use this method in analyzing real estate policies. Results show that the LTV/DTI reinforcement applied to overheated speculative zones(including Seoul) in August 2017 had no significant effect on the purchase ratio of out-of-town buyers in Seoul but led to a surge in the Synthetic Control group. Considering the fact that the real estate policies at that time were not a regulation for multi-homeowners but a measure to stabilize the housing market, it is likely that out-of-town buyers purchased apartments in the Gyeonggi area with the aid of a loan, before the regulation on loans applied to that area.;본 연구는 2017년 8월 시행한 LTV/DTI 대출 규제가 서울 지역 아파트의 외지인 매입 비율에 미치는 영향을 알아보고자 하였다. 특정 지역 아파트의 외지인 매입 비율이 증가하면 아파트 가격 변동성과 상승률이 높아지는 경향이 있기 때문에, 수도권 주택 가격이 불안정한 모습을 보이는 현 시점에서, 해당 정책의 외지인 매입 비율을 분석하는 것은 유의미하다고 판단하였다. 분석을 위해 통제집단합성법을 사용하였으며, 이는 부동산 정책 분석에 해당 방법론을 적용한 최초의 연구이다. 분석 결과 2017년 8월 서울을 비롯한 투기과열지구에 적용한 LTV/DTI 강화는 서울 지역 외지인 매입 비율에는 큰 영향이 없고, 오히려 합성통제집단의 외지인 매입 비율을 높이는 것을 확인할 수 있었다. 이는 이 당시 시행한 대출 규제가 다주택자 규제의 성격이 아닌 주택 시장 안정 대책의 성격이 강했기 때문에, 대출 규제가 경기도 지역까지 강화되기 이전에 대출을 받아 경기도 지역의 저렴한 주택을 구입한 것으로 파악할 수 있다.
