슈퍼비전이 아동보호전문기관의 사례관리 수행에 미치는 영향

Abstract

본 연구의 목적은 아동보호전문기관 내 슈퍼비전이 사례관리 수행에 영향을 미치는 과정을 살펴보고, 전문직 정체성과 임파워먼트가 매개효과가 있는지에 대하여 검증하는 것이다. 이를 통하여 사회복지학 차원에서 아동보호전문기관의 사례관리 수행 정도를 향상하기 위한 실천적·정책적 시사점을 제공하고자 한다. 2019년 포용국가 아동정책의 일환으로 아동학대에 대한 국가의 공적 책임이 강조되었다. 2020년 10월부터 순차적으로 조사 업무의 공공화에 진행되고 있고, 이에 따라 심층사례기관으로서 아동보호전문기관의 역할 수행에 대한 연구의 필요성이 제기되고 있다. 본 연구는 2021년 12월 13일부터 12월 31일까지 약 3주간 전국의 69개 지역아동보호전문기관의 총 410명의 표본 수로 자기기입식 설문조사를 진행하였다. 그 중 불성실한 응답자를 제외하고 분석이 가능한 총 66개 기관의 384명의 설문지가 최종분석에 활용되었다. 본 연구에서는 구조방정식 모델(Structural Equation Modeling; SEM)을 활용하였으며, SPSS 24.0을 사용하여 기술통계 및 상관관계 분석을 실시하였고, AMOS 26.0을 사용하여 확인적 요인분석, 타당성 검증 및 연구모형 적합도를 파악한 후 변인 간 경로분석을 실시하였다. 이에 본 연구는 선행연구를 바탕으로 연구모형을 설정하여 각 변인 간의 구조적 관계를 검증하였다. 본 연구의 주요 분석 결과와 함의는 다음과 같다. 첫째, 구조방정식에서 슈퍼비전이 사례관리 수행에 미치는 영향은 경로분석을 통하여 총 효과와 간접효과는 유의하게 나타났으나 직접효과는 통계적으로 유의하지 않은 것으로 나타났다. 이는 슈퍼비전이 제3의 변인을 통하여 사례관리 수행에 유의미한 영향을 미친다는 의미이다. 따라서 사례관리 수행 정도를 향상시키기 위해서는 기본적으로 슈퍼비전 강화를 위한 다양한 지원방안이 모색되고 마련되어야 할 것이다. 이를 위해 슈퍼비전 프로그램을 개발 및 운영하고, 평가체계를 도입하여 아동보호전문기관 내에서 업무지시 체계와 구분된 실질적인 슈퍼비전 체계를 확립할 필요가 있다. 둘째, 슈퍼비전과 사례관리 수행 간의 관계에서 전문직 정체성의 매개효과를 검증한 결과, 전문직 정체성이 슈퍼비전과 사례관리 수행 간 관계를 완전매개하는 것으로 나타났다. 이러한 결과를 바탕으로 아동보호전문기관에서는 상담원들의 전문직 정체성을 증대시킬 수 있는 슈퍼비전을 제공하고 이를 사례관리수행으로 이어지게 하는 슈퍼비전의 설계가 중요하다는 것을 시사한다. 따라서 아동보호전문기관에서 슈퍼비전을 통해 사례관리 수행 정도를 높이기 위해서는 상담원들의 전문직 정체성을 향상시키는 방안에 초점을 두고 개입전략을 수립해야 할 것이다. 셋째, 슈퍼비전과 사례관리 수행 간의 관계에서 임파워먼트의 매개효과를 검증한 결과 매개효과가 통계적으로 유의하지 않은 것으로 나타났다. 즉, 슈퍼비전은 임파워먼트에 통계적으로 유의미한 정(+)적인 영향을 미치지만, 임파워먼트는 사례관리 수행에 통계적으로 유의미한 영향을 끼치지 않았다. 그러므로 슈퍼바이저가 슈퍼바이지에게 슈퍼비전을 제공할 시 종사자의 임파워먼트 향상을 위한 슈퍼비전 제공은 가능하나, 슈퍼비전의 목적이 사례관리 수행 정도의 향상이라면 종사자의 임파워먼트 향상보다 종사자의 전문직 정체성 향상에 초점을 두고 슈퍼비전을 제공해야 할 것이다. 후속 연구에서는 종단연구를 통해 아동보호전문기관 사례관리 수행 정도를 연속성 있게 살펴보고, 아동보호전문기관 상담원들의 풍부한 경험과 심도 있는 의견을 탐색하는 질적연구를 병행할 필요가 있다. 또한 향후 연구에서는 아동보호서비스 맥락에 맞게 전문화된 척도 개발이 필요하다. 본 연구결과는 아동보호전문기관의 역할이 변화하는 시점에 맞추어 시의적절하게 심층사레관리기관으로서 사례관리 수행에 대해 검증했다는 점에서 의의가 있다. 특히 연구표본 설정이 전국 단위에서 골고루 이루어져 모집단을 비교적 잘 대표하는 연구결과를 도출했다고 볼 수 있다. 향후 아동보호전문기관 내에서 슈퍼비전의 목적과 방향성을 설정하고 프로그램을 구성할 때 본 연구결과를 기초자료로 활용할 수 있을 것이다. 마지막으로 본 연구는 가치적인 측면에서 학대피해아동과 가정을 직접적으로 대면하여 상담하고 재학대를 예방하는 상담원들이 스스로 갖는 전문직 정체성의 중요성을 검증하게 되었고, 이를 통해 아동보호전문기관 상담원들의 역량강화를 우선해야 한다는 것을 시사한다. 본 연구가 아동보호전문기관의 사례관리 수행 정도를 향상하기 위한 실천적·정책적 지원을 모색하는데 기초자료로 활용될 수 있기를 기대한다. 주요어 : 아동보호서비스, 아동보호전문기관, 사례관리 수행, 슈퍼비전, 전문직 정체성, 임파워먼트;The purpose of the study is to examine the mediating effect of professional identity and empowerment in the relationship between supervision and case management performance in the child protection agencies. According to the national policy announced by the government in 2019, the role of child protection agencies has changed significantly. From October 2020 to September 2023, local governments will gradually be in charge of child abuse investigations and child protection agencies will be only in charge of case management. Therefore, it is necessary to study the case management performance of child protection agencies. This is the quantitative research. The data had collected through an offline survey for about three weeks from December 13 to December 31, 2021. A self-report questionnaire was conducted with a sample of 410 people from 69 child protection agencies and 384 questionnaires from 66 agencies were used for the final analysis. All data analysis was accomplished using the SPSS 24.0 and AMOS 26.0 program by descriptive analysis, correlation analysis, and structural equation model analysis. The results and implications of this study are as follows. First, supervision had no significant direct effect on case management performance in child protection agencies. It means that supervision has a significant indirect effect on case management performance only through the third variable. Therefore, in order to improve the degree of case management performance, it is necessary to establish various strategies to strengthen supervision. National Center for the Rights of the Child needs to provide training programs to staff members of specialized child protection agencies and child protection agencies need to develop and operate a supervision program and implement an evaluation system. In addition, they need to know that a supervision system is totally different from simple work order. Second, professional identity had a full mediating effect on the relationship between supervision and case management performance in child protection agencies. The results of this study are meaningful as guidelines for the supervision direction of child protection agencies. If child protection agencies are to improve case management performance, they must improve the professional identity of CPS workers through supervision. Therefore, child protection agencies and National Center for the Rights of the Child must plan and provide education and training programs to enhance the professional identity of CPS staff. Finally, empowerment had no significant mediating effect on the relationship between supervision and case management performance in child protection agencies. Supervision had a significant positive effect on empowerment, but empowerment did not have a significant effect on case management performance. Therefore, if the purpose of supervision is to improve the degree of case management performance, it is necessary to provide supervision for improving the professional identity of workers rather than improving the empowerment of workers. The study results drew the following directions for future research. First, it is needed to study periodically the case management performance of child protection agencies by longitudinal studies. Second, qualitative research is needed to research the experiences and opinions of CPS workers of child protection agencies. Third, in future research, it is needed to develop a scale suitable for the context of child protection services. This study has the following meanings. First, this study was conducted at an appropriate time as the role of child protection agencies changed from October 2020. Since the samples were collected evenly across the country, it can be considered that the samples are well representative of the population. Second, the results of this study can be used as basic data for setting the purpose and direction of supervision and planning programs in a child protection agency. Third, this study confirmed the importance of reinforcing the professional identity of CPS workers who directly meet and counsel with abused children and their families and strive to prevent re-abuse. It is expected that this study will be used as basic data for practical and policy support to improve the case management performance of child protection agencies.
