저임금 근로자들의 근로시간에 대한 최저임금 인상 정책의 영향 분석

Abstract

본 연구는 2018년과 2019년의 최저임금 인상이 저임금 근로자들의 근로시간에 준 영향을 알아보고자 하였다. 기존 국내의 최저임금 관련 문헌에서 사용되지 않았던 경향점수 역확률 가중치 접근(Inverse Probability of Treatment Weighing; IPTW)를 적용한 Difference-in-Difference(DiD)를 사용하여 근로자 간 이질성을 효과적으로 통제해 정책효과를 보다 정밀하게 추정하고자 하였을 뿐 아니라 2018년 최저임금 인상의 장기적인 영향까지 관찰하였다. 분석 결과 2018년과 2019년의 최저임금 인상 정책은 모두 저임금 근로자들의 근로시간을 감소시킨 것을 확인하였는데, 특히 2018년 정책의 영향이 2019년 정책의 영향보다 크게 나타났으며 그 중에서도 2018년 정책이 2019년까지 연장되어 나타낸 효과가 가장 크게 나타났다. 2018년과 2019년 정책으로 인한 주평균 근로시간 감소분은 각각 0.015시간, 0.004시간으로 추정되어 국내 저임금 근로자의 상당수가 인건비 인상에 대응해 근로시간을 유연하게 조정하기 어려운 제조업 등에 종사하고 있다는 사실을 반영하였다.;This paper examines the effect of South Korea’s rapid minimum wage increase in 2018 and 2019 on low-wage workers’ working hours. By applying Inverse Probability of Treatment Weighting (IPTW) to Differential-in-Difference (DiD) estimation, which has not been used in Korea’s previous minimum wage literature, we observe the long- and short-term effects of the minimum wage hikes while effectively controlling heterogeneity among the effected workers. We conclude that the minimum wage ordinance of both years decreased the low-wage workers’ working hours, the impact of the 2018 ordinance being larger than that of 2019. Moreover, the 2018 ordinance yielded a larger impact in the year later, outsizing the impact of the 2019 ordinance. We estimate the reduction in the average working hours caused by the 2018 and 2019 ordinance to be 0.015 hours and 0.004 hours per week, respectively. This reflects the fact that many low-wage workers in Korea work in industries such as manufacturing, which lack the ability to flexibly adjust working hours in response to the rise in labor costs.
