징진지 프로젝트(京津冀一體化)가 중국 허베이성의 새로운 형태의 기업 출현에 미치는 영향

Abstract

중국 장강삼각주 도시군(城市群)과 주강삼각주 도시군의 성공적인 건설은 환보하이 경제권의 건설에 대한 중국의 각계각층 사람들의 관심을 불러일으켰다. 환보하이 경제권의 주체인 베이징시, 톈진시, 허베이성의 협동발전은 2014 년을 전환점으로 하여 정식으로 중국 국가급 전략으로 부상되었다. 하지만 ‘징진지 프로젝트(京津冀一体化)’가 실시 된지 7년이 지난 오늘에 허베이성은 모든 면에서 발전을 이루었지만 베이징와 톈진에 비하면 낙관적이지 못한다. 따라서 국가급 전략인 징진지 프로젝트가 도대체 허베이성의 발전에 미친 영향에 대한 정확한 평가는 허베이성뿐만 안니라 징진지의 발전을 촉진하는 데 중요한 역할을 할 수 있다. 그리고 징진지 프로젝트가 실시 과정 중에 일어났었을 가능성이 있는 문제들을 파악하고 향후 징진지 프로젝트의 순조로운 실시를 위해 조언을 제시하고 실시 과정의 장애물을 치우는 데 의미가 있다. 본 연구는 베이징시, 톈진시 및 허베이성의 총 209 개 현 및 현급시의 패널 테이터를 활용하고 이중차분법(DID)을 사용하여 징진지 프로젝트가 허베이성의 혁신에 미친 영향과 정부 R&D 투자가 이런 관계에서 어떤 역할을 해왔는지를 연구하였다. 연구 결과를 따라 징진지 프로젝트는 허베이성의 혁신에 정적인 유의한 영향을 미쳤다. 하지만 정부 R&D 투자가 이런 관계에서 작지만 부정적인 조절효과가 있다는 것을 발견하였다. 이러한 결과는 정책 실시 중 여전히 취약한 부분이 존재하고 있음을 보여준다. 논문의 마지막 부분에서 정책 실시 중에서 발생했을 가능성이 있는 문제점을 무엇인지, 이러한 문제점에 대한 해결책을 제시하고 향후 연구의 방향을 제시하였다.;The successful construction of China's Yangtze River Delta city group and Pearl River Delta city group has aroused the interest of government and people in China for the construction of the bohai economic zone. The coordinated development policy of bohai economic zone’s main part-Beijing, Tianjin, and Hebei provinces, has officially emerged as a national level strategy in China with 2014 as a turning point. However, seven years after the implementation of 60 the policy, Hebei Province has made progress in all respects, but it is not optimistic compared to Beijing and Tianjin. Therefore, an accurate assessment of the impact of the policy on the development of Hebei can play an important role in promoting the development of policy as well as Hebei. In addition, it is meaningful to identify problems that may have arisen during the implementation process of the policy, to provide advice for the smooth implementation and to remove obstacles in the implementation process in the future. This study utilizes panel data from a total of 209 counties in Beijing, Tianjin, and Hebei and uses the difference-in-difference(DID) to examine the impact of the policy on innovation in Hebei and in between what role government R&D investment has played. According to the study results, the policy had a positive and significant effect on innovation in Hebei Province. However, it founded that government R&D investment had a small but negative moderating effect on this relationship. These results show that weak parts still exist in policy implementation. In the last part of this study, problems that may have arisen during policy implementation are identified, solutions to these problems and future research directions are presented.
