인구감소 도시의 대응

Abstract

본 연구는 대한민국의 인구감소 도시가 변화하는 패러다임 속에서 미래에 어떻게 대비하고 있는지, 인구감소에 대해 정확하게 인지하고 관련 전략 및 정책들을 도시기본계획에 적절히 반영하고 있는지에 대해 알아보는 목적으로 진행하였다. 우리나라 인구감소 도시의 기본계획을 평가하기 위해 20년간의 도시인구변화패턴을 기반으로 연구대상 도시를 선정하고 해당 도시의 도시·군기본계획 55개를 수집하였다. 그 후 축소도시를 위한 전략들을 바탕으로 축소도시계획전략평가 지표(Strategy Score Card)를 도출한 뒤, 각 기본계획을 평가하여 도시계획전략점수(Strategy Score)를 산정하였다. 평가한 점수 결과를 축소도시패턴, 도시규모, 도시·군기본계획의 목표연도와 기준연도 그리고 축소도시계획전략평가 지표에 따른 비교 및 분석을 실시하였다. 그 결과, 부산광역시가 가장 높은 점수인 65점을 얻었으며, 평균 점수는 100점 만점을 기준으로 28.86점으로 나타났다. 인구감소 유형에 따른 결과로는 유형의 따른 점수차이는 크지 않았다. 또한 기본계획의 수립연도가 최근일수록 점수가 높아지는 경향을 보였으며, 평가지표 40개 중 어느 도시에도 적용되지 않은 전략이 6개가 존재했다. 본 연구는 결과에 대한 해석 및 결론으로 미래 도시인구변화와 산업변화에 대한 정확한 진단을 통해 시민들과 논의를 시작하여야 할 것을 제안하며, 기본계획 수립 시 현재와 미래에 대해 인구 및 산업변화와 유형에 따른 수립지침의 개정이 선행되어야 할 필요성을 말한다. 더불어 적용이 되지 않은 전략들의 현실적인 운영방침 등에 대해 개선해 나가야 할 것이며, 무리한 인구추정을 지양하고 저성장 및 인구감소의 흐름에 따른 계획의 수립을 위한 관련 법제도의 개선 또한 필요할 것을 시사한다. 마지막으로 본 연구는 향후 도시·군기본계획과 관련한 연구가 나아가야할 방향과 도시·군기본계획 수립 절차 및 수립 관계자의 인식변화의 필요성에 대해 시사점을 제시함에 의의가 있다.;This paper explored how depopulating cities in S.Korea recognize population decrease so as to reflect smart decline strategies in their comprehensive plans. In pursuance of evaluating 55 comprehensive plans of the depopulating cities using the “Strategy Score Card,” which recalled the 40 evaluation criteria developed from previous scholarly literature and the actual plans of shrinking cities. The score of each city was compared and analyzed based on their shrinking patterns, population size, target and base year of the plans, and scoring groups. This study identified that the city of Busan ranked the highest (65 out of 100 points), while the average score of other cities was 28.9. The shrinking patterns—temporal decrease vs. constant decrease—did not show any significant difference between groups. Meanwhile, the target and base year of the plans were likely to have higher cores when it comes to the latest. Six strategies that dealt with down zoning, reduction of public services, integration and relocation of residents, land banking and permission of temporary use of vacant house and land were never mentioned. To respond appropriately and keep the quality of remaining residents, cities should acknowledge the trend of population growth/decrease, industrial changes under the open discussion with citizens. Related legal systems should deter excessive population projection when proposing comprehensive plans and establish provisions to include essential planning tools for the low growth and depopulating cities. Despite the fact that the results should be interpreted carefully since the study used a limited number of evaluation items, the outcomes of this study are expected to be an effective milestone for the comprehensive plans of depopulating cities and urged the prompt change of the growth-oriented planning paradigm.
